    PRESCRIBING INSTRUCTIONS TO BE FOLLOWED IN THE CONDUCTOF PUBLIC AFFAIRS DURING THE TIME THAT THE PRESIDENTIS OUTSIDE THE PHILIPPINES.

    Wherea s the .public intere st requires my presence outsideth e Philippines: .

    Now, therefore, the follOwing instructions are' hereby is-sued for the conduct of public affairs during my absence:

    1. The President of the Philippines shall continue to exercise all the functions of his office as enjQined by theConstitution an d the iaws, in the same manner as Whenhe is within the national territory. The Secretary to thePresident shall, as heretofore, sign all papers that ar e ordinarilysigned by him by or under the authority of the President.

    2. Each Seeretary 'of Department shall attend to anddecide matters which pertain to his Department and whichunder the law, he may decide. On those matters whichrequire approval of the President, 'in case urgent action isneeded, such approval shall be obtained by cable. On otherdepartmental business which, although within the. jurisdiction of a Secretary of Department, ar e of such importance.as to affect the general policies of the Government and,therefore, should be the subject of consultation with thePresident, the Secretary concerned ma y communicate forsuch purpose with the President by cable or other convenient means of communication.

    8. The Cabinet shall hold its weekly meetings an d shall

    meet at such other times as may be necessary. The VicePresident shall preside over Cabinet meetings; when th eVice-President is absent from Manila, the senior member ofthe Cabinet present shall preside. Matters which have heret.>fore been acted upon by the Cabinet shall continue to becO'llSidered an d decided by the Cabinet: Provided, however,That in the absence of unanimity of' opinion on an y questionsubmitted, no decision shall be taken until it shall have beensubmitted to th e President.

    PRESORlBING REGULATIONS GOVERNING TH E 1l.ECElPT AND ACCEPT"ANCE OF DONATIONS OF MONEY FOR THE NATIONAL DEFENSE AND T.HEl EXPENDITURE THEREOF.

    By virtue of the provisions of Commonwealth Ac t Numbered Thirty-three authorizing the President to receive and accept donations of money no t subject to onerous condition, made for th e purpose of the national defense or support of the Philippine Army, I, Manuel L. Quezon, President of the Philippines, do hereby promulgate the following regulations governing th e receipt and acceptance of such donations ofmoney and th e expendituTe thereof, fo r the information and

    guidance of all concerned:. 1. All cashiers or collecting officers of the difi'erent D e ~

    partments, Bureaus, and offices of the ,National Government,the Chief of Stafi', the Deputy an d Assistant Chiefs of Staff,the Provost Marshl\l General, quartermasters, the provincialmilitary commanders, Philippine Army, including provincial,

    . city, or municipal treasurers, ar e authorized to receive an daccept donations of money for the national defense, i s s u i n ~therefor the regular official receipts.

    2. All donation collections shall immediately at th e endof the month, be remitted to th e Office of the President bytreasury warrant, check, or money order'accompanied byabstract, showing (1) date, (2) number of official receipt;(3) name of donor, (4) amount, an d (5) purpose of donation, whether general or specific.
