Please justify why theproposal cannot be carried out on lands outside the ALR.This proposal was chosen to reduce heavy vehicle traffic volumes on local highways to minimize exposureof employees and the public to possible accidents. Also, with provincial hours of service regulations forcommercial vehicles, employees have little time for travel after full work schedules and possible fatigue isa serious safety consideration.

4. Does the proposal support agriculture in the short or long term? Please explain.This proposal does not disturb the existing land for potential for use later. This property is awkward indesign for anything but a hobby farm given the original location of existing buildings , but this potentialwould not be affected by this proposal.

5. Describe any economic values you believe are applicable to the application as it applies to s.4.3 ofthe ALC Act.All supplies such as potable water, food, camp services etc., would come from local suppliers as all areavailable from Dawson Creek.

Hi Kole,

The applicant has shown that they are committed to the community and supporting local business. They purchase their food for the camp from Wright's Food's, purchase all their fuel in Dawson Creek and support Farmington Storewith purchases. Also donated $3000 to the local school for a scoreboard.

Unlike the other camps that bring all employees and supplies from Alberta, the money spent on the camp operationsstay local including the camp attendant.

A Community Round table was held on January 28 in Farmington, which was attended by an employee to see first hand what some community concerns were and what the local government had done over the past year.

As per our meeting on January 16, the applicant is looking forward to possibly rezoning for commercial use but stated they needed to come into compliance first then next steps to rezone. Please confirm this?

In recent history: Before the left turning lanes were added at this location on the Alaska Highway, there had been accidents at the turn off to the Parkland Road, which is a very short distance away from the Farmington Store. Finally, a left turning lane was added to the Parkland Road. The Farmington store had 2 entry/exits and for safety reasons, one was blocked off and a left turning lane was also added to access the Farmington Store from the highway. At present the Alaska Highway is busier than ever, adding an industrial site on the opposite side of the highway to the Farmington Store is not a good idea. Whether it’s a temporary work camp, industrial storage area or zoned commercial, it will increase traffic issues. We, Wade and myself, were recently involved in a traffic cluster at this very location. There was a driver turning into the Farmington Store, at the same time a semi truck coming from the opposite direction was trying to turn into this proposed work camp property, confusion was thrown into the mix, who knows what happened next but when the dust settled thankfully everyone was fine. Question: How will the traffic be managed going into and leaving the above mentioned proposed work camp location across from the Farmington Store on the Alaska Highway? Will the Ministry of Transportation be involved? Will proper access be built ahead of time? Had I known the Jan. 28 '19 roundtable meeting with the PRRD at the Farmington Community Hall was going to discuss this specific application, I would have attended the meeting to voice my concerns. I was unaware that the applicant had reapplied, as is their right, after the Regional District had initially refused their application. Farmington is already DOMINATED by the oil and gas industry that keeps spreading across the rural landscape. In my opinion - It is unlikely that the landowners of this proposed work camp property would suffer irreparable harm if this property is not developed into a camp or similar facility. The oil & gas industry has been active in Farmington for about 10 years and has managed well so far; the city of Dawson Creek, Ft. St. John, and the Braden Road Camp are all within a reasonable driving distance of Farmington for food & lodging. The Farmington Store Campsite is available to use. There is also a large area directly across from the Saturn Gas Plant that has temporarily housed workers in the past Finally, I hope the $3000.00 donation mentioned to Parkland Elementary School by the applicant does not factor into the decision whether the PRRD approves or refuses this application.
