On the 1700th anniversary of the glorious recognition in Milan of the rights of the Church by Constantine the Great
throughout the Empire, we are honored to provide a first online English translation of the address given on this
occasion eactly one century ago by the !oly "uccessor of "aint #eter, "aint #ius $, in the Eternal City, soon before the
end of his resplendent pontificate dedicated to the restoration of all things in Christ%

essential in continuing the hurchCs supernatural action on earth&
*he hurch, this great religious society of !en, who live in the sa!e faith and in the sa!e love under the guidance of
the Supre!e (ontiff, has a higher purpose distinct fro! that of civil societies, which ai! at attaining te!poral prosperity
here on earth, while She has the goal of perfecting souls for eternity& *he hurch is a #ingdo!, which has no other ord
but -od %i!self, and has a very lofty !ission which surpasses all li!its and !a#es of all peoples of every tongue and
nation one great fa!ily& *herefore, it cannot even be supposed that the #ingdo! of the soul is subject to that of the bodyD
that eternity beco!es an instru!ent of ti!e, that -od %i!self beco!es a slave to an&
$esus hrist, in fact, the )ternal Son of the Father, to +ho! all power in %eaven and )arth was given, i!pressed this

order you are above all the sovereigns of the earth &
*he hurch has the !ission of governing souls and ad!inistering the
Sacra!entsD and since no one for no reason whatever can clai! to enter the
Sanctuary,She has the duty to rise u% against those !ho claim to invade Her
ground !ith arbitrary interference or un'ust encroachments & *he hurch
has the !ission of teaching the observance of precepts and e"horting the practice
of the evangelical counsels& (oe to those !ho !ould teach the contrary thus
bringing disorder and confusion to society) *he hurch has a right to
ownership, since it is a society of !en and not angels and needs the !aterial
goods given to %er through the piety of the faithful& She safeguards legiti!ate
ownership for the acco!plish!ent of the duties of %er !inisters, for the e"terior
e"ercise of worship, for the construction of churches and for wor#s of charity,
entrusted to %er in order that She !ay live and perpetuate until the end of ti!e&
And such rights are so sacred" that the hurch has al!ays had the duty to sustain and defend them" *no!ing !ell
that if She gave in an inch to the demands of Her enemies" She !ould not be obeying the mandate received from
Heaven and !ould fall into a%ostasy+So history points to a series of protests and clai!s by the hurch against those

0nd of this our adversaries the!selves are persuaded, and repeat continuously that every sort of freedom exists under
the shado! of their banners& Jut, in reality, freedom 4or rather license 4 is for everyone" but not for the hurch&
Freedo! for everyone to profess their own faith and to !anifest their
own syste!sD but not for the atholic" !ho" as such" is mar*ed for

into laws, in order to rouse the mob to revolt, to fer!ent hate and
hostility, to i!pede the welfare of the wor#ers and the tran'uil lives of

3his then, as you well #now, is the freedom that the hurch en'oys even in atholic countries) 0nd so +e are right
then to co!fort urselves with you fighting for %er in the field of action which up until now is conceded to us& So,
courage, beloved childrenD the more the hurch is o%%osed from every %art" the more the false maxims of error
and moral %erversion infect the air from their %estiferous miasma" the more merit !ill be ac6uired by you before
#od" if you !ill ma*e every effort to avoid contagion and !ill not be diverted from your convictions in remaining
faithful to the hurch+ 0nd with your fir!ness you will wor# for a fruitful apostolate in persuading adversaries and
