    Address of the Holy Father

    PIUS X

to the faithful gathered in Rome

on the occasion of the sixteen hundredth Anniversary

of the Promulgation of the Edict by onstantine

    Sunday, February 23, 1913

Constantine presents Constantinople to the Mother of God

Your presence, beloved children, fills Us with great joy, as all over the atholic world we are co!!e!orating thesi"teen hundredth anniversary of ac#nowledging the guardianship of freedo!, which $esus hrist gave to %is hurch&

So, it was 'uite right that to give proof of their joy and devotion to the hair of (eter, the uncorrupted children of those

who tasted the fruits of that salutary )dict, would be a!ong the first to rejoice&

*hus let Us e"ult with you, since with this act you are revealing the spirit which is alive in you, as well as your vow

which goes bac# to the ti!e when the hurch was granted the power of enjoying that freedo! essential to the fruitful

e"ercise of %er !inistry for the good of souls and society& +e than# ivine (rovidence for calling onstantine fro! the

dar#ness of the -entiles to erect te!ples and altars to that .eligion which his predecessors had tried to e"ter!inate for

three centuries& %e returned the property stolen fro! the hristians and granted hristianity full religious liberation&

*he iberator and his holy other

/ow, a!idst so !uch progress in civiliBation and in so !uch light in the sciences, !e must reclaim that freedom for

the hurch" even from hristian #overnments, which they the!selves recogniBe or should recogniBe and which is

essential in continuing the hurchCs supernatural action on earth&

*he hurch, this great religious society of !en, who live in the sa!e faith and in the sa!e love under the guidance of

the Supre!e (ontiff, has a higher purpose distinct fro! that of civil societies, which ai! at attaining te!poral prosperity

here on earth, while She has the goal of perfecting souls for eternity& *he hurch is a #ingdo!, which has no other ord

but -od %i!self, and has a very lofty !ission which surpasses all li!its and !a#es of all peoples of every tongue and

nation one great fa!ily& *herefore, it cannot even be supposed that the #ingdo! of the soul is subject to that of the bodyD

    that eternity beco!es an instru!ent of ti!e, that -od %i!self beco!es a slave to an&

$esus hrist, in fact, the )ternal Son of the Father, to +ho! all power in %eaven and )arth was given, i!pressed this

!ission on the 0postles, the first !inisters of the hurch6 E0s the Father hath sent !e, = also send you& 8$n GG,21 H

-oing thereforeD teach ye all nations, baptiBing the! in the /a!e of the Father and of the Son and of the %oly -hostD

teaching the! to observe all things whatsoever = have co!!anded you6 and behold = a! with you all days even to the

    consu!!ation of the world& 8t GGI===, 19A2?

So the hurch has the !ission fro! -od %i!self to teach, and %is +ord !ust be !ade #nown to everyone, without

obstacles which !ay hold =t bac#, and also without i!positions which !ay restrain =t& Since hrist did not say$ your

!ord be directed to the %oor" the ignorant" the multitudes & but to all" !ithout distinction , becausein the s%iritual

order you are above all the sovereigns of the earth &

*he hurch has the !ission of governing souls and ad!inistering the

Sacra!entsD and since no one for no reason whatever can clai! to enter the

Sanctuary,She has the duty to rise u% against those !ho claim to invade Her

ground !ith arbitrary interference or un'ust encroachments & *he hurch

has the !ission of teaching the observance of precepts and e"horting the practice

of the evangelical counsels& (oe to those !ho !ould teach the contrary thus

bringing disorder and confusion to society) *he hurch has a right to

ownership, since it is a society of !en and not angels and needs the !aterial

goods given to %er through the piety of the faithful& She safeguards legiti!ate

ownership for the acco!plish!ent of the duties of %er !inisters, for the e"terior

e"ercise of worship, for the construction of churches and for wor#s of charity,

entrusted to %er in order that She !ay live and perpetuate until the end of ti!e&

And such rights are so sacred" that the hurch has al!ays had the duty to sustain and defend them" *no!ing !ell

that if She gave in an inch to the demands of Her enemies" She !ould not be obeying the mandate received from

Heaven and !ould fall into a%ostasy+So history points to a series of protests and clai!s by the hurch against those

who wanted to render %er a slave& *he first words by (eter and the other 0postles to $udais! were6 ,(e ought to obey

#od" rather than men+- .Acts /" 012+ 3hese sublime !ords !ere al!ays re%eated by their successors and !ill be

re%eated until the end of time" %erha%s even being confirmed in a ba%tism of blood+

0nd of this our adversaries the!selves are persuaded, and repeat continuously that every sort of freedom exists under

the shado! of their banners& Jut, in reality, freedom 4or rather license 4 is for everyone" but not for the hurch&

Freedo! for everyone to profess their own faith and to !anifest their

own syste!sD but not for the atholic" !ho" as such" is mar*ed for

%ersecutions and moc*ery as !ell as discouraged and de%rived ofthose offices of !hich he has the sacred right+

Freedo! to teachD but sub'ect to the mono%oly of #overnments"

!ho %ermit the %ro%agation and the defense of every system and

of every *ind of error in schools+ *hey even prohibit the study of the

    atechis! to the children&

Freedo! of the press, and thus freedo! to the !ost irascible

journalis! which dishonorably insinuates other for!s of govern!ent

into laws, in order to rouse the mob to revolt, to fer!ent hate and

hostility, to i!pede the welfare of the wor#ers and the tran'uil lives of

citiBens through stri#es andto revile the most sacred things and the

most venerated %eo%le& Jy contrast, atholic journalis!, whichdefends the rights of the hurch and cha!pions the principles of truth

and justice, !ust be put under surveillance, recalled to duty and is

indicated as antagonistic towards free institutions as well as an ene!y of the state&

Freedo! to carry out the !ost rowdy public de!onstrations to all of the !ost subversive associations is granted, but

atholic processions are not allowed out of the church, as they provo#e the rival parties, upset public order and disturb

    peaceful citiBens&

Freedom of ministries for all" schismatics and dissidents" but not for atholics+

Freedom of o!nershi% for all" but not for the hurch and for Religious 5rders" !hose %ro%erties are tam%ered

!ith and given to lay institutions by #overnments+

3his then, as you well #now, is the freedom that the hurch en'oys even in atholic countries) 0nd so +e are right

then to co!fort urselves with you fighting for %er in the field of action which up until now is conceded to us& So,

courage, beloved childrenD the more the hurch is o%%osed from every %art" the more the false maxims of error

and moral %erversion infect the air from their %estiferous miasma" the more merit !ill be ac6uired by you before

#od" if you !ill ma*e every effort to avoid contagion and !ill not be diverted from your convictions in remaining

faithful to the hurch+ 0nd with your fir!ness you will wor# for a fruitful apostolate in persuading adversaries and

dissidents that freedo! for the hurch will provide ad!irably towards the wellAbeing and tran'uility of the people, since

in the e"ercise of the agisteriu! divinely entrusted to %er, She will conserve intact and in vigor the principles of truth

and justice, on which every order is based and fro! which springs forth peace, honesty and all culture& In this fight"

difficulties" molestations and fatigue !ill certainly abound" but do not lose heart" because in this battle the 7ord

!ill sustain you" bringing you abundant assistance and divine favors+

Such be the pledge of ur 0postolic Jenediction, which fro! the depths of ur heart +e i!part to you and all your

loved ones& +e bless the objects you are carrying, with all the indulgences attached and +e grant to (arish (riests,
