1. DATES AND MEETING VENUE
The 16SCM and RASCF-APAC/7 will be held at the Royal Cliff Hotel located in Pattaya City, Thailand.
1.1 The Sixteenth Steering Committee Meeting of Cooperative Aviation Security Programme – Asia
Pacific (16th CASP-AP SCM) will be hosted by the Civil Aviation Authority of Thailand
(CAAT), at Pattaya, Thailand from Monday 8 to Tuesday 9 July 2019. CAAT will host a
Welcoming Cocktail on 8 July, at the hotel.
1.2 The Seventh Asia & Pacific Regional Aviation Security Coordination Forum (RASCF- APAC/7)
also to be hosted by CAAT will be conducted from Wednesday 10 to Thursday 11 July 2019
following the conclusion of the CASP-AP SCM at the same venue. CAAT will host a Buffet
Dinner on 10 July, at the hotel.
Please indicate on the “Pre-registration” google form if you will be attending these social events above.

3. ARRIVING AT PATTAYA CITY
Pattaya City (approximately a two-hour drive from the airports in Bangkok) is on the east coast
of the Gulf of Thailand, about 100 kilometers (62 miles) southeast of Bangkok in the Chonburi
Province. Delegates may arrive either via Suvarnabhumi International Airport (BKK) or Don
Mueang International Airport (DMK). CAAT will provide complimentary road transportation
to/from Suvarnabhumi (BKK) and Don Mueang (DMK) airports in Bangkok to the three
recommended hotels listed in Pattaya (see Section 7.)
Participants are requested to provide their flight details and hotel details no later than 14 June
2019 by submitting the “Pre-registration” form or copy link:

evening events.
Once you have submitted the online “Pre-registration form only those that require airport/Pattaya

4. REGISTRATION OF DELEGATES
Delegates are requested to register for the meeting at the Royal Cliff Hotel – reception area
either on Sunday 7 July 2019 from 1400-1700 hours or from 0830 and 0900 hours on the
opening day on 8 July 2019 for the 16SCM of CASP-AP. RASCF-APAC/7 registration will be
available for participants that have just arrived on the opening day 10 July 2019 (from 0830 to
0900 hours).
Delegates are required to wear the identification badges which will be issued to them during
registration when attending the meeting and the forum.
5. PASSPORT, VISA, INSURANCE AND CUSTOMS
5.1 Participants from other countries must possess the documentation required to enter and stay in
Thailand. Information on entry requirements is provided by the Ministry of Foreign Affairs,
Thailand, website at http://www.mfa.go.th/main/en/services
5.2 Application for entry visa is the responsibility of the delegate concerned, and participants should
do this well in advance as visa processing for certain countries might require additional time for
security screening. If a participant requires a visa support letter, the participant’s appropriate
authority, administration or State should send a request, on official letterhead, to the ICAO
APAC Office, at least six weeks before the start of the meeting. Please note that ICAO does not
issue personal invitations for these events.

5.3 Participants should be medically fit to attend the meeting and in possession of insurance
coverage to meet expenses for any unexpected event, including illness or medical emergency
during the meeting. ICAO will not take responsibility for any expenses incurred concerning
participation to its meetings/events. Participants shall obtain information on vaccination
requirements from the embassy or the immigration website.
5.4 Currently, there are no restrictions on the import of foreign currency to Thailand. However,
visitors to Thailand must declare on entry amounts exceeding US$20,000. Visitors may take out
of Thailand foreign currencies up to the amount imported and declared. Up-to-date information is
available at the Thailand Customs website at http://www.customs.go.th/index.php?lang=en&.
6. OFFICER AND SECRETARIAT CONCERNED WITH THE MEETING
6.1 16SCM
For the 16 CASP-AP SCM, delegates must complete the CASP-AP Registration Form and return it
to CASP-AP, at email [email protected] no later than 14 June 2019.
In order to assist in the preparation of the 16 SCM, the CASP-AP would appreciate receiving
the Discussion Papers and/or Information related to the meeting not later than 14 June 2019
and all copies of such documents should be forwarded to Mr. Kyal Barter at [email protected].

6.2 RASCF-APAC/7
For the RASCF-APAC/7, delegates must complete the separate RASCF-APAC/7 Registration
Form and return it to ICAO Regional Office Asia & Pacific, at e-mail [email protected] and
[email protected] no later than 14 June 2019.
In order to assist in the preparation of the RASCF-APAC/7 and its draft report, it would be
highly appreciated if Discussion/Information Papers and/or Presentations and/or Workshop
Topics & Scenarios of particular interest to APAC States, within the purview of the Provisional
Agenda for the Forum reach the ICAO Asia and Pacific Office at your earliest convenience via
e-mail to [email protected] ; [email protected]; [email protected] in MS Word format not later
than 3 June 2019.

8. OTHER USEFUL INFORMATION
8.1 Weather
The temperature ranges from 32 degrees Celsius maximum to 27 degrees Celsius minimum in
the month of July. Weather information including 5-day forecasts can be obtained from the

8.2 Time Zone
Time in Thailand is + 7:00 hours ahead of Co-Ordinated Universal Time (UTC + 7:00)
8.3 Internet /Local Sim cards - Internet access is available in many convenient stores. You may
buy a local sim card with data when arrive at BKK or DMK Airport.
8.4 Money
8.4.1 The currency of Thailand is the Thai Baht (THB). Notes come in denominations of 1000, 500,
100, 50, 20. Coins are in denominations of 10,5,2, 1 THB Most resort and travel expenses will
be billed in THB, Hotels accept cash and credit cards, and unless specified US dollars.
8.4.2 All state and commercial banks exchange major foreign currencies and are open from 0830 to
1530 hours from Monday through Sunday. To change foreign currencies, you are required to
show your passport.
8.4.3 International credit cards such as American Express, Visa, Master Card, etc. are normally
accepted at major hotels and department stores.
8.5 Electrical power
Electricity is 220 and 240 volts AC at 50Hz).

Instruction on how to access to a CASP-AP Secure Portal
In order to gain access to the CASP-AP Secure Portal contents, each member must have ICAO Net
Account and subscribe to group name CASP-AP. We would advise you to use Chrome to access.
Please note that there was a migration of the Secure Portal to SharePoint 2013. It maybe that your
sites may have changes that may have occurred in the last seven days. Kindly note the new system:

ICAO Secure Portal Access Instructions In order to gain access to the Secure Portal contents each member must have ICAO Net Account and subscribe to group name as listed below.
APANPIRG Deficiencies - Group name: DEF APAC State Letters, APANPIRG, Aviation security and RASG-APAC – Group name: RO_APAC
I. Procedure 1: If you already have an account with the ICAO Secure Portal: 1. Log on to http://portal.icao.int with your secure site login credentials.
2. Click on the PROFILE link on the right-hand top corner. 3. A new window pops up; click on GROUP SUBSCRIBE/UNSUBSCRIBE on the left-hand menu.

4. Enter the group name that has been provided to you in the SUBSCRIBE TO field and the
JUSTIFICATION for your request. 5. Click the SUBMIT CHANGES button.
After these steps are completed and the request reviewed, you will receive an email confirmation that you have been granted or denied access to the group in question.
II. Procedure 2: If you do NOT already have an account with the ICAO Secure Portal: 1. Access the ICAO Portal at the following link: http://portal.icao.int. 2. Since you do NOT have a Portal username/password, click the REQUEST AN ACCOUNT option.
3. Click the OK button on the pop-up message to indicate this is your first Portal account. In the pop-up window, enter the group name (all caps and no spaces) that has been provided to you in the SUBSCRIBE TO field.

3. Click the OK button. 4. Enter the necessary information in the New User Account form. Note: Require an official e-mail address of your Administration
5. Click the SUBMIT REQUEST button.
After these steps are completed and the request reviewed, you will receive ICAO Portal Access Instructions.

III. Reset password
All ICAO Net account passwords will expire within six months. All users are informed automatically by e-mail seven days before their passwords expire. 1. Upon receiving email notification of pending password expiry, users are expected to log on to the site and click on the Profile link to change their password. These instructions are provided in the e-mail notification. 2. If the password has already expired, or if a user has forgotten his or her password please follow the instructions below.
a) Navigate to http://portal.icao.int b) At the login page, click on the ‘Cannot Login’ link c) Enter your email address or your username and click on submit. d) Enter the answer to your hint to receive a new password. e) The new password will be sent to your email address
