Kemuel Lam PaktsunAustralian Federal Police
Keynote: Vocational Service
Kemuel Lam Paktsun is a Federal Agent with the Australian Federal Police (AFP). He has had a diverse career with the AFP working in the areas of international narcotic and criminal syndicates, people smuggling, counterfeit credit cards and counterfeit currency, taxation offences, major
fraud, family law, computer crime, intelligence and most recently Counter Terrorism. Kemuel has worked on a number of multi-agency strike-forces investigating various Commonwealth, State and transnational offences. He has performed the role of investigator as well as intelligence officer. He has also served overseas with the United Nations in peacekeeping missions and participated in a study exchange with the United Kingdom Metropolitan Police.
Kemuel has degrees in Law, Commerce and Justice Administration, as well as completing a number of AFP diplomas and police courses.
In 2002 the AFP established the Joint Counter Terrorism Teams and Kemuel was selected to be part of the Sydney team. Since that time Kemuel has run a number of Operations investigating both domestic and international terrorism. These operations have investigated suspects belonging to the terrorist groups of Jemaah Islamiyah, Lashkar-e-Toiba, and Al Qaeda. Kemuel has interviewed a number of terrorist suspects in Australia as well as overseas. It is Kemuel’s belief that the investigation of terrorism requires a multi-agency, multi-national approach with strong investigative, intelligence and forensic support.
Kemuel is a former Member of Mosman Rotaract. He attended RYLA in our District and became a RYLA Leader then a District 9680 GSE team member in 2001-02.

Ravi’s interest in Rotary started with his attendance at RYLA in 1973 prior to becoming Charter President Rotaract Club of Guntur in 1976. He joined the Rotary Club of Guntur in 1984 and was adjudged Best District Club President in his term 1988-89. He was the youngest GSE Leader,
visiting District 690 in 1988. He became District Governor in 2001-2002, collecting more than $US400,000 for The Rotary Foundation during his tenure, the highest in Zone V and VI.
Internationally he has chaired numerous task force committees since 2001 with a special focus on water resources and health programs, as well as being a sought after guest speaker at Rotary Conferences around the globe. He has also attended 11 International Rotary conferences since his club presidency.
He has been awarded an Honorary Doctorate by Acharya Nagarjuna University for Social Work in addition to Rotary awards including four Avenues Citation Awards, the “Service Above Self” Award by Rotary International and the Certificate of Meritorious Service from Trustees of The Rotary Foundation.
In his spare time he has also successfully chaired and addressed numerous international events. As President of Round Table India, he was responsible for the construction of 130 schools across the country.
He and his wife are Major Donors (Level 4) to the Foundation, and have started two endowment funds as part of their contribution, and both their daughters are Paul Harris Fellows.

Professor Emeritus Stuart Rees has been a social worker in Britain, Canada, in the War on Poverty programs in the USA and with Save the Children in India and Sri Lanka. He has taught at leading universities in the UK (Aberdeen and Southampton), in Canada (Toronto and Wilfrid
Laurier) and in the USA (University of California at Berkeley and University of Texas).
Professor Rees’ awards include a Simon Fellowship at the University of Manchester, a Humanities Fellowship at the City University of Hong Kong and the Award of Highest Honour for “Contributions to World Peace” conferred in 1998 by Soka University, Japan. For four years he was an elected Fellow of the Senate of the University of Sydney and for six years, a member of the NSW Reconciliation Committee.
In 2005 he was awarded the Order of Australia for services tointernational relations.
Selected Publications:Professor Rees’ publications include over one hundred journal articles on topics such as evaluations of health and welfare services, the attributes of peace negotiations and humanitarianism in social policy.
He is the author and co-author of ten books, including:A Brutal Game (1986), Achieving Power (1991), Beyond the Market (1993), The Human Costs of Managerialism (1995), Human Rights, Corporate Responsibility (2000), Passion for Peace (2003), Tell me the Truth About War (2004).

Keynote: Partnerships for Peace
Sally is the founding chair of Indigo Foundation. Over the past twenty years, she has worked in community development, humanitarian relief and public health, in Australia and internationally with organisations such as World Health Organisation, World Bank, Stanford University and AusAID.
Sally’s work typically has a high impact on the communities she works with, whether its the establishment of the first Aboriginal owned and managed credit union in Australia - Traditional Credit Union - (considered one of ANTaR’s top ten Aboriginal enterprise success stories) or her work for Médecins Sans Frontières, as Head of Mission in Ethiopia and South Sudan, or as a mentor for new Heads of Mission.
Sally has a Bachelor of Commerce, a Masters in Peace Studies and a Masters of Public Health. In 2009 she was awarded the University of Wollongong Chancellor’s Award for Community Service. In 2012 Sally was honoured with a Leadership Award at the Future Leadership Summit by Australia’s pre-eminent leadership organisation, ADC Forum.
