Mesha Sankranti / Bihu / Vishu /Vaishakhi/ Puthandu/ Pana Sankranti / PohelaBoishakh is a festival celebrated across Indiansubcontinent by the Hindu, the Buddha andthe Sikh community. More recently, this festivalis also celebrated around the world by the Hinduand Sikh diaspora.

This day marks the beginning of the NewYear in most Hindu Solar Calendars.

For the Sikh community the Vaishakhifestival commemorates the establishment of theKhalsa.

Various Solar calendars followed in Indiae.g. Oriya calendar, Tamil Calendar, MalayalamCalendar and Bengali Calendar mark the first day of the year based on Mesha Sankranti.

In Odisha Mesha Sankranti is celebrated as Pana Sankranti.In Tamil Nadu Mesha Sankranti is celebrated as Puthandu.In Malayalam calendar Mesha Sankranti is celebrated as Vishu.In Bengal, Mesha Sankranti is celebrated as Naba Barsha or Pohela Boishakh in West Bengal.Mesha Sankranti is celebrated as Bihu in Assam.People in the Punjab Region regard Vaisakhi as a harvest festival. The festival bears a great

significance for the Sikhs because on the Vaisakhi Day in the year 1699, the 10th Guru of the Sikhs,Guru Gobind Singh laid down the foundation of the Panth Khalsa that is the Order of the ‘Pure Ones’.

For Hindus, it is the start of the New Year, and is celebrated with requisite bathing, partying,and worshipping. It’s believed that thousands of years ago, Goddess Ganga descended to the earthand in her honour, many Hindus gather along the sacred Ganges River for ritual baths. The actionis centered in the holy cities along the Ganges in north India.

Swami Dayanand Saraswati founded the Arya Samaj on Vaisakhi, in 1875.Apart from the Sikhs and Hindus, Vaisakhi is an important day for the Buddhists as well and

the name is Vesakha or Wesak. It commemorates the Birth, the Awakening and the EnlightenedPassing Away of Buddha Gautama who was born as prince Siddharta.

.In 36 years of its journey BJP has

become the hope of the nation

Bharatiya Janata Party has completed 36 years of its journey on 6th April this year.It was on 6th April 1980 that BJP was formed in New Delhi with the resolve tore-dedicate to the goals of nation building. The Janata Party experiment having

failed amid the controversy with regard to ‘dual membership’ raised by some vestedinterests, the members of the erstwhile Jansangh were left with no option but to formBharatiya Janata Party. Shri Atal Bihari Vajpayee was elected its first president whoalong with leaders like Shri LK Advani, Dr. Murli Manohar Joshi, Rajmata Vijaya RajeScindia, Shri Bhairon Singh Shekhawat, Shri Kushabhau Thakre, Shri Sunder SinghBhandari took steps towards an arduous journey which continues to inspire everykaryakarta of the party. It symbolized the spirit of the leaders who were uncompromisingon the issues of national interests and showed their political will in the face of everykind of turmoil and temptations. They accepted all the challenges as opportunities andwere successful in winning the confidence of the people.

After winning the Lok Sabha elections in 2014 BJP has formed government at thecentre under the leadership of Prime Minister Shri Narendra Modi. What is significantin this victory is that after three decades a single political party got clear cut majorityin the Lok Sabha elections. It was a massive mandate for the party as BJP won 282 seatswhile NDA won 336 seats. Apart from this it has formed government in many states.Today it has got highest number of MPs, SC/ST MPs and MLAs in the country. It hasmade its mark from panchayat elections to parliamentary elections. In the process it hasentered many new areas and the base of the party has expanded in almost every partof the country. The party has also consolidated its position where it already hadstronger presence. Not only this, BJP has today become the largest political party in theworld surpassing China’s Communist Party’s membership. These are remarkableachievements for a party which was founded in the atmosphere when Congressdominated the politics of the country.

BJP is credited for not only changing the dynamics of Indian politics but also fortaking uncompromising stand on its stated ideological positions. The then Jansanghwhich merged itself with Janata Party in the national interest and to save democracyin the country also gave the ideological direction by presenting an alternative visionto the country. The challenge to the Congress dominance was posed by Jansangh bothideologically and electorally. The BJP successfully carried the legacy of Jansangh forwardand laid the foundation of the development centric politics. It has made nationalismand democracy the core value of national politics and gave a fitting rejoinder to thedivisive forces by taking uncompromising positions on the issue of nationalism andgood governance.

Today BJP led NDA government has restored the faith of the people in the politicalsystem by creating an atmosphere of hope and trust in the country. In the dynamicleadership of Prime Minister Shri Narendra Modi the country has entered in an era ofnew vision and innovative initiatives. While the world economy is reeling under globalslowdown India has become the fastest growing economy in the world and work in thekey sectors are progressing with rapid pace. At the global level India’s position hasbeen strengthened by Prime Minister’s visits and the foreign policy envisioned by himhas now started yielding results. The government is committed to the mantra of ‘SabkaSath, Sabka Vikas’ and to the welfare of villages, farmers and poor. The priority of thegovernment is to empower SC, ST, women and youth. In its 36 years of journey, BJP hasbecome the hope of the nation and people are reposing their faith in BJP leadership. BJPhas now the responsibility to build a strong, prosperous and vibrant India.

BJP National President Shri Amit Shahlaunched a blistering attack on theCongress and Smt. Sonia Gandhi on

April 05 as he campaigned for the second andlast phase of the Assam Assembly elections inAssam.

Shri Shah brought up Bangladeshiinfiltration, a massive political issue in LowerAssam which votes in the next phase, allegingthat the Congress’ Tarun Gogoi governmenthas left the border open to allow illegalmigrants to enter so that they can be used asa vote bank. “These migrants then snatch awaythe jobs of the youth of Assam... If TarunGogoi or Congress wanted, they could havestopped infiltration in the last 50 years oftheir rule. The Modi government is at theCentre and a BJP government in Assam willensure not a bird can fly across,” he said.

He also hit out at the Congress presidentfor asking Prime Minister Shri Narendra Modi,during her campaign, to give an account ofhis two years in government. “Soniaji, this isnot the Lok Sabha elections but Assam’sAssembly election. When we come here in

2019 (for the national election) we will givean account of all the work we have done andyou don’t have to ask us,” Shri Shah said.

Amid chants of ‘Bharat Mata Ki Jai’ fromthe crowds, he said he was sure that thelarge voter turnout pointed to the ouster ofthe Congress from Assam and appealed tovoters to ensure a similar trend in the nextphase.

‘Assam will discard Congress for anew BJP government’

The day after the first phase of voting inAssam, where a high turnout has raised theBJP’s hopes, party president Shri Amit Shahwas in the state raising issues that matter forthe benefit of the people like— infiltrationfrom Bangladesh, Assamese identity andBhupen Hazarika — besides alleged corruptionin the 15-year Tarun Gogoi government.

added local flavor by referring to BhupenHazarika to send across a message of“poriborton”. He recited from Hazarika’s songBohagot jatiye snan korey, moliyon vastra holai,which describes how a nation bathes in thespringtime (when the Bihu festival is held)and discards its old clothes.

He told the audience that on May 19,when the results are out shortly afterBihu (April 14), Assam will discard theCongress for a new BJP government.

To boost the BJP’s position in Assam,the Centre has formed a committee todecide on a demand by six tribes forreservation. The BJP’s vision documentpromises ways will be found to includethese six tribes without disturbing theexisting reservation equation he said.

He added, “State is not strongenough a word to define the state as weunderstand it. A state can’t be formedwith the McMahon Line only. The stateis formed by people who believe inKrishna and Ganga… even though theylive in different regions.”

Congress from Assam and Karnataka, partypresident Shri Amit Shah said at an electionmeeting on Apr 02, 2016, reiterating PrimeMinister Narendra Modi’s “Congress MuktBharat” vision.

“With Uttarakhand gone, Assam andKarnataka are the only two big states leftwith the Congress,” Shri Shah told anenthusiastic audience at Dholia in Cachardistrict in Assam’s Barak Valley, adding theBJP would beat its rival party on the issues ofcorruption, poor governance and vote-bankpolitics. “I challenge Congress president SoniaGandhi or Rahul Gandhi to give a commitmentto stop infiltrators from across. They will not

Prime Minister Shri Modibegan his five-day publicmeetings in the state on March27 and addressed rallies inTinsukia, Majuli, BihpuriaRangapara and Karimganj.

He started with a rally inTinsukia where Shri Modiemphasized on the need fordevelopment in Assam andtalked about bringing Assamback to its glory days.

“It has already beendecided by the people ofAssam to vote for BJP, but

make sure that the work isnot half done. Please ensurethat you bring the party topower with two-thirdmajority so that the BJPgovernment can work whole-heartedly to make Assam aleading state in the country,”Shri Modi said addressingtwo election rallies in UpperAssam’s Bihpuria andBokakhat constituencies.

The presence of womenin large numbers in themeetings is a clear indicationthat days of the Congressgovernment in the state wereover and it “does not stand achance in the comingelections,” he said.

The state was representedby the erstwhile PrimeMinister (Manmohan Singh)for ten years but now its

people have to be remindedthat they were represented bya former PM, he said. “I havethree agendas. Development,fast development and allround development,” he saidat an election rally here as hehit the campaign trail andclaimed his government hadallocated many times morefunds for state’sinfrastructure than theprevious governments.

“Today after 60 years

under Congress rule, Assamhas become the fifth pooreststate in the country. Nodevelopment, youth areunemployed today, noelectricity and drinkingwater. Who brought aboutthis condition of Assam?”

“Every village should getelectricity for bringing indevelopment, goodeducation, to run mills andsee TV. But even after 60years of Independence evenelectricity poles have notreached 1000 villages inAssam,” Modi said.

Noting that Assam hasimmense water resources, themighty Brahmaputra andheavy rainfall, he said, “yetwhat can be more painful than

seeing people here do nothave drinking water. TheCongress government isresponsible.”

“Money was given fromDelhi for building houses forthe poor here. But that moneyhas not been spent and islying unused in the bank. Ifthis continues there will beno development in Assam.Gas is produced in Assam. Dothe poor get gas in theirhomes here? We have decidedto provide 5 crore poor gasto replace their smokycooking stoves”, he said.

Highlighting a number ofdevelopmental schemes of theCentre, Modi projected hisgovernment as one “for thepoor” as he spoke about thedecision to allow small shopsto remain open seven days aweek.

Shri Modi said hisgovernment had electrifiedover 1000 of the 2000 Assamvillages, where power had notreached yet.

Citing a CAG report, hesaid the Gogoi governmentdid not provide answers toits queries on whereabouts ofmoney and asked people togive their answer on 4 Aprilthrough EVM machines.“Even a Prime Minister caninaugurate one, two or threeproject by pressing a button.You can start a new era ofdevelopment by pressing theEVM button. launched a direct attack onWest Bengal Chief MinisterSushri Mamata Banerjee andsaid the “didi” has nowbecome a “shahenshah” whohas failed to bring aboutchange and does not careabout the state.

Citing the recent deathsdue to crude bomb blasts inthe state, PM said that villagesof Bengal are manufacturing‘desi bombs’. “Industries haveclosed down but one industryis flourishing, industry tobuild bombs,” he added.

Addressing a rally inKharagpur , ahead of theAssembly Elections in thestate, the Prime Minister said,“Development, developmentat a fast pace anddevelopment from all sides ismy 3 point agenda.”

Training his guns on theMamata Banerjee-led Bengalgovernment, PM Modi said,“If MUDRA scheme wouldhave been initiated earlier,Saradha scam would have nothappened.”

He also came downheavily on the Banerjee-ledTrinamool Congress byrefering to the Saradha chitfund scam and the purportedsting operation carried out bythe portal Narada News thatshowed several Trinamoolleaders, including formerunions ministers, current state

ministers, and MPs allegedlytaking bundles of cash. “Firstit was Saradha, now it isNarada,” PM said.

PM further said that hewas hoping CM Matamawould bring about a“parivartan” (change) inBengal after assuming power,but has destroyed Bengal in

the last five years.“I was thinking that after

34 years of Left rule, Bengal’sbad days will go and a‘parivartan’ will come. Inursed this hope, but todaylooking at what has happenedin Bengal in the last five years,if it took 34 years forcommunists to destroyBengal, TMC has completelyfinished it in five years. Bengalhas suffered in 34 years ofcommunist rule and has beenruined and has fallen into adeep pit,” he added.

PM further launched ascathing attack on the Left

and Congress for “challengingand insulting” the wisdom ofBengalis by coming togetherin election-bound WestBengal but fighting each otherin Kerala which also goes topolls.

He also attacked theTrinamool Congress, sayingthe ruling party and the Left

have ‘destroyed’ the state forthe last 40 years as he soughtpeople’s support for BJP foronce.

Showcasing that herespects the sentiments of allcommunities, the PrimeMinister gave a pause to hisaddress as ‘Azaan’ (call toprayer) was on. As soon asthe prayer ended PM resumedhis address as said, “Azaanchal rahi thi, hamare kaarankisi ki puja, prarthna meintakleef nahi honi chahiyeisiliye maine kuchh pal viraamle liya.” “There shouldn’t beany problem in anyone’s

Seeking public support forBJP, a new entrant in Bengal,Modi said, “I have come toassure you that your 40 yearshave been wasted and giveme a chance once.

I assure you that we willcreate a new Bengal out ofwhat has been ruined.” ThePrime Minister said he wasnot a man who would bedejected or gets bogged downbut am “a person who workswith hope and confidence tochange the situation in thestate. I have to change Bengaland take it to newer heights.”

Seeking people’s supportfor BJP, he asked them to keepBengal’s good foremost in thiselection and not look atcandidates, their caste andwhether they know or havemet them but support the BJP.

Later on Saturday, the Prime Minister campaigned inplace. He urged the people to give a chance to BJP to rule thestate and asked them to question what the current Congressgovernment has done in the last 15 years.

“The people of Assam have the right to ask thegovernment where their money went,” he said. He announcedthat his party aimed at providing “education to the poor,employment to the youth and medicines to the senior citizens”.

According to media reports Shri Modi will become thefirst Prime Minister to visit Majuli, an island located in betweenriver Brahmaputra and Lohit. BJP’s chief ministerial candidateShri Sarbananda Sonowal is contesting from Majuli assemblyconstituency.

The Union Cabinet chaired bythe Prime Minister ShriNarendra Modi has given its

ex-post facto approval forimplementation of One Rank OnePension (OROP). The benefit will begiven with effect from 1st July, 2014.Pension will be re-fixed for pre1.7.2014 pensioners retiring in thesame rank and with the same lengthof service as the average of minimumand maximum pension drawn by theretirees in the year 2013. Thosedrawing pensions above the averagewill be protected. The benefitwould also be extended to familypensioners including war widows anddisabled pensioners.

The implementation of OROP willresult in enhanced pension for thepensioners/family pensioners ofDefence Forces. The setting up of theJudicial Committee headed by JusticeL. Narasimha Reddy will help in theremoval of anomalies that may arisein the implementation of OROP orderdated 7.11.2015.

Financial implications on accountof grant of OROP including Pre-Matured Retirees (PMR) cases wouldbe Rs. 10925.11 crore for payment ofarrears and annual financialimplication would be Rs. 7488.7 crore.Till 31st March, 2016, 15.91 lakhpensioners have been given the firstinstalment of OROP, which amountsto Rs. 2,861 crore. Information isbeing gathered for processing onpriority basis, the cases of 1.15 lakhpensioners after filling in the gaps ofinformation such as the length ofservice being assessed, etc.

Being in a zone wherethey are bereft of any cost benefits from ratepayers,such companies have a greater exposure towards themarket impact of clean energy tax and other suchenvironmental regulations, as per Abhishek Tyagi,Moody’s Vice President and Senior Analyst, stated thereport. Current and future generation mix as also theway of adapting to the evolving policy environmentwould determine credit implications for individualIndian power generators, Tyagi said. Business risk ofregulated entities like NTPC Ltd, Tata Power etc islikely to amplify in the long term. Contracted andavailability based revenue would play out in the favorof such companies, whose whose power output isdominated by conventional sources, added the report.

Hindus think Muslimsare communal.Muslims think Hinds

are communal. AndCongressmen think theyalone are secular Fortunatelyall these impressions arewrong. Had it been otherwise,secularism would not standthe ghost of chance in India.But the fact is that India hasalways been secular.

Indeed, throughout thefreedom struggle, the wordsecularism was never a partof our political vocabulary. Somuch so that when theConstitution of India wasframed and adopted, theword secularism did not occurin it even once. It was takenfor granted as a fact of life.The term became current coinin India only after 1952 whenour first General Electionwere held. It is very much achild of our electoral politics.

Secularism as a modernconcept was born in the west.There was a time when thechurch ruled all Christandom.The Pop’s writ ran in matternot only ecclesiastical but alsotemporal. Against theis therewas the revolt thriggered bythe Reformation.

The Christian princesheartily welcomed the newsituation. They not onlywanted freedom to marry or

divorce as they pleased, butalso the right to make war orpeace, without any referenceto the Pope. In the newredistribution of power theChurch was confined toreligious affairs and theprinces assumed sovereignauthority in temporal matters.This separation of Church andstate was described in oneword as ‘secularism’.Actually, before longGovernments in manycountries came to acquire adecisive voice even inreligious matters.

The Indian tradition hasbeen entirely different. Unlikethe three semititc religions(Judaism, Christianity andIslam) which have a fixedcreed – for example, one God,one Prophet and one HolyBook-which must be believed

in, Hinduism does not haveany creed. It is polytheisticcongress of religious beliefsand practices. You maybelieve in one god or a milliongods or no god, and yet be aHindu. As Al-Biruni, the greathistorian who came to Indiawith Mahmud Ghazni, noted:“At the most they (Hindus)fight with words, but theywill never stake their soul orbody or property on religiouscontroversy”. Hinduism hasnever been an organizedChurch with an hierarchy anda central authority.

Since anybody could haveany religious beliefs, nobodywas called upon to subscribeto any particular set of beliefs.The state did not prefer oneor the other school ofreligious thought, althoughthe monarch encouraged andenjoyed Shastrarth, greatreligious debates. The firstthing a king who conquerednew territory did, was towarship the gods of theannexed region.

Since Hinduism wasnatural, and not a creedal,religion, modern science didnot rock its boat: if anything,it only seemed to confirmHindu perceptions. And sincethere had been no break withthe past, there was neither aDark Age nor any

renaissance. Politics andreligion went their ownindependent ways. It was astate of perfect secularism.Interestingly enough, the onlymajor case of departure fromthis norm was the GreatAshoka. He had a definitepartiality for Buddhism. Buthis ministers effectivelycurbed his predilection byretiring him from the throne.

Even the Muslim rulersdid not establish Islam as thestate religion of India.Though many of them camefrom the rough steppes ofCentral Asia and gave India aharsh administration, theywere basically political rulersand not religious zealots. Oneday when Alla-ud-din Khilji’sattention was drawn to aHindu religious processionpassing below his place, heexpressed his inability to stopit. The much malignedMohammed Tughlaq wsaccused by Muslim historiansof being an ‘adorer ofHindus’. He met yogisstudied Sanskrit and tookpart in Holi festival. When onone occasion, the chief Qazinamed some hindu leaders asconspiring against theGovernment, his reactionwas: “This man desires thedestruction of the empire. Cut

off his head.” And cut off itwas!

The mughals banned cowslaughter and drank onlyGangajal. Indeed, basically,Mughals ruled India incoalition with Rajputs.Akbar’s marriage withJodhabai was a typicalpolitical-cum-matrimonialalliance. She not only retainedher Hindu faith but very much

Hinduized Akbar himself.Though Aurangzeb reversedthis liberal tradition, heretained Jaipur and Jodhpuras the pillars of the state. Hedid not touch Shivaji incaptivity for fear ofdispleasing Jaipur. And hetrusted only Hindus to guardhis private apartments.

Shivaji rose in revoltagainst the bigotry ofAurangzeb: but he neveroffended Muslim religioussusceptibilities. He killedAfzal Khan for politicalreasons – but he built him animpressive tomb on the spotfor courteous reasons. Henever desecrated a mosque.And though he married asmany as seven times – mostlyfor political reasons – he wastoo conscientious to accept thecaptive daughter of thesubedar of Kalyan.

The British followed the

Indian tradition. In the affairsof the East India Company,trade was paramount and themissionaries ploughed alonely furrow. When Britishrule was firmly established,there were some attempts atproselytization. But 1857convinced them of the futilityof an active religious feelingsof all sections of thepopulation.

In 1921 we made themistake of mixing up religionwith politics when India’sfreedom movement waslinked to the demand for therestoration of the Khalifa ofIslam. (Be it said to the creditof Jinnah that he opposed theprogramme). The partition ofIndia can be directly tracedto the religious passions aroused by that issue. Butotherwise it was a verysecular movement, based onSwadeshi, taking up issueslike Khadi and salt tax laws,the ex-change rate andIndianisation of the services.

When India became free,we gave ourselves aConstitution that gaveequality of status to all itscitizens without anydifferences of caste, class orcreed. It is significant thatthough the wounds ofpartition were still fresh,nobody suggested anythingless than full citizenship rightsfor Muslims. Nobody so muchas whispered that Muslimcould not be entrusted withcrucial offices like those ofPresident, Prime Minister andArmy Chief of Staff.

Kamla Advani is no more

Shri Lal Krishna Advani’s wife Smt. Kamla Advani, who washis companion for 51 years, passed away due to heart failureat AIIMS on April 6. Smt. Kamla Advani (83) has been

survived by her husband, a son and a daughter. She had beensuffering from age related problems for some time.

Prime Minister Narendra Modi and a number of leaders,including BJP president Amit Shah, former Prime MinisterManmohan Singh Congress president Sonia Gandhi, party’s vice-president Rahul Gandhi, West Bengal Chief Minister MamataBanerjee, Andhra Pradesh Chief Minister N Chandrababu Naidu,Samajwadi Party supremo Mulayam Singh Yadav, expressedcondolence on her demise.

constituency four times in Lok Sabha from from 1996 to 2009. Hehad also been an MLA from Chainpur seat of Kaimur districtthrice in the Assembly. “Chaubeyji’s death has caused an irreparableloss to Bihar and the party. His death caused a void in state’spolitics which will be difficult to fill up. He was a source ofinspiration for party workers for his honesty and simple lifestyle,” Bihar BJP President Shri Mangal Pandey told .

President’s Rule has beenimposed in the State ofUttarakhand. Article

356 of the Constitution can beinvoked only if the Presidentis satisfied that there aregrounds for believing that thegovernance of the State cannotbe carried on in accordancewith the Constitution.

The Congress party in theState of Uttarakhand splitafter a section of theleadership alleged that theywere dis-satisfied both withthe Chief Minister and thecentral leadership of theCongress party. The split wason account of reasons internalto the Congress party. NineMembers of the Congressparty in the LegislativeAssembly decided to voteagainst the Appropriation Billwhich provides for the budgetof the State. On 18th March2016, it appears that 35Members voted against theAppropriation Bill and 32 infavour. These 35 Memberscomprised of 27 from the BJPand 9 rebel Congress men.There is documentaryevidence both prior andsubsequent to the AssemblySession to suggest that these35 Members asked for aDivision of Votes. Theproceedings of the Assemblycirculated in writingestablishes the charge that aDivision was asked for and

1st April 2016 was notapproved and, secondly, if theAppropriation Bill wasdefeated, the continuation ofthe Government subsequentto 18th March 2016 isunconstitutional. Obviously, there isno assent of the Governor tothe Appropriation Bill.

So far, in all 21 officersand men in the army havebeen deocorated with theParam Vir Chakras in ourwars with Pakistan in 1947-48,1965, 1971, 1999, With Chinaonce in 1962 and in peace-keeping operations in Congo(1960-64) and in Sri Lanka(1987-90). 14 PVCs wereawarded posthumously and 7of the heroes received these inperson. One PVC has gone toan Air Force Flying OfficerNirmal Jit Singh Sekhon

during 1971 Indo-Pak war andrest have gone to the Army.
