MEMORANDUM OF UNDERSTANDING The participants of the Strategic Conference on Exports for the Bolivian Wine and Sector, held in Tarija on 25 and 26 October 2012, have agreed as follows: 1. The CBI Value Chain Analysisfor Wines undertaken has been presented, discussed and agreed upon. Main bottlenecks agreed upon include: A) Marketing and export knowhow and skills B) Supply-related issues such as quality and quantity of grapes,imports of raw materials; certifications C) Institutional cooperation within the sector; access to finance 2. Based on this agreement, participants have elaborated possible solutions for these problems: for A) Joint Sectoral Export Planning, Provision of Training and Coaching on export planning and export marketing, Launching Promotion activities, Linking Wines of Bolivia with Tourism for B) Research for possibilities for increase of grape supply and the quality of grape supply Joint investing in increasing vineyard size Cooperation of wineries on imports Cooperation with grape producers in knowledge transfer or other activities Joint research for possibilities to increase quality in sample analysis for C) Realization of one platform, representing private, public and other stakeholders related to the wine sector Realization of a strategic planning for the Bolivian Wine Sector Seek possibilities to link with creditprogrammes Collaborate with institutions to gain knowledge on certifications and lab analysis 3. With CBI a first outline for a possible export development and promotion programme has been discussed and agreed upon, which will focus on: a. Coaching of individual companies towards the EU market niches (ExportCoaching) b. Strategic Export Marketing Planningat sector level c. Strengthening of the sector platform towards a generic export organization

4. Other programmes and projects have been invited to joint efforts regarding the development and promotion of exports, including the Royal Netherlands Embassy Programme, implemented by FAUTAPO. 5. The Bolivian parties, here undersigned, have agreed to provide their full support and commitment to the export development and promotion programme, both companies and institutions. 6. This M.O.U forms the basis for CBI to start developing such a Programme, which could, once approved by the Dutch Government, start in the first half of 2013. Tarija, 26 October 2012
