Legislative Framework

• ARPANS Act prohibits controlled persons from conducts with nuclear installations

– Unless authorised by a licence issued by CEO

• Conducts – prepare a site, construct, operate, decommission

• Licence application includes information requested by CEO

• CEO must ‘take into account’ certain matters
