T he Second Round Table Discussion (RTD) for the Philippine Geoportal Project (PGP): One Nation, One Map successfully concluded with the project stakeholder agencies’ presentation of their workshop outputs on the strategic concerns on GIS use and their timeline for the development of the Agency Geospatial Data Infrastructure (AGDI) Plan. e activity was held at the Social Hall of the DENR central office in Visayas Avenue, Diliman, Quezon City on 07 November 2013. e second RTD aimed to present, advocate, and generate inputs from the key stakeholder agencies on the proposed or draſt template for the formulation of the AGDI Plan. e template for the AGDI Plan was prepared to guide the stakeholder agencies in the formulation of their respective AGDI Plans. e AGDI Plan will serve as a “cookbook” containing the basic guidelines and procedures on how to prepare, develop, and implement an Agency Node that will eventually and seamlessly be linked to the Geoportal for the purpose of geospatial information and data sharing and access. e template was created by the Policy, Planning, Change Management, Monitoring, and Institutionalization (PPCMI) team of the Geodata Systems Technologies Inc., in consultation with the Policy Framework Formulation and Planning Technical Working Group (TWG) of NAMRIA. Around 63 participants/representatives from the key stakeholder agencies attended the RTD2. ey were from the Bureau of Internal Revenue; Commission of Filipino Overseas; Commission on Higher Education; Department of Environment and Natural Resources (DENR) Central Office; Department of Interior and Local Government; Department of National Defense; Department of Energy; Department of Health; Department of Labor and Employment; Department of Transportation and Communications; Department of Public Works and Highways; Department of Trade and Industry; Forest Management In his welcome remarks, Administrator Peter N. Tiangco cited the significant role of the project stakeholder agencies in helping unify the country in the use of one common multiscale basemap for different users. He moreover emphasized the value of accuracy and timeliness of the data being produced by the stakeholder agencies, and the required support and cooperation from all the agencies concerned in the development of the GIS map or geospatial database. Prior to the roundtable discussion and workshop/writeshop proper, Change Management and Planning Development Team Leader Ms. Annette M. Rafael gave the workshop objectives. Among these are: (1) to jump-start the preparation of the Agency Node/AGDI Plan as a supplemental part of the Agency Information Systems Strategic Plan; (2) to know the current GIS usage of stakeholder agencies; (3) to identify the strategic concerns for GIS use of the stakeholder agencies which will serve as inputs to the preparation of the Philippine Geospatial Data Infrastructure (PGDI) Master Plan; (4) to define the timeline for the preparation of the AGDI Plan per agency as input to the PGP Project Management Team monitoring and interventions; and (5) to facilitate the deployment of the agency’s geospatial data to the Philippine Geoportal System through the agency node portal module. She also discussed the workshop’s expected outputs, namely, the list of current GIS usage and strategic concerns for GIS use of stakeholder agencies and the timeline for the preparation of the AGDI Plan per Agency. ere was also an open forum on the stakeholder agencies’ project expectations and on other issues/concerns. Ms. Rafael then presented and explained the proposed template for the AGDI Plan, the goals and objectives on how to start the AGDI Plan, contents of the AGDI Plan, and the workshop mechanics. She underscored the importance of the participating stakeholder agencies in the success of the project and cited the symbiotic relationship of the project and the nodal agencies. She explained that since the stakeholder agencies are of equal importance to the PGP itself, the project is therefore futile without the agency nodes. She said that PGP needs the agencies’ nodes to be developed in order for the project “to live long…..successful……and soar like an eagle.” For the workshop/writeshop activities, the participants were grouped into seven sectors, namely: health, education and local government; infrastructure and utilities; socio-economics; agriculture, environment and natural resources; weather and climate; defense, security and public safety; and cross-cutting and other sectors. A representative from each sector reported the workshop outputs aſterwards. Technical staff from the different NAMRIA branches and PPCMI team of the Geodata Systems Technologies, Inc. acted as the workshop facilitators. At the end of the workshop, Project Adviser on Project Management and Communications Planning George C. Kintanar gave a recap of the activities of the day and discussed the project’s succeeding activities such as the draſting of a special order for the creation of the AGDI TWG, NAMRIA’s provision of trainings and mentoring for AGDI, and the tentative dates for the holding of the third RTD. e agenda for the third RTD include the presentation of the draſt PGDI Master Plan and the status reporting for the preparation of the AGDI Plan. 2nd RTD for the Geoportal Project – Phase II successfully held *Readers can email [email protected] or fax letter to +63-2 810-2890 for their comments and suggestions. The second RTD aimed to present, advocate, and generate inputs from the key stakeholder agencies on the proposed or draft template for the formulation of the AGDI Plan. The template for the AGDI Plan was prepared to guide the stakeholder agencies in the formulation of their respective AGDI Plans.
