EURASIAN ECONOMIC MINISTERS OUTLINE COOPERATION WITHIN SILK ROAD BELT

The China-led Asian Infrastructure Investment Bank, the Silk Road Fund and other financial institutions are main financiers behind the joint projects.

XIAN (Sputnik) – Economics ministers of the Shanghai Cooperation Organization (SCO) have outlined key areas to integrate the Eurasian Economic Union (EEU) with China’s Silk Road Economic Belt initiative, the Eurasian Economic Commission (EEC) trade minister told Sputnik on Wednesday.

"First and foremost, it is the transport infrastructure, which is thought to be much broader than the Western China-Western Europe transport corridor," Andrei Slepnev said.

Beyond the east-west international transit corridor, Slepnev said colleagues from India, Iran and Pakistan called for a formal cooperative network, including the North-South corridor and access to the Southwest Asia.

The EEC minister in charge of trade listed technological, investment, financial markets and industrial cooperation, along with "building the economy of the future" among other fields of partnership.

"I hope that the steps made at this session will be reflected in the EEU’s agreement with China as key economic centers of the entire region," Slepnev said.

The trade minister cited the China-led Asian Infrastructure Investment Bank, the Silk Road Fund and other financial institutions as main financiers behind the joint projects.

Chinese President Xi Jinping proposed in 2013 the construction of a new Silk Road to facilitate the direct flow of goods from the Pacific Ocean to the Baltic Sea. The megaprojects are intended to connect China with Europe and strengthen economic ties between Asia, Europe and the Gulf states.

The 2015 Euro-Asia Economic Forum is scheduled to take place in the central Chinese city of Xian September 24-25.

The SCO is a political, economic and military alliance composed of six member states, including Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, as well as five observer states and three dialogue partners.

On September 10 the CCBLR delegation had visited the RusVinyl plant - the largest Belgian investment in Russia, where the delegation was received and conducted by Mr. Guenther Nadolny the Chief Executive Officer of RusVinyl LLC.

«RusVinyl» LLC is a Russian-Belgian joint venture operating a Polyvinyl Chloride (PVC) Integrated Plant near Kstovo in the Nizhniy Novgorod region.The shareholders of the joint venture company are Solvay and SIBUR, a first-rate petrochemical holding company in Russia.

On September 11, a cooperation agreement was signed between CCBLR and Expocentre in Moscow, from now on all the member companies will enjoy special conditions on international exhibitions in Russia! The Expocentre is a Russian exhibition and conference company staging international trade shows in Russia, the CIS countries and Central Europe, and also Russian national pavilions at EXPOs (World Fairs). It owns and operates Expocentre Fairgrounds, an exhibition venue located in the Central Administrative Area of Moscow (near Vystavochnaya and Delovoi Tsentr metro stations) on the Krasnopresnenskaya Embankment between the Moscow International Business Center and the World Trade Center. The company is headquartered in Moscow.

US JOHN DEERE TO CONTINUE WORKING WITH RUSSIA DESPITE SANCTIONS

Deere & Company spokesperson Ken Golden said that the US corporation is determined to continue cooperating with customers in Russia amid western sanctions imposed on Moscow over the crisis in Ukraine. WASHINGTON (Sputnik)

"We do not plan to make public comments about the current political situation, but instead will continue working with our customers in Russia and around the world to increase their productivity," Golden said.

September 12 marks one year since the United States, the European Union and some of their allies imposed a second package of sanctions targeting Russia's largest banks, oil and defense companies, as well as certain individuals.

The sanctioned companies have been denied access to European capital markets, while a number of individuals have been subject to entry bans and asset freezes.

"Over the long term, Russia can be an important factor in helping feed and shelter a growing world population. John Deere and our dealers and our customers in Russia have invested to help Russia reach its potential in agriculture, forestry and construction," Golden stated.

Russia's relations with the West deteriorated in 2014 over the crisis in Ukraine. The United States and the European Union accused Russia of interfering in Ukraine's internal affairs. Consequently, they imposed several rounds of sanctions against Moscow.

Russia has repeatedly refuted the allegations of involvement in Ukraine and expressed readiness to resume dialogue with the Western partners, but on terms of mutual respect and cooperation.

Deere & Company is a US corporation that manufactures farm machinery and industrial equipment.

US, RUSSIA URGED TO LIFT ALL UKRAINE-

RELATED SANCTIONS - EXPORT COUNCIL USAPEEC President James Sumner claims that

the diplomatic relations between the United States and Russia should be restored and sanctions removed to open up markets for trade. WASHINGTON (Sputnik)

"We are following the developments in the bilateral political relations, hoping that political dialogue between our two countries will be re-established at some time in the future, and that sanctions and

embargoes will be lifted, opening the markets for free trade," Sumner said on Friday.

Sanctions and embargoes, Sumner noted, were purely political issues, but the US poultry industry had more serious challenges at home.

"USAPEEC is much more concerned with avian influenza outbreaks in 2014 and 2015, and the serious impact they have had on US exports," he said.

In August 2014, the Russian government imposed a ban on the import of some food products from countries that had imposed sanctions against Russia. The ban has since been extended for another year.

However, Sumner noted that the impact of the sanctions on the Export Council had been minimal.

"US processors export about 20 percent of all poultry meat produced in the United States, and exports to Russia at the time when sanctions were introduced represented only 3.5 percent of all poultry meat and sub-products of all exports," he said.

Sumner also underlined that Washington and Moscow continued to cooperation addressing common issues.

"The poultry industries of the United States, Russia and many other countries cooperate in addressing the issues of healthy nutrition and providing the most affordable source of proteins for their countries and for international markets," he said.

The two countries also worked together to combat outbreaks of avian influenza and in introducing the most advanced technologies of poultry production in day-to-day practices, he explained.

"US companies still provide a wide scope of services and products to Russian poultry producers, such as genetic material, equipment, technology, veterinary preparations and feed additives, though in smaller quantities, due to dramatic depreciation of the Russian ruble," Sumner added.

Russia's relations with the West deteriorated significantly in 2014 over the crisis in Ukraine.

While sanctions against Russia affect all countries involved, the United States will suffer the most, veteran US investor Jim Rogers told Sputnik.

"Everyone will lose from these sanctions including America, certainly including America. And, unfortunately, Russia temporarily. But, in the end, I’m afraid it’s going to be America, which is going to suffer the most," Rogers said.

"Sanctions have rarely done much good anywhere in the world throughout history, especially in a place like Russia, since there’s so many ways to get around the sanctions," Rogers stated. "It had short-term dislocation when some suppliers could not sell to Russia and vice versa, but those dislocations are being corrected by Asia and China."

Rogers said that most Asian countries were not paying any attention to the sanctions, suggesting that "the major effect it’s having is to drive Russia and Asia closer together and away from America."

He believes that now is the right time to invest in Russia and Cuba.

"In my view, it’s probably a good time to be investing in Russia. I have invested in Russia in the last year, and I hope I can find more investments," Rogers said.

Jim Rogers is a well-known investment counselor and international financial commentator. In the 1970s he founded the Quantum Fund with billionaire George Soros. Currently based in Singapore, he is the chairman of Rogers Holdings and Beeland Interests, Inc.

Rogers’ portfolio includes shares in the Moscow Stock Exchange, as well as in the Russian fertilizer company Phosagro and the Russian airline Aeroflot.

The US investor noted that the Russian investment climate depended on the price of oil, which has contributed to "making people skeptical of Russia" over the past year.

As for the Cuba, the high-profile US investment consultant said the recent thaw in the relations between Washington and Havana have made it possible for US citizens to invest in the country.

"The rest of the world has already been investing in Cuba. And now, Americans can go and invest. If you

are going to do it, you better do it right now," Rogers suggested. The investor noted, however, that the country has a population of only 10 million so it will not be a "new China or a new Russia."

INTERNATIONAL AID FOR PREPARING BELARUSIAN PUBLIC PRIVATE PARTNERSHIP PROJECTS

International financial institutions are ready to assist with the development of all the public private partnership pilot projects, BelTA learned from Belarusian Economy Minister Vladimir Zinovsky during the session of the Interagency Infrastructure Coordination Council on 25 September.

The official noted: “We have selected seven pilot PPP projects. We have confirmations for all of them from international organizations such as the European Bank for Reconstruction and Development, the Global Infrastructure Facility of the World Bank, and the International Finance Corporation regarding their readiness to assist the Belarus government with preparing the projects.”

The Minister underlined that Belarus is now in transition from public private partnership establishment to public private partnership development. “The publication of the first national infrastructure plan for 2016-2030 is an important result of our efforts. The plan represents the first attempt to define the country's common needs for infrastructure and to assess the shortage of financial resources,” explained Vladimir Zinovsky. In his opinion, the Economy Ministry could use a dedicated public private partnership department. “I believe that colleagues from the Finance Ministry should also think about setting up a dedicated structure as part of their ministry,” he said.

First Deputy Economy Minister Alexander Zaborovsky noted that the Economy Ministry estimates the country's need for infrastructure investments for the period till 2030 at $60 billion. “Our key task is to combine state budget resources, private sector resources, and borrowed resources of major international institutions. The infrastructure package is well-balanced. Today we see that half of the required resources can be obtained from the state budget while the rest can come from private businesses. Showing a window of opportunity to the private sector is the main task of the infrastructure plan,” the official stated.

Alexander Zaborovsky went on saying that participants of the session of the Interagency Infrastructure Coordination Council would discuss all the seven public private partnership pilot projects in detail. “The projects include matters concerning the construction of roads, children daycare centers, and utility industry problems. The next package represents 100 vital infrastructure projects that will be greenlighted after the pilot ones. Without a doubt, the national

infrastructure plan will be gradually renewed,” he stressed.

Public private partnership is viewed as a model for cooperation between the state and the private sector in a way that allows implementing important social projects through reliance on innovations, capital, and resources of private businesses without putting too much stress on the state budget. In general terms the private partner is supposed to create and service an infrastructure object for a period of time specified by the contract (10-20 years usually) in exchange for fixed payments allocated by the state budget. After the contract expires, the state (a municipal government agency) takes over the asset.

The Interagency Infrastructure Coordination Council was established in May 2014. It is in charge of developing proposals for enabling legal, economic, and informational conditions conducive to the attraction of private capital, including foreign capital, for the sake of implementing infrastructure development projects using public private partnership principles. The Council is a collegial body meant to deal with long-term infrastructure planning (10-15 years). The Council's work is supposed to determine the priority of implementing infrastructure projects while keeping them compliant with requirements of the country for rational government spending in addition to securing maximum economic, social, and ecological benefits for the nation.

07-11.12.2015 / MOSCOW THE RUSSIAN HEALTH CARE WEEK The Russian Health Care Week International Scientific and Practical Forum together with the 6th International

Forum on Non-communicable Disease Prevention and Promotion of Healthy Lifestyle For Healthy Life are included in the plan of scientific and practical events approved by the Russian Ministry of Health Care for 2015.

The President of the Russian Federation Vladimir Putin highlighted in his welcome address to the Forum participants that “the Forum is rightfully considered to be one of the most established and internationally recognized events devoted to medicine and health care”. According to Deputy Prime Minister of the Russian Federation Olga Golodets, “the Forum is a respected international platform to discuss health care priorities, professional issues of doctors, modern equipment for clinics and hospitals”.

Minister of Health Care of the Russian Federation Veronika Skvortsova was pleased to emphasize that every year the Forum was becoming a more prestigious platform. In 2014 the Russian Health Care Week brought together the largest international exhibitions Zdravookhraneniye and Healthy Lifestyle under one roof. Over 1,000 companies from all federal districts of Russia and 42 countries demonstrated their latest achievements in the medical industry, equipment and engineering, pharmacology, diagnosis and disease prevention, rehabilitation, and health care. Over 32,000 health professionals got familiar with the latest medical products, which were showcased on the exhibition area of 55,000 sq m. The forthcoming Russian Health Care Week 2015 will give fresh impetus to implementation of the most relevant national health programs aimed to improve quality of health care and make it more available. Government officials, businessmen, health professionals, researchers and practicing doctors will discuss development priorities of the Russian health care system, share their best practices, outline long-term plans and make proposals for their implementation.
