    Minutes of the Fifteenth meeting of Executive Committee (EC) of National Horticulture Mission (NHM) held under the Chairmanship of Secretary (A&C) on 25.09.2007 at Krishi Bhavan, New Delhi

    The Fifteenth meeting of the Executive Committee (EC) of the National Horticulture Mission (NHM) was held on 25.09.2007 to consider the Annual Action Plans of the State Horticulture Mission, Orissa, National Committee on Plasticulture Applications in Horticulture (NCPAH) and National Bee Board (NBB) and project based proposals submitted by the States of Andhra Pradesh, Goa, Gujarat, Haryana, Karnataka, Kerala, Maharashtra, Rajasthan, Uttar Pradesh and West Bengal for implementation during the year 2007-08. Since Secretary (A&C) could not be present through out the meeting due to some urgent engagements, part of the deliberations was held under the Chairmanship of Shri S.M. Desalphine, Additional Secretary (A&C). Representatives of Goa could not attend the meeting. The list of participants is given at Annexure l. The Committee deliberated upon each of the agenda items, which was circulated to the Members. Summary details of the deliberations and decisions taken are described hereunder: Approval of Project based proposal of State Horticulture Mission (SHM) Orissa.

    The Annual Action Plan of SHM Orissa approved on file with an outlay of Rs.

    9500.00 lakh including Government of Indias share of Rs. 8075.00 lakh was ratified by the EC. Inclusion of new Districts under NHM

    The members of Executive Committee were informed about the inclusion of 69 new Districts under NHM during 2007-08. With the inclusion of the new districts, NHM will be operating in 331 districts in the country. Approval of Annual Action Plan of National Level Agencies

    (a) National Committee on Plasticulture Applications in Horticulture (NCPAH)

    The Chairman requested the Joint Secretary, NCPAH to highlight the main features

    of the Action Plan, particularly on the aspects relating to technology demonstration, special projects, study tours and large scale demonstrations.

    Shri Prashanta Mishra, Joint Secretary, NCPAH mentioned that 17 Precision

    Farming Development Centres (PFDCs) are functioning in different agro-climatic regions of the country which have developed package of practices on hi-tech horticulture through trials in the PFDC campus. It is proposed to take up demonstrations in the farmers field during 2007-08, for which provision has been made. Specific project proposals in this regard will be submitted. The PFDCs have made some advancements in the technology development on precision farming. The Evaluation Study on PFDCs conducted by the National Productivity Council, during 2006 indicated the need for further exposure of PFDC functionaries in the developed countries. Hence, provision has been kept for study tours.

    Based on the discussions, the EC accorded in principle approval for implementing the AAP of 17 PDFCs for 2007-08 for Rs.1017.70 lakh. The NCPAH will submit the project based proposals for the approval of EC of NHM. They will keep a close liaison with the State Horticulture Missions. Component-wise monthly progress report will be posted on the website of NHM.

    (b) National Bee Board (NBB)

    Dr. B L. Saraswat, Executive Director, NBB made a brief presentation on the action plan for 2007-08 for implementation of Bee keeping component under National Horticulture Mission (NHM). Dr. Kirti Singh, Member, EC stressed the need for promoting pollination for enhancing crop productivity. Dr. Saraswat clarified that the main aim of the programme is to promote pollination through beekeeping. Dr. Rajiv Mehta, Adviser (Hort.) suggested the need for building a data base and information system on beekeeping. On an enquiry about the non posting of the progress report on the NHM website, Dr. Saraswat mentioned that NBB is in the process of procuring the computers and software, for which provisions have been made in the Action Plan for 2007-08. The issue regarding providing Mission Management support to National Bee Board, a National level Agency for implementation of certain component of bee keeping was discussed. After detailed deliberations, it was decided to extend the Mission Management support to NBB also in terms of para 4.4 of the NHM guidelines. Based on the discussion, the EC accorded in principle approval for implementing the AAP, 2007-08 of NBB with an out lay of Rs 625.54 lakh.

    (c) Training Programme on Horticulture Extension Management for Middle Level Officers of the State Horticulture Missions

    Dr. M.N. Reddy, Director, MANAGE presented the details about the training module for imparting training to the Mission Directors, officers at the district and sub district level. Horticulture Commissioner suggested that the training should focus on the crop specific requirement. MD, SHM, Kerala mentioned that they are involving MANAGE for training their officers. MD, SHM, West Bengal suggested the need for MANAGE to conduct the training in the respective States. Shri S.K. Pattanayak, JS (NHM) stated that there is an urgent need to develop Agri- Entrepreneurship as per the objectives of NHM for which capacity building is essential. Since MANAGE has the faculty and infrastructure, their expertise could be availed for the purpose. They however, need to involve the State Agriculture Universities (SAUs) and ICAR Institutes to develop course curriculum as per the needs of the States. The curriculum may be circulated to the State Horticulture Missions for getting their inputs. MD, Maharashtra expressed the need for managerial training to the Mission Directors. Such trainings need to be conducted at regional level also. There is also need to study the gaps under Mission Management, which would require capacity building of the Mission Directors.

    Commissioner, Horticulture, Andhra Pradesh suggested the need for specialized training on rejuvenation, marketing besides project planning on NHM projects. Based on the discussion, EC approved the inclusion of MANAGE as a National Level Agency for imparting specialized need based training programmes on Horticulture. An outlay of Rs. 116.25 lakhs was also approved for taking up the training programme of 30 Mission Directors and 900 District/Sub-District level officers of State Horticulture Mission (SHM) during 2007-08.

The plant health clinics are being set up with a view to serve as an information centre for hi-tech horticulture technology, help the farmers as well as field functionaries in proper diagnosis of crop nutrition, insect damage, disease damage, nutrition disorders and to provide technological assistance to new entrepreneurs for promoting the horticulture industry.

    2. Establishment of two Sanitary & Phytosanitary Laboratories

    822.00 The project envisages establishment of two Sanitary and Phytosanitary labs by ANGRAU at Rajendranagar and Tirupati (Chittor) at a cost of Rs.

The objectives of the projects are to set up laboratory infrastructure for screening of samples for food born micro organisms, toxic metals, pesticides, and drug residues in samples for export and those imported; help manage risks associated with the spread of plant and animal pests and diseases and the incidence of microbial pathogens or contaminants in food. Cost of the projects include besides provision of Rs.202.00lakh for equipment for each lab Rs. 180.00 lakh for building and Rs.11.40 lakh for other accessories.

    3. Establishment of Bio-control Lab. (Public

    Sector) *

    84.40 The project was approved by the EC of NHM on 10th April, 2007 at a cost of Rs. 34.40 lakh without the provision of building for Bio-control lab at Ananthakrajuptea Kadapa. The ANGRAU Hyderabad has now submitted the revised proposal with the provision of Rs. 50.00 lakhs for building and Rs. 34.40 lakhs for equipments.

    70.00 (including provision of Rs. 50.00 lakhs for building as per norms adopted under TMNE scheme and Rs. 20.00 lakh for equipments as per the standard list of items recommended by Plant Protection Division of DAC for setting up Bio Control Lab). ).     4. Establishment of Cold Storage Unit (Private Sector)

    287.00 The project envisages the establishment of multi chamber Cold Storage Unit of 5300 mt capacity by M/s. Capricorn Food Products India Ltd., at Bank loan of Rs. 170.00 lakh has been availed from State Bank of India, Chennai on 19th April, 2007. The purpose of this project is to extend shelf life, reducing losses, wastages and spoilage, better price and quality storage of fruits and vegetables.

    50.00 (@25% of the project cost restricted to Rs.200.00 lakh for 5000 MT capacity cold storage), as per NHM norms.

    5. Establishment of fruit ripening Chamber (Private Sector)

    20.80 The project envisages the establishment of a fruit ripening Chamber of 150 mt capacity by M/s. Z.M. Fruit Ripening Chamber & Cold Storage at Bank loan of Rs. 15.00 lakh has been taken from Syndicate Bank, Nandyal, Kurnool District on 4th March, 2007.The purpose of this project is to deal in all kinds of fruits and vegetables for ripening and cold storage, especially for Banana and Mango.

    3.75 (as admissible for creation of functional infrastructure under PHM component). SHM will obtain an affidavit stating that no subsidy has been availed from any government agency for the purpose.

    6. Establishment of Cold Storage Unit (Private Sector)

    320.00 The project envisages the establishment of multi chambers Cold Storage Unit of 5300 mt capacity by M/s. Sree Durga Cold Storage Pvt. Ltd. at Bank loan of Rs. 200.00 lakh has been taken from Union Bank of India, Guntur on 19th June, 2007.

    50.00 (@25% of the project restricted to Rs200.00 lakh for 5000 MT capacity cold storage), as per NHM norms.

    7. Establishment of Pack House alongwith functional infrastructure for collection and grading (Private Sector)

    36.03 The project envisages the establishment of Pack House alongwith functional infrastructure for collection and grading unit by M/s. Sam Agri tech Ltd. at for export of Pomegranate. Bank loan of Rs. 19.00 lakh has been availed from Bank of India, Sikandrabad on 10.8.2007.

    The Bank loan has been sanctioned for construction of building and cold chain equipments, whereas, the assistance has been sought for collection, sorting and grading unit. SHM should resubmit the proposal with full details.

    * SHM will closely monitor the progress of these projects during the establishment stage as well as functioning stage. SHM will also give wide publicity about the facility and ensure that the services are available to the farmers at reasonable cost. A monthly report in this regard will be furnished by the SHM to DAC.     SHM will resubmit the project, as the amount recommended by the SHM is very low vis--vis objective of the clinic.

    3. Establishment of leaf tissue analysis laboratories (Public Sector) *

    The project envisages establishment of leaf tissue analysis laboratories by Regional Research Station, SD Agril,. University, Dantiwada.SHM has recommended assistance of Rs. 6.00 for non-recurring expenses.

    SHM will resubmit the project, as the amount recommended by the SHM is very low vis--vis objective of the clinic.

    4. Bio-Control laboratory (Private Sector) *

    83.66 The project envisages establishment of Bio control labs by the Pramukh Agri Clinic at Madhi, Bardoli Taluk, District Surat. The project has been financed and appraised by the Bank of Baroda, Madhi Branch for Rs. 64.00 lakh. As per the project report the cost of equipment is Rs. 46.29 lakh and rest of the cost include cost of land, building (13.20) computer, working capital and pre-operative expenses. (As per the approved cost norms under

    16.60 (50% of the eligible project cost of Rs. 33.20 lakh). A certificate will be obtained by SHM from SAU indicating that the assistance for same purpose has not been obtained from the ICAR or any other agency..

    5. Front line demonstration of Horticulture Crops (Public Sector)

    1.80 The project envisages organising frontline demonstration for adopting scientific cultivation of horticultural crops (Chilli, Okra, Tomato and Marigold) in farmers field by KVK, Devataj, Anand Agriculture University Anand.

    6. Training in Post Harvest Technology for value addition in Date palm(Public Sector)

    15.75 The project envisages imparting training to the date growers/unemployed youth for preparation of value added product from dates, by the Date Palm Research Station, SD Agri. University, Dantiwada. SHM has recommended for assistance of Rs. 10.00 lakhs as non-recurring expense.

    10.00 as one time assistance to the University for strengthening of infrastructure as per NHM norms. However, the University will have to impart training to growers and entrepreneurs on regular basis.

    7. Setting up of Rural Markets/Apni Mandis

    26.72 The project envisages setting up of Rural Markets/Apni Mandis by the Amalsad Vihbhag Vividh Karyakari Sahkari Khedut Mandli Ltd. Amalsad Dist. Valsad. SHM has recommended subsidy of Rs. 3.75 lakhs and the rest to be met by the Society from its own sources.

    8 Wholesale Market(Private Sector)

    9709.01 SHM, Gujarat has informed that they have received a proposal for setting up of a wholesale market integrating with post harvest management infrastructure viz. CA Cold Storage, Cold Storage and Refrigerated van by the M/s. Shri Amruth Lingeswara Cold Storages Pvt. Ltd. Hyderabad, at Jamnagar. However, in their approved Annual Action Plan 2007-08, provision for this component has not approved. This involves the subsidy of Rs. 3750.00 lakh. Hence, SHM have

    DPR of the project to be submitted alongwith appraisal report by a reputed financial institution.

    requested for re-allocation of the said amount with in the approved allocation of Rs. 7500.00 lakhs.

    1277.00 The project envisages setting up of Controlled Atmosphere (CA) Store Unit of 3000 MT capacity at Rai, District Sonipat, Haryana, by the Himachal Pradesh State Cooperative marketing and Consumer Federation (HIMFED)at a cost of Rs 1277.00 lakh. The project was posed to NCDC for 90% assistance comprising loan of Rs 830.05 lakhs from NCDC and Rs 319.25 lakhs as back ended subsidy from NHB. Balance amount of Rs.127.70 lakh was to be contributed by the HIMFED as share capital. The project was subsequently appraised by the NHB for Rs. 960.00 lakhs @ Rs. 32,000 per MT.

    The proposal is approved in principle for providing subsidy of Rs. 240.00 lakhs as per NHM norms @ Rs. 8000/MT for CA storage, subject to the sanction of loan(65% of project cost )by NCDC and balance 10 % contribution by the HIMFED.

    3. Setting up of Cold Storage at Bilaspur (Private

    20.00 The project envisages strengthening of existing Bio-control Laboratory at Bio-centre by Bio-technology centre, Hulimavu.

    Since there is no provision for strengthening of labs in NHM, the proposal is rejected.

    4. Establishment of Leaf/Tissue analysis laboratory (Public

    Sector) *

    20.00 The project envisages establishment of Leaf/Tissue analysis laboratory by Bio-technology centre, Hulimavu at Lakshmi Tek, Horticulture Farm, Belgaum.

    20.00 as per NHM norms.

    5 Frontline demonstration of Organic Vegetable (Public Sector)

    4.00 The project envisages demonstration of Organic Vegetable cultivation at Model farm by UAS, Bangalore, Karnataka.

    2.00 for conducting demonstration in compact area of one hectare. SAUs to give details of crops.

    6 Establishment of Grape Dehydration Units(Private Sector)

    206.58 The project envisages establishment of Grape Dehydration Units by 112 farmers at Bijapur and Bagalkote Districts. An mount of Rs. 25000/- per beneficiary is proposed to be provided as subsidy. None of the project is financed by Bank.

    The proposal is approved in principle for providing subsidy @25% of project cost, subject to submission of Bank sanction letter by all the farmers.

    7 Purchase of Refrigerated Van (Private Sector)

    26.62 The project envisages purchase of Refrigerator Van by Mr. M.B. Biradar (M/S Agro Refrigeration unit), Industrial Area, Belgaum for transportation of perishable horticulture commodities. The project has been financed by Central Bank Bijapur for Rs. 15.00 lakh on 26.6.2006

    Rs. 6.00 (25% of Rs. 24.00 lakh for Refrigerator Van), as per NHM norms, subject to the condition that van has at least a holding capacity of 6 MT.

    8 Publicity of the NHM Schemes through Boards/Hoardings(Public Sector)

    661.00 The project envisages giving wide publicity of the NHM programme in 17 NHM districts through Boards/Hoardings at district level, Taluka level and Hobli level. In the AAP 2007-08, under Mission Management, provision for publicity /awareness has been approved only for Rs.190.00 lakhs.

    The proposal was rejected. The State can emulate the model of SHM Tamil Nadu in this regard and submit revised proposal, if necessary.

    9 Establishment of Fruit and Vegetable Market Yard (Public Sector)

    35.00 The project envisages in establishment of Fruit and Vegetable Market Yard by APMC, Aurad, Bidar District. 75% of the cost will be borne by the APMC.

    3.75 (25% of Rs. 15.00 lakh for rural markets), as per NHM norms.

    10 Establishment of a manufacturing unit of pickles under primary processing of vegetables (Private sector)

    7.90 The project envisages in establishment of a manufacturing unit of pickles under primary processing of vegetables by a private sector M/s. Adrasha Pickles, Uttara Kannada District. Central Bank has financed the project for Rs. 7.40 on 26.7.2007.

    0.675 (25% of capital cost of Rs. 2.70 lakh), as per NHM norms.

    11 Purchase of Refrigerated transport vehicle (Private Sector)

    21.36 The project envisages purchase of Refrigerated transport vehicle by M/s. Varsha Associates, Chitraguda at Chitradurga. State Bank of India has financed the project for Rs. 6.20 lakhs on 18.10.2006.

    5.34 approved in principle (25% of project cost), as per NHM norms. The entrepreneur needs to submit appraised cost of the vehicle by the Bank.

    12 Establishment of fruits and vegetable market yard at Sindhanur and 9 Apna Mandis in surrounding

    300.00 The project envisages in establishment of fruits and vegetable market yard at Sindhanur @ cost of Rs.210 lakhs and 9 Apni mandies in surrounding villages of Sindhanur @ Rs. 90 lakhs, by

    40.00 The project envisages establishment of Raitha Santhe at Hunsur Taluk by APMC. 75% of the cost will be borne by the APMC.

    15 Training of Gardeners and Supervisors (Private sector)

    31.65 The project envisages Training of Gardeners and Supervisors by the Hithakari Horticulture Foundation, Bangalore.

    Since Supervisory trainings are to be organised by the State Agriculture Universities (SAUs) or ICAR institutes, SHM need to furnish the details of the organisation for conducting training of farmers.

    16 Development of Vegetable, Fruits and Flower Market at Anatharasanahalli, Tumkur District. (Public Sector)

    350.00 The project envisages development of Vegetable, Fruits and Flower Market at Anatharasanahalli, Tumkur District by APMC. It is proposed to obtain loan of Rs. 175.00 lakh (50% of the cost) and promoters contribution of Rs. 87.50 lakhs (25% of the cost). However, the Bank loan sanction letter and appraisal report has not been enclosed.

    87.50 in principle (25% of the project cost), as per NHM norms. However, subsidy will be released only after receiving the Bank sanction letter.

    17 Establishment of Bio control Lab. At Belgaum.

    80.00 The project envisage in the Establishment of Bio control Lab. at Belgaum by the Department of Horticulture, Govt. of Karnataka. 100% subsidy granted.

    80.00. SHM need to furnish the details of technical manpower available to run the laboratory. They should also ensure proper functioning of the lab on a sustainable basis.

    18 Construction of Cold Storage (Private Sector)

    36 Construction of Onion storage structures (Private Sector)

    261.55 The project envisages construction of Onion storage structures by the Maharashtra Agriculture Marketing Board for 974 farmers involving subsidy of Rs 261.55 lakh. Subsidy has been sought @ 25% of project cost. The Onion structures are proposed to be constructed for 5 MT to 50 MT capacity @ Rs. 4000 per

    This being a post harvest management infrastructure component, is eligible for credit linked back ended subsidy. Proposal for delinking the credit for project costing upto Rs. 1.00 lakh will be examined on file.

    Approval of Annual Action Plan (AAP) of Andaman & Nicobar&

    Lakshadweep Islands

    In the Andaman Nicobar & Lakshadweep Islands, the Scheme of High Value

    Agriculture is being implemented. However, the funds are being provided for

    implementation of different components from the concerned schemes, viz. National

    Horticulture Mission, Coconut Development Board and National Horticulture Board.

    The AAP of the scheme was approved by the Empowered Committee on High Value

    Agriculture under the Chairmanship of Additional Secretary (D), in its meeting held

    on 18th July, 2007. The NHM component under the scheme for Andaman & Nicobar

    Islands was approved for Rs. 174.54 lakhs and for Lakshadweep Islands for Rs.

    57.34 lakhs.

    EC approved the proposal for implementation of NHM component under

    the High Value Agriculture scheme during 2007-08, at an outlay of Rs 174.55

    lakhs for Andaman & Nicobar Islands and Rs 57.43 lakhs for Lakshadweep Islands.

    General Observations (i) At least five copies of the project based proposals should be submitted to

    the NHM alongwith one copy of DPR especially for the credit linked projects at the first instance for examination at DAC level. Thereafter, thirty copies of the gist of the project after incorporating the comments of NHM, should be submitted well in advance for circulation to the members of Executive Committee.

    (ii) All the project based proposals should be duly appraised by the SHM as

    per the provisions and norms of the Scheme and approved by the State Level Executive Committee of Horticulture Mission Society.

    (iii) Only those project proposals should be submitted for which necessary

    budget provision has been made in the Annual Action Plan.

    (iv) For the credit linked projects SHM should ensure that the sanction letter of the Bank loan and also the certificate from the beneficiary indicating that the subsidy has not been availed from any other Department of Government of India and State Government for the project, should be attached with the project.

    (v) SHM should submit the project as per the prescribed proforma. Model

    project format for some of the projects like, integrated unit for mushroom development, small and model nursery, rural markets/apni mandies, whole sale market and bio control lab was circulated to all SHMs during the meeting of Mission Directors.

    (vi) In case of private sector, the subsidy amount is provided as back ended

    linking it with credit from the Bank/financial institutions. Therefore, SHM should adopt the procedure prescribed by the NABARD by constituting the team of the representative from concerned Bank, NHB, State Government and NHM for joint inspection before releasing the subsidy.

    (vii) Since, the infrastructure/ assets created in both public and private sector

    under the programme viz. post harvest infrastructure, sanitary and phyto sanitary labs, bio control labs, plant health clinics, disease forecasting units, leaf/tissue analysis labs, are out of government funds, the services and products from these units should be made available to the farmers on concessional rate in certain percentage from the existing market rate. SHM should fix the rate of concession. The State also needs to maintain an asset register.

    (viii) The Wholesale Markets sanctioned should be equipped with the core

    infrastructure facilities as per the items indicated at Annexure ll. The meeting ended with a Vote of thanks to the Chair.
