• NMS has 2 times lower participation in FP6, and 3 times less success rate than Northern Countries

• digital Framework divide among few successful Framework Programme teams and big number other teams in NMS

• partnerships between business-government-academia (the so-called ‘triple helix’ model) are not effective in many cases

5th Framework IST programme project BALTPORTS-IT IST-2001-33030 (2001-2003) “Simulation and IT-Solutions: Applications in the

Baltic Port Areas of the Newly Associated States “.

Dissemination of research knowledge, industrial customisation and exploitation of the results of previous projects by involving new user groups from the Baltic region. Establishing the Baltic sub-regional Competence Centre to promote and support the dissemination of research knowledge in the field of advanced IT-solutions and simulation.
