    10 Screening Level Contaminated Sites Assessment

    This section presents the results of a screening level contaminated sites assessment undertaken by Pottinger Gaherty Environmental Consultants Ltd. (PGL) along the RAV corridor in 2003. 10.1 Executive Summary

    The purpose of the screening level contaminated sites assessment was to evaluate the risk of encountering soil and groundwater contamination along the proposed RAV Project corridor. Risk rankings (low, moderate and high) were assigned to sections of the transit corridor. Overall, much of the corridor was assigned low to moderate risk rankings. Dispersed zones of high risk were centered along False Creek, the Fraser River, and major intersections. The risks identified are consistent with typical urban transportation corridors and what would be expected of virtually any corridor from downtown Vancouver to Richmond. Where site-specific work is planned, or where property transaction negotiations require more detailed assessment of contaminant risk, more comprehensive environmental assessments or soil/groundwater investigations may be necessary. The Concessionaire will prepare a contaminated soil/water management plan for areas where contamination is likely (see SECTION 20.4.2 for plan outline). 10.2 Introduction

    10.2.1 Objectives

    The overall objective of the screening level contaminated sites assessment is to provide a useful planning tool for multiple users working on the RAV Project. Specific objectives of the assessment include: to rank areas or sites with high, moderate or low risks of contamination; to identify contaminant parameters of concern; and to determine the need for mitigation prior to and during construction.

    10.3 Methodology/Data Collected

    The likelihood of soil/groundwater contamination along the RAV corridor was assessed by: reviewing alignment studies prepared for the RAV Project; a similar

    screening-level assessment report prepared for the Millennium Line Project; and PGLs in-house environmental reports prepared for sites along the RAV corridor;

    reviewing physical factors that may affect site contamination such as topography, geology, and depth to groundwater;

    identifying historical waterways along the corridor; reviewing city business directories along the corridor; reviewing fire insurance maps for the area; reviewing historical aerial photographs of the area; conducting a search of the BC Ministry of Water, Land and Air Protection

    (MWLAP) Contaminated Sites Registry; carrying out two inspections of the corridor for indications of environmentally-

    significant operations and preparing a photographic record; and conducting interviews with various sources, including municipal authorities,

    for environmental information about the RAV corridor. The data collected during each of these tasks is summarized in the following sections, tables, and appendices. Historical stream maps are presented in Appendix 10-A. Appendix 10-B contains database information regarding TransLink-owned properties in the RAV corridor, collected during an interview with TransLink personnel.

    10.3.1 Review of Reports

    Several reports were reviewed to assist in preparing the database for this report. Alignment studies provided by RAVCo were reviewed, along with a screening level assessment report prepared for the Millennium Line Project (Golder Associates Ltd. 1999). The findings from over 60 environmental assessment reports, for work conducted by PGL within the study area, have been incorporated into the RAV Project database (Appendix 10-C).

    10.3.2 Physical Factors

    Physical factors have a major influence on the migration and fate of contamination along the corridor. PGL staff used their knowledge of the corridor and existing reports to provide a baseline assessment of topography, geology, and depth to groundwater.

    A synthesis of this information for each segment of the RAV corridor is included below. Topography

    - Downtown Vancouver and Vancouver South for the most part, the RAV corridor runs perpendicular to topographic contours. This results in a narrow capture zone where contaminant source sites are likely to affect the corridor.

    - Richmond the RAV corridor is generally flat and has very low topographic gradients. This also results in a narrow capture zone.

    Geology

    The geology along the RAV corridor is characterized as follows: - Downtown Vancouver glacial till over most of the corridor with a

    small unit of sandstone near Waterfront Station and some landfill deposits along the perimeter of False Creek. Till would trap most contaminants at the surface of the corridor.

    - Vancouver South a small area of sand/fill at the north end of Cambie Street, south of False Creek, then glacial till, sandstone and volcanic bedrock south to the area around Queen Elizabeth Park, continuing south along the corridor. This is followed by a large unit of sand that continues to the south foot of Cambie Street where silt and clay are encountered along the banks of the Fraser River. Till and bedrock would tend to trap contaminants at a shallow depth.

    - Richmond silt and clay over sand characterize the geology of the entire corridor within Richmond, including Sea Island and the Vancouver International Airport. The silt layer will tend to keep contaminants shallow, but in some areas this layer has been removed.

    Depth to Groundwater - Contamination from sites outside the corridor can only migrate into the

    corridor in groundwater. Where groundwater is deep, as in many areas of Downtown Vancouver and at higher elevations along Vancouver South, contaminants are less likely to reach the groundwater and migrate. In Richmond, shallow groundwater means that most contaminants would remain near the surface.

    - In many instances, underground utilities serve as migration routes for contaminants. As most major utilities follow major roadways, any contaminant migration in utility lines along the corridor would likely travel parallel to, rather than towards the corridor.

    10.3.3 Waterways Assessment

    The presence of historical streams and former shorelines was assessed through review of aerial photographs and historical stream maps. Eight streams were identified as having crossed the Downtown Vancouver and Vancouver South sections of the corridor. These are summarized in Table 10.1 and shown in two maps in Appendix 10-A. 10.3.4 Review of City Business Directories

    City business directories were obtained from the Vancouver Public Library. They were reviewed at five-year intervals from the most recent to the earliest available directory. Directory listings for each street were reviewed in detail and sites that had the potential for environmental contamination were entered into the RAV Project database (Appendix 10-C). Directory listings that were entered into the database included those that appeared to be, or were known to be, commercial or industrial operations based on the company name. Where the company name was vague, for example a listing of cleaner that may have been a dry cleaner, the listing was added to the database. Where commercial or industrial operations were listed in an office tower, they were not entered into the database unless the operation was listed on the ground floor or basement and was likely to have handled contaminants on-site, such as a photography laboratory or dry cleaner.

    Since directory listings indicate company names only and not necessarily the nature of a companys business, this information has limitations. It is possible that some sites with contamination risks were not identified, and that some sites identified as risks in the database are not so-called risk sites. The directories reviewed (streets and dates) are apparent in the database. 10.3.5 Review of Fire Insurance Maps

    Fire insurance maps were obtained from City of Vancouver Archives and Simon Fraser Universitys Bennett Library. Fire insurance maps dating from 1889 to 1962 were reviewed for activities that had a risk of contamination. Particular attention was paid to the location of underground fuel storage tanks. The review findings are summarized in the RAV Project database (Appendix 10-C). As in the case of directories, there are some limitations to the utility of the information contained in fire insurance maps. The maps were generated for insurance purposes relating to fire events and were not prepared for the purposes of identifying risks relating to contamination. In PGLs experience, it is not uncommon for important details about site features, such as the presence or absence of fuel storage tanks, to be missing. Also, fire insurance maps were produced pre-1970, and only for some commercial and industrial sites. 10.3.6 Review of Aerial Photographs

    Approximately 150 aerial photographs, dated between 1949 and 1999, were reviewed. These photographs were reviewed for evidence of commercial or industrial activity and for comparison with other collected historical data. Aerial photographs were used to document changes in the area, site uses over time, topographic features and changes such as fill areas or streams and, in some cases, the location of important site features such as fuel pump islands on service station sites. The aerial photographs are summarized in Table 10.1.

    Two historical streams originated from the area of Granville Street. One near the intersection with Georgia flowed east-northeast and one that originated near Smithe flowed south-southeast.

    One stream originated near Granville and Davie and flowed south. The shoreline of False Creek was at Pacific Boulevard.

    Four streams originated between the topographic high or Queen Elizabeth Park and 15th Avenue and flowed to False Creek. One of these ran along Cambie Street between 8th and 14th Avenues and then between Cambie and Ash to False Creek.

    Two streams cut across Cambie Street at 48th and 60th Avenues. The first originated near 46th Avenue and Ash Street and the second originated on the George Pearson Centre property. Both continued southeast to the Fraser River.

    Three small streams originated south of SW Marine Drive, west of Cambie Street. These three aligned with Laurel, Heather and Aisne Streets.

    No detailed map of historical streams in Richmond was found however "Lost Streams of the Lower Fraser River" shows numerous streams running parallel to River Road and No. 3 Road in the study area.

    10.3.7 BC Ministry of Water, Land and Air Protection Contaminated Sites Registry Search

    The MWLAP Contaminated Sites Registry was searched by conducting two large area (10 km radius) searches. The initial search results provided synopsis reports for approximately 800 sites. The search results were sorted and filtered to assess which sites were located within the defined study area. A total of 126 sites were identified within two blocks of the RAV corridor. Tables 10.2 and 10.3 list the 103 sites identified from the Downtown Vancouver and Vancouver South areas and the 23 sites identified in Richmond, respectively. Some site listings had street names but no addresses or had a location listed as unknown. These sites were eliminated from the PGL review and are not in the RAV Project database. Since detailed reports were not obtained for any of the identified sites, in many cases, remediation may be underway or may have been completed to the satisfaction of MWLAP. It is PGLs understanding that detailed reports may be requested from MWLAP as part of site-specific investigations that may be undertaken by the Concessionaire prior to construction, in the event that work is to proceed in areas or sites ranked as having moderate or high risk of contamination.

    10.3.8 Corridor Inspections

    A preliminary site reconnaissance was conducted, as well as a follow-up reconnaissance after all historical information had been collected and summarized. Preliminary reconnaissance was conducted on April 24, 2003 and follow-up reconnaissance was conducted on June 25, 2003. Specific site details, including current site operations, obvious hazardous materials storage or contaminant remedial systems (i.e., groundwater pump and treat equipment) were noted. This information was used to corroborate

    information in the RAV Project database and, where warranted, was added to the database (see Appendix 10-C). To ensure that risk properties were accurately located along the corridor, PGL verified addresses during site inspections and consulted searchable map databases provided on the Internet by the City of Vancouver and TELUS. 10.3.9 Interviews

    Interviews were conducted with municipal sources, VIAA, TransLink and consultants responsible for the RAV Project geotechnical investigation. 10.3.9.1 Municipal Sources

    Doug Roberts, Manager of Environmental Protection with the City of Vancouver, indicated that any sites with environmental risks in Vancouver would be found in the MWLAP Contaminated Sites Registry. He was unable to provide general information about sites along the segments of the RAV corridor within Vancouver. The City of Vancouvers Environmental Protection department may be a useful resource during any subsequent contaminated site assessment work that may be required for specific sites. Cynthia Lussier, City of Richmond Environmental Programs, provided a response similar to that received from the City of Vancouver. Richmond has a file database that only allows sites to be searched individually, by address or legal description. The files only contain current records and, for the most part, would contain the same information as provided in the MWLAP Contaminated Sites Registry. If given two to three weeks notice, the City of Richmond could conduct a search for all risk sites in Richmond identified by the MWLAP search. Such a search may provide more detailed information for any specific sites that may be the subject of subsequent contaminated site assessments. 10.3.9.2 Vancouver International Airport Authority

    Laura Patrick, Manager of Environment, VIAA, was interviewed regarding properties near the airport that are known, suspected to be or have been contaminated. Ms. Patrick provided information on the following six sites:

    North of Grauer Road (over 150 m north of Grant McConachie Way) NFPA leased this property and at one time used the site for painting the bottoms of boats. This site has been remediated.

    At the intersection of Aylmer Avenue and Miller Road (roughly 100 m south of Grant McConachie Way) site was formerly occupied by car rental companies that operated underground storage tanks. This site was remediated and has been redeveloped.

    A Petro-Canada service station near the west end of Grant McConachie Way, east of the public parking lots - site of a leaky underground storage tank that resulted in soil and groundwater contamination. The soil contamination and the bulk of the groundwater contamination have been remediated, but residual groundwater contamination remains.

    On the North Service Road, between the helicopter pad and the North Terminal Building (roughly 150 m north of Grant McConachie Way) site of a diesel spill that occurred due to a faulty solenoid valve in a new underground storage tank. The site has been remediated.

    Royal Air Force fuelling compound on Miller Road east of the intersection with Templeton Street (approximately 180 m south of Grant McConachie Way) site of a former tank farm consisting of aboveground storage tanks contained in an earthen berm. Contaminants have been identified and delineated, but the site has not been remediated.

    Air Canada hangars north of the North Service Road (roughly 150 m north of Grant McConachie Way) these buildings have not been investigated but, based on the nature of site operations, there is a risk of site contamination.

    10.3.9.3 TransLink

    Alix Peterson of TransLink provided a copy of TransLinks contaminated sites database which was reviewed to identify TransLink properties within the study area. Four TransLink properties were identified as follows, along with their respective risk of contamination: Waterfront Station to SeaBus walkway low risk Next to Waterfront Station, north of 611 West Cordova moderate risk South SeaBus Terminals low risk Southeast corner of Heather and Moberly moderate risk.

    The TransLink risk rankings were considered in PGLs assessment of risk for these areas. For the most part, these properties do not significantly affect the RAV corridor. The risk ranking relates to risks at each property, not to the corridor. A printout of selected information from the TransLink database is provided in Appendix 10-B. 10.3.9.4 Geotechnical Consultants

    The consultants responsible for the RAV Project geotechnical investigation1 were interviewed regarding any potential contamination encountered during their on-site investigations. At the time the contaminated sites screening assessment was being undertaken, approximately one quarter of all the geotechnical drilling had been completed. The consultants indicated that geotechnical investigations had not yet been conducted at some of the higher risk locations. Of the sites examined, only one location, a drill hole located in Starboard Square, on the south shore of False Creek, west of the Cambie Street Bridge, showed indications of environmental contamination. Hydrocarbon contamination was suspected at this site and soil samples were submitted for laboratory analyses. 10.3.10 Risk Rankings

    Each site within the study area was ranked as to contaminant risk to the RAV corridor. Generally, for a screening level assessment, the risk being evaluated relates to a risk use at grade that affects shallow soil and groundwater. It should be recognized that the risk of encountering site surface contamination varies according to the vertical alignment of the RAV line. Each site included in the database was assigned a risk ranking of 1, 2 or 3 corresponding to high, moderate or low risk of contamination on, or migrating to, the RAV corridor. Sections of the corridor were also assigned risk rankings of high, moderate or low that corresponded to the combined risk of contamination from all sites within the study area, along the specific section

    of corridor. The risk rankings along the corridor are shown schematically on Figures 10.1 (Downtown Vancouver), 10.2 (Vancouver South) and 10.3 (Richmond). Risk ranking was established by assessing the significance of each risk site, based on several factors: distance from the RAV corridor; regional topography, geology and depth to groundwater; likelihood of contamination given the age and duration of the operation

    (e.g., 20 years of operation terminating in 1970); nature of the operation (e.g., a low risk photographic laboratory versus a

    higher risk service station); in the case of the online listings, the age of the online entry was

    considered as an indication of whether site contamination was recently identified, or if enough time had elapsed to have completed remediation; and

    in the case of the airport, all portions of the corridor that were not near sites identified by the VIAA as being risk sites were classified as low risk. This was based on the fact that VIAA Environment would have better information regarding risk sites on airport property than could be gathered through review of typical environmental assessment sources.

    The following list provides examples to illustrate how the different risk rankings were assigned: High (1) known release of contaminants on-site or a long history of

    occupation by industrial or specific commercial uses; dry cleaners, service stations or auto service.

    Moderate (2) short occupation by industrial or specific commercial uses; dry cleaners, service stations or auto service-type operations. Dry cleaners and service stations typically have a fairly high risk of causing contamination, but this is moderated by the short occupation.

    Low (3) history of residential use or short occupation by industrial or commercial sites that typically have little risk of causing significant contamination (e.g., photographic laboratory).

    In some sections of the proposed RAV alignment, the risk ranking on either side of the corridor differed due to the width of corridor involved and PGLs assessment that contaminants are unlikely to migrate more than two blocks along any section of the corridor. Where this occurs, risk rankings can be assumed to vary across the corridor. Particular attention was paid to dry cleaning facilities because of the high risk of significant contamination and the potential for related contaminants to migrate without regard to the water table (denser than water). In instances where cleaners were indicated in the City directories, professional judgement was used to assess whether the operation was likely a dry cleaner versus an office cleaning operation or a dry cleaning drop-off location. Based on PGLs experience, directory listings of dry cleaners tend to congregate in an area over several decades of directories, so PGL was attentive to this trend. As a result, the assessment of many cleaner listings has a subjective component. The actual risk to specific RAV features will be influenced by site vulnerability, as well as the surface contamination risk. High vulnerability sites are those where: excavation of surface material is required to install facilities; or operators or the public could be routinely exposed to vapours (especially

    in underground stations). Areas in which the alignment proceeds in a bored tunnel will have minimal vulnerability.

    10.4 Findings

    The risk rankings assigned to each site were assessed and those assigned to sections of the transit corridor serve as findings. In general, the three areas of the corridor are classified as follows:

    Downtown Vancouver (Figure 10.1) there is a moderate risk of encountering contaminants at surface along most of this section of the corridor, with six high risk areas;

    Vancouver South (Figure 10.2) there is a low risk of encountering contaminants at surface along large sections of this portion of the corridor; however, there are several dispersed zones of moderate and high risk sites along False Creek, the Fraser River and major intersections; and

    Richmond (Figure 10.3) there is a low to moderate risk of encountering contamination at surface with five localized high risk areas.

    PGLs findings and the assigned risks are consistent with what would be expected of virtually any alignment from Downtown Vancouver to Richmond. Environmental risks at crossings along False Creek and the Fraser River are to be expected due to extensive historical industrial and high risk commercial use of these areas.

    10.4.1 Risk Locations and Station Locations

    Locations at high risk for site contamination along the RAV corridor are primarily associated with service stations, dry cleaning facilities and waterfront industrial activity. The high risk land uses identified and the corresponding rationales are listed in Tables 10.4 to 10.6. Station locations that overlap with, are adjacent to, or near high risk areas are indicated in the tables. High risk locations may be less important or even irrelevant, depending on the nature of the final transit facility or vertical alignment in that location, as discussed in SECTION 10.2. Due to the large number of moderate risk and low risk sites, information regarding these sites is not included in Tables 10.4 to 10.6, but is presented in the overall database (Appendix 10-C).

    10.4.2 Contaminants

    Contaminants that might be encountered along the RAV corridor include the following: From dry cleaners solvents, including perchloroethylene and its

    breakdown products. From service stations hydrocarbons, including volatile petroleum

    hydrocarbons (VPH); light and heavy extractable petroleum hydrocarbons (LEPH and HEPH); benzene, toluene, ethylbenzene and xylenes (BTEX); polycyclic aromatic hydrocarbons (PAHs); and metals.

    Metal plating heavy metals. Asphalt manufacturing heavy hydrocarbons. Chemical facilities, including plastics manufacturing various, including

    solvents and resins. Heavy industrial activity all of the above.

    10.5 Recommendations

    This screening level assessment has identified several areas of the RAV corridor with potential risks of encountering contaminants at or near the surface. While it is likely that some contamination will need to be managed, none of the identified sites are especially large or likely to be problematic. Where site-specific work is planned in moderate or high risk areas or where property transaction negotiations require more detailed assessment of contaminant risk, more comprehensive environmental assessments or soil/groundwater investigation may be necessary. The Concessionaire will prepare a contaminated soil/water management plan for areas where contamination is likely (see SECTION 20.4.2 for plan outline). Soil management options could include in situ management or segregation and off-site disposal. Water treatment and disposal under permit may be required to address construction dewatering.
