Major conclusion of analysis
• Satellite mobile – Most effective for rapid deployment after disasters
– Reporting disasters to relevant authorities
– Receiving early warning
• Cellular mobile base stations – Local mobile service is mostly needed for field teams
– Be resilient to continue or to rapid restore services
– Connection to outside: satellite as back-up

• Broadband – Support networking, cellular mobile, video/audio
conferencing, tele-medicine, Wi-Fi
– Private networks consider through IP platform
– Satellite as a major way
• Cellular & satellite network congestions – Allocate more bandwidth
– Expand cellular mobile larger handling capacity
• Cross-boundary shipment of telecommunication equipment procedure be arranged in advance

When Governments are responsible to build such capacities, it is not cost-efficient for building standby capacities that are expected be rarely used

• Advanced distribution of satellite mobile handsets to community level
• Collaborative satcom stand-by mechanism

Advanced distribution of satellite mobile handsets to communities
• Handsets to be distributed to identified communities prone to major destructive disasters
• Handsets to be operated by trained persons responsible for disaster risk management– Reporting disaster to authorities
– Receiving disaster alert
– Supporting early stage communications of response actions
• Maintain by the communities and check working conditions regularly

• At regional or subregional level• Based on available satcom services
