     Attachments: 140711_Feasibility Fee Proposal_Rev1.pdf

    Hi David:

Attached is a revised proposal reflecting some additional time for the preparation of conceptual construction cost

estimates, and revising some other task hours downward a bit to reflect the efficiencies of preparing a report on the

three schools simultaneously. Having just completed the more complicated and in-depth study on the Federal

Reserve building, we spent a total of about 190 hours of architectural time putting that study together, but will of

course only invoice to the agreed upon maximum fee.

For this study we will look at three sites and have allowed a total of 226 hours. So we expect the effort to take

significantly less time per school (100 hours or so for Lowell and 60 +- for each of Bailey Gatzert and John Hay),

but we do need to study and prepare a report of findings on three sites. We believe this is a reasonable time budget

for the study, and will of course only invoice for the hours spent.

If we need to adjust the scope of the study to hit a specific budget target, we can also do that. Just let us know, as we

understand the timing of this information is critical to the Districts decision making. Thanks again for the

opportunity to be of service to the District.

Several questions prior to sending our proposal for the additional school analysis requested:

    1. Is it your intent to issue a separate services contract for this work, or an addendum to the existing contract No.

     P1312?

    2. Is it expected that Bassetti now include John Hay Elementary in our study of school capacities, along with

I’m available Tuesday from 8:30 to 2 pm. I would think 30 minutes would be more than enough. If it's a wash on

your end, Monday would be better for me but I'll take what I can get.

I’m interested in pretty basic information:

Where is SPS in the process to acquire the Federal Reserve Bank building?

What has the board authorized staff to do at this point, and what subsequent decisions/authorizations would be

necessary before a school could actually open?

What is the district seeing in terms of downtown demographics that lead it to believe that securing the site would be

     a good investment?

Has Seattle ever had a public school downtown?

If the district doesn't secure the building, are there any other near-term or long-term options for opening an

elementary school downtown? What can families living downtown expect to happen?

What are the projected costs to acquire and rehab the building? To open and operate the school?

Do we know how many kids it would potentially serve?

Would there be space left over for other services/uses? (community center, head start, etc.)

What kind of work would need to be done to the building?

Since this is an unexpected opportunity that I’m presuming hasn't been built into the budget, where would that

     funding come from?

I wanted to let you know that Charles Wright is working on our behalf to re-implement a regular

joint interest; time to re-establish that meeting rhythm. As we get dates fixed, we will begin to

    -  Preschool for All

    -  Facilities / capacity shortfall

    -  Federal Reserve Building / downtown school

    -  Developer impact fees

    Joe,

Please see the attached Excel document, aggregated by school and year. I have organized the

schools under their future boundaries for Washington and Meany. Should you simply be interested

in the current Washington boundary, please exclude Kimball from the analysis. Additionally, I

provided both K-5 and PS-8 projections.

We have made the following assumptions:

    -  APP growth to be similar to the past two year trends, however partly absorbed in the

     South end at Fairmount Park

    -  SpEd self-contained programs are planned as follows, and thus contain enrollment to fill

     these classes:

o  John Hay: 2 classrooms for Accesso  Lawton: 1 classroom for Access

    o  Bailey Gatzert: 2 SM1g classrooms, 1 pre-k class (two half-day sessions)

I had to do two manipulations to EP’s product to get the K-5 numbers we needed for an apples-to-

    -  Subtract Kimball ES’s enrollment (school is not in the Central Area at present)

    -  Subtract Pre-K student numbers (currently we don’t count Pre-K seats or butts in our

capacity needs work since the latter can be such a wild card).

The capacity figure is a gain of 25 seats over last year’s figure, representing the single portable add

    Dear Dr. Herndon,

Given the recent activity surrounding the Downtown Federal Reserve Building, we are hoping to

organize a meeting of some of DSA’s members, as well as other long-time downtown school

supporters, to continue to engage them on the issue of a Downtown school and update them on

the school district’s current efforts. We are hoping that you will be able to attend and update

everyone on the process and status of the project.

I know that it becomes increasingly difficult to get ahold of people in Seattle the further we get into

August, so I wanted to find out if you might have time in the next three weeks on either the

afternoon (say around 4 PM) of July 25th , July 31st or August 1st? Let me know when you get the

chance and I can work on getting the meeting organized. Thanks again for your time.

    Joe,

Sure thing. Please see the far right columns (Y and further to the right) for the PS-5 for McClure

and Meany areas. McClure schools do not have pre-k programs, so this would be the same as the

K-5 counts. I believe schools with Pre-K are Lowell, Madrona, and TOPS.

    -  SpEd self-contained programs are planned as follows, and thus contain enrollment to fill

     these classes:

o  John Hay: 2 classrooms for Access

o  Lawton: 1 classroom for Access

    o  Bailey Gatzert: 2 SM1g classrooms, 1 pre-k class (two half-day sessions)

    o  Thurgood Marshall: 3 SM4 classrooms

    o  Leschi: 1 SM4 classroomo  Lowell: 2 SM2 classrooms, 1 SM4 classroom, 1 Medically Fragile classroom, 1.5 pre-k

class (three half-day sessions), .5 pre-k medically fragile (one half-day session), and

     one extended day pre-k.

    o  Madrona: 1 SM3 classroom, and 1 pre-k class (two half-day sessions)

Attached is our proposal to study the capacities and conceptual improvements to

expand the Lowell, Hay and Bailey Gatzert schools to meet the current District

program requirements as noted. Please review and let us know if you have questions

or comments. We understand you will issue a modification to our existing agreement

no. P1312 to formalize these services.

Also, do you have the current capacity of John Hay available?

Thank you for the opportunity to be of continued service to the District.

Regarding your first question, I believe we can modify your existing contract as it

relates to going forward on the Federal Reserve site. Richard can respond to your second question.

    HI Richard:

Several questions prior to sending our proposal for the additional school analysis

     requested:

    1.  Is it your intent to issue a separate services contract for this work, or an

addendum to the existing contract No. P1312?

    2.  Is it expected that Bassetti now include John Hay Elementary in our study of

school capacities, along with Lowell and Bailey Gatzert?

Please let us know at your earliest convenience so we can finalize our proposal.

     Thanks.

Can you please provide me with an electronic copies of the current

facilities assessment documents we possess for:

    1)  Lowell Elementary School

    2)  Bailey-Gatzert Elementary School

I am hoping the documents have a narrative concerning the existing
