Beginning of social entrepreneurship in BulgariaIn 2002 Counterpart Int shy Bulgaria started implementation of a program forcreating and supporting social enterprises through funds from the United StatesAgency for International Development In the period 2002 shy 2006 year wasperformed an information campaign aiming to promote the social enterprises as amechanism for social inclusion employment of disadvantaged groups andopportunities to increase the capacity of social service providers Additional 45nonshyprofit organizations from 17 communities were selected to participate intrainings and to receive technical assistance and funds to create socialenterprises

Models and structure of social enterprisesin Bulgaria Most popular model of social enterprise is for job creation andworkforce development by providing an opportunity to create jobs fordisadvantaged people This model is associated with social enterprise for peoplewith disabilities Another model is entrepreneurial model where social enterpriseis an intermediary between the disadvantaged and the market In this modelpeople with disabilities are involved in the production of products and the socialenterprise is committed to marketing and distribution The third model is а directservice model shy social enterprise is providing social services to externalcustomers and at the same time is a provider of social services to its membersThe payment is regulated through a contract with the municipality or stateNowadays in Bulgaria 2000 social companies are operating employing morethan 500 thousand people who are mostly disabled Up to 30032013 with fundsunder Operational Programme ldquoHuman resources developmentrdquo were created 77new social enterprises and 87 existing ones were subsidized Under theOperational Programme ldquoHuman resources developmentrdquo 3681 people startworking in the field of social economy

HistoryLozana Ltd is a trade company 100 owned by Sofia Municipality working in thefield of social integration of the disabled The company is established under theLaw on protection rehabilitation and social integration of the disabled

ActivitiesMain activities of Lozana Ltd are printing services production of ropes and

hammocks hangers and other plastic products production of cash register rollslaundry services for the needs of hospitals care homes hotels etc socialservices for transportation of disabled persons

Objectives and expected evolutionAs a trade company operation to the market equally with other companiesLozana Ltd has to deal with the economic factors itself to ensure businessgrowth new working places to more disabled and sufficient financial resources toensure its activity The companyrsquos objectives and expected evolution is mainlyrelated with ensuring sustainable growth development of new products andservices to employ more disabled people to spread the idea for socialresponsibility for social enterprises through the society

HistoryPia Mater Foundation is a nonshyprofit organization established in 2010 Theorganization comes with the third wave of nonshyprofits in Bulgaria Today thequestion is not ldquoWhat to dordquo but ldquoHow to do itrdquo Pia Mater (lat) means tendermother Companyrsquos objective is to implement social and healthcare services thatencourage individual development without placing restrictions or conditions uponthe individuals as well as to encourage the autonomy of people who face socialor health impediments and have temporary or prolonged need of support andcare Since 2011 Pia Mater Inshyhome care provides social services to elderly andill people in Sofia Bulgaria The organization was established with the startshyuphelp of the Empower United Foundation The inshyhome care project was grantedthe third award in the Empower award competition and 20 000 Euro startshyupcapital A year later the organization become a fullshyfledged social enterprise andcontinued its activities after the project period as a selfshysufficient organization Onthe second year of companyrsquos activities is introduced The evidenceshybased

approach in social services provision shy Teletaskorg In 2012 Pia Materintroduced two new preventive social services for Bulgaria shy Telecare and ActiveTelecare In 2013 Pia Mater was licensed as a training centre for aides(caregiver krankenphleger) and since then they provide regular trainings forcaregivers that need professional training before accepting a job proposal forwork in the EU Each trainee is individually mentored by a Pia Mater caregiver In2013 Pia Mater completed a small project for capacity building and staff trainingfunded by the ESF The foundation is an active participant in working groupsdetermining social policy in Bulgaria and also we are frequently labelled a socialenterprise model sharing out experience with stakeholders in the social sectorBy 2014 Pia Mater provides more than 5 000 hours of care every month andemployees more than 50 caregivers

ActivitiesMain services provided by PIA Mater are health and social care for elders Fooddelivery for elders Shared house services for accommodation for eldersTeleassisting Child care Training services

Agency for Economic Development Kostinbrod (AEDK) was found inNovember 2005 by business and local authority in the region of Kostinbrod Theagency is experienced in business relations and services and especially insurveys over the business environment and development priorities capacitybuilding trainings and seminars for representatives of SMEs for advancement oftheir skills and knowledge in EU standards and requirements partnershipbuilding Project Cycle Management (PCM) business planning and finance

knowshyhow transfer legal affairs marketing and Public Private Partnerships(PPP) As nonshygovernmental organization AEDK has a regional scope ofintervention and acts on the territory of Sofia District and Sofia shy city AEDK has adiverse team of professionals in project management coordination of transshyregional activities experts in the field of social and economic developmentprofessionals in management marketing and human resources developmentconsulting

SUMMARYThis project wants to demonstrate the necessity of a new approach to provideemployment and personal development opportunities for those with multipleproblems (unemployment school failure judiciary problems drug addictionpoverty etc) Conventional methodologies particularly during a time of greatereconomic and social hardship are inadequate as being insufficiently flexible orinnovative The economic crisis has accentuated the exclusion of disadvantagedgroups and has enlarged the number who fall into these categories but at thesame time public resources for inclusion and training programmes aredecreasing For these groups social integration enterprises represent mostly theonly opportunity to regain active participation into society 6 mobilities will beorganized a catalogue of ldquosuccessful modelsrdquo of integration schemes as well asrecommendations and guidelines to animate the political debate at the localregional and even national level will be the main expected results

TARGETS OF THE PROJECTSThe 6 NGOs applying for this project are active in the social enterprises field andinclusion activities They would like to take now their expertise a step further byreflecting together on how to improve the existing systems to create sustainablefinancing structures and better operating mechanisms for these enterprises Infact while the demand for training and integration programmes increases asnumbers of people who are excluded or risk to be excluded from the labourmarket increases public resources for the training and for inclusion activitiescontinue to decrease As a consequence partners aim to enhance innovativeapproaches in the training closer to the market requirements and standardseven though new forms of Enterprises with strong pedagogical dimensions withthe aim of contributing to finance education and training especially for those mostexposed to marginalization In each mobility the host partner is responsible fororganizing a programme of 2 ndash 2frac12 full days of work (2 nights) This programmeshould include visits to social enterprises and other organizations seminars or

workshops which are inspiring to all the partners These activities shouldpromote the encounter between people (people from the target groupsprofessionals and visitors) and permit direct knowledge of how projects are beingimplemented Best practices as well as challenges and difficulties should beaddressed After the visits a minimum of frac12 a day of debate should be promotedin order to contrast experiences among the partners and reach a collective senseof what has been seen

TARGETS OF THE PROJECTSThe 6 NGOs applying for this project are active in the social enterprises field andinclusion activities They would like to take now their expertise a step further byreflecting together on how to improve the existing systems to create sustainablefinancing structures and better operating mechanisms for these enterprises Infact while the demand for training and integration programmes increases asnumbers of people who are excluded or risk to be excluded from the labourmarket increases public resources for the training and for inclusion activitiescontinue to decrease As a consequence partners aim to enhance innovativeapproaches in the training closer to the market requirements and standardseven though new forms of Enterprises with strong pedagogical dimensions withthe aim of contributing to finance education and training especially for those mostexposed to marginalization In each mobility the host partner is responsible fororganizing a programme of 2 ndash 2frac12 full days of work (2 nights) This programmeshould include visits to social enterprises and other organizations seminars or

workshops which are inspiring to all the partners These activities shouldpromote the encounter between people (people from the target groupsprofessionals and visitors) and permit direct knowledge of how projects are beingimplemented Best practices as well as challenges and difficulties should beaddressed After the visits a minimum of frac12 a day of debate should be promotedin order to contrast experiences among the partners and reach a collective senseof what has been seen

PROJECT VISIT - PIA MATER FOUNDATION

HistoryPia Mater Foundation is a nonshyprofit organization established in 2010 Theorganization comes with the third wave of nonshyprofits in Bulgaria Today thequestion is not ldquoWhat to dordquo but ldquoHow to do itrdquo Pia Mater (lat) means tendermother Companyrsquos objective is to implement social and healthcare services thatencourage individual development without placing restrictions or conditions uponthe individuals as well as to encourage the autonomy of people who face socialor health impediments and have temporary or prolonged need of support andcare Since 2011 Pia Mater Inshyhome care provides social services to elderly andill people in Sofia Bulgaria The organization was established with the startshyuphelp of the Empower United Foundation The inshyhome care project was grantedthe third award in the Empower award competition and 20 000 Euro startshyupcapital A year later the organization become a fullshyfledged social enterprise andcontinued its activities after the project period as a selfshysufficient organization Onthe second year of companyrsquos activities is introduced The evidenceshybased

approach in social services provision shy Teletaskorg In 2012 Pia Materintroduced two new preventive social services for Bulgaria shy Telecare and ActiveTelecare In 2013 Pia Mater was licensed as a training centre for aides(caregiver krankenphleger) and since then they provide regular trainings forcaregivers that need professional training before accepting a job proposal forwork in the EU Each trainee is individually mentored by a Pia Mater caregiver In2013 Pia Mater completed a small project for capacity building and staff trainingfunded by the ESF The foundation is an active participant in working groupsdetermining social policy in Bulgaria and also we are frequently labelled a socialenterprise model sharing out experience with stakeholders in the social sectorBy 2014 Pia Mater provides more than 5 000 hours of care every month andemployees more than 50 caregivers

SUMMARYThis project wants to demonstrate the necessity of a new approach to provideemployment and personal development opportunities for those with multipleproblems (unemployment school failure judiciary problems drug addictionpoverty etc) Conventional methodologies particularly during a time of greatereconomic and social hardship are inadequate as being insufficiently flexible orinnovative The economic crisis has accentuated the exclusion of disadvantagedgroups and has enlarged the number who fall into these categories but at thesame time public resources for inclusion and training programmes aredecreasing For these groups social integration enterprises represent mostly theonly opportunity to regain active participation into society 6 mobilities will beorganized a catalogue of ldquosuccessful modelsrdquo of integration schemes as well asrecommendations and guidelines to animate the political debate at the localregional and even national level will be the main expected results
