106 13.0 SOCIAL INFRASTRUCTURE The quality of life in any urban centre depends upon the availability of and accessibility to quality social infrastructure. Social infrastructure can be looked at in terms of the facilities indicated in the City Level Master Plan, and Community Facilities, which are indicated at the layout plan level in various use zones. Together, these include Social Infrastructure facilities pertaining to Health, Education, Sports Facilities, Socio-cultural activities, Communications, Security and Safety, and Other Community Facilities pertaining to Recreation, Religious activities, Social Congregations and Community Events, Cremation/ Burial Grounds etc. These are generally planned in terms of population norms with stipulated permissibility conditions and development controls. The proposed Planning norms and development controls and conditions in respect of various social infrastructure facilities are brought out in the following paragraphs. 13.1 HEALTH The capital city is strategically located and has many specialized health facilities, which serve the city population as well as that of the region, and in many respects the country as a whole. 13.0 SOCIALINFRASTRUCTURE

The quality of life in any urban centredepends upon the availability of andaccessibility to quality social infrastructure.Social infrastructure can be looked at interms of the facilities indicated in the CityLevel Master Plan, and CommunityFacilities, which are indicated at the layoutplan level in various use zones. Together,these include Social Infrastructure facilitiespertaining to Health, Education, SportsFacilities, Socio-cultural activities,Communications, Security and Safety, andOther Community Facilities pertaining toRecreation, Religious activities, SocialCongregations and Community Events,Cremation/ Burial Grounds etc. These aregenerally planned in terms of populationnorms with stipulated permissibilityconditions and development controls. Theproposed Planning norms and developmentcontrols and conditions in respect of varioussocial infrastructure facilities are brought outin the following paragraphs.

13.1 HEALTH

The capital city is strategically located andhas many specialized health facilities, whichserve the city population as well as that ofthe region, and in many respects the countryas a whole. As per report by State HealthIntelligence Bureau, Delhi-2002, at present,there are 23 types of health units (facilities)in Delhi. The total numbers of health unitsare 1914 and the numbers of beds are30,667. The World Health Organization(WHO) has recommended a norm of 5 bedsper thousand population. As compared withthis, the existing bed density per thousandpopulation in Delhi works out to only 2.2.

In order to meet the requirements of healthrelated infrastructure, the following broadstrategies are proposed:i. Shortfall in the availability of number of

be met through a) enhancement in FARfor various levels of health facilities, b)promoting rebuilding of the existing oldhospitals, and c) shifting of contagiousdiseases hospitals from existing urbanareas to the proposed urban extension,with proper seclusion facilities andconnectivity, and using the space thusmade available for general hospitals. It isestimated that the total number of bedsrequired in the year 2021 will be about1,15,000.

ii. In existing areas and urban extension,essential provisions may be made for OldAge Home-cum-Care Centre for SeniorCitizens and Mentally Challenged byway of specialized/ target group orientedfacilities, which will also relieve thepressure on general hospitals to someextent.

iii. Premises earmarked for health facilitiessites should include other medicalstreams like Ayurvedic or Homeopathicmedicine governed by any statutorycode/body.

iv. Complimentary heath facilities at par tobe developed in the NCR to reduceburden on Delhi.

There shall be following 4-tiers of healthfacilities for the city population:

i. Hospitals category:a) Category A- 501 beds and above;b) Category B- 201 beds to 500 beds;c) Category C- 101 beds to 200 beds;d) Category D- Upto 100 beds

e) Other health facilities, which includematernity home, nursing home,family welfare centre, polyclinic,pediatric centre, geriatric centre,diagnostic centre, etc.

ii. For health care of animals and pets thefollowing 3- tier of health facilities hasbeen proposed:

a) Veterinary Hospital for pet/ domesticanimals and birds – to be provided as perneed.

b) Dispensary for pet animals and birds- tobe provided in all the zones atCommunity Level.

c) Pet clinic – permitted in all landuse zonesexcept ridge / regional park andrecreational landuse.

The Planning Norms, Standards for HealthFacilities are as given in Table 13.1 and theDevelopment Controls are as given in Table13.2 below:

the gross area per bed can be flexible (upto 125 sqm per bed).2. Enhancement of FAR in existing sites shall be permitted, subject to payment of charges as may be

prescribed by the Authority/ land owning agency and other clearances.3. The above norms shall not be applicable to the nursing homes permissible under mixed landuse in

residential plots.4. Other controls related to basements etc. are given in the Development Code chapter.

13.2 EDUCATION

The literacy rate in Delhi has increased from75.3% in the year 1991 to 81.82% in the year2001. In overall terms Delhi has a fairlyelaborate network of educational institutionsfrom the pre-primary/ primary to the highereducation and professional education levels. .At present there are 2416 primary schools, 755middle schools, and 1576 secondary/seniorsecondary schools. At the higher/ professionaleducation levels, there are 114 colleges forgeneral education, 8 engineering colleges, 4universities, 7 deemed universities and oneOpen University.

However, despite this infrastructure, there arestill considerable gaps in few planning zones,particularly in the field of school education, interms of the population related requirements,which will have to be bridged in a plannedmanner. Further, keeping in view the fastchanging national and global economicscenario, the employment andeducation/educational requirements are alsoundergoing a rapid change involving the

development of new professional andvocational avenues for specialized education.With the consequent potential for availability offinancial resources for this purpose,involvement of the private sector in thedevelopment of educational facilities isgrowing.

Keeping the need for expansion anddiversification as brought out above, theavailability of land could become a majorconstraining factor. It has, therefore, becomenecessary to develop policies and norms, whichwould enable optimal utilisation of land andavailable educational infrastructure. Further, inthe light of practical experience in so far asschool education is concerned, the policyshould be geared to encourage integratedschools from the pre-primary to the highersecondary level, rather than allocating spaceseparately for Nursery Schools, PrimarySchools and Middle Schools, an exception tothis could be made in respect of PrimarySchools which may specifically be required tobe set up by the Delhi Government or theLocal Civic Bodies.

In the light of the above the followingplanning policy parameters emerge:i) Differential norms and standards for various

educational institutes/ institutionsdetermined, in the light of the norms of theconcerned controlling authorities e.g.University Grants Commission (UGC) / AllIndia Council for Technical Education(AICTE) / Directorate of Education,GNCTD /Central Board of SecondaryEducation (CBSE) etc. shall be applicable.

ii) Other educational activities may bepermitted within school plots after schoolhours subject to NOC / clearance from theconcerned departments/ organizations.

iii) The educational institution premises may bepermitted to function in two shifts, subjectto statutory approvals and any otherconditions that may be stipulated by therelevant competent authority.

iv) Nursery School may function as part ofPrimary School/ Secondary School/ SeniorSecondary School wherever needed.Separate / exclusive Nursery Schools may

be permitted, by way of mixed landuse inresidential premises subject to strictconditions regarding plot size, groundcoverage, FAR, location in terms ofaccessibility capacity, Parking and safetyetc.

v) Coaching centres, computer-traininginstitutes, physical education centres etc.would also be allowed in residential plotssubject to specific conditions as indicatedabove.

vi) Requirement of schools and Trainingcentres for mentally/physically challengedwith differential development norms areproposed.

As would be seen, there will be 2 levels ofeducational facilities namely upto Sr.Secondary level and Higher education level.The Planning Norms, Standards are given inTable 13.3 and 13.4 respectively andDevelopment Controls are given in Table 13.5and 13.6 respectively.

13.3 SPORTS FACILITIES

Delhi is emerging as an important centre forNational and International Sports events.

Although sizeable sports facilities have beendeveloped in the City by various agencies likethe Sports Authority of India (SAI) DelhiDevelopment Authority (DDA), GNCTD,etc., in terms of the Master Plan, Sportsactivities have, so far, been dealt with as apart of Recreational land use. It is also feltthat many of the facilities, which

have been developed, could actually be seenas recreation and/or club type of facilities. Asa result, even though, the DDA has developeda large network of excellent sports facilities,over and above the facilities developed by theSAI, etc. there is an evident need for aproperly planned and structured sportsinfrastructure in the City which, inter alia,should also be able to take care ofmega/international sporting events, such as

the forthcoming Commonwealth Games in2010.

Further, experience has shown that even thevarious facilities, which have been developed,as pure sports facilities, suffer from lack offull and proper utilisation, and there are issuesrelated to maintenance and resources for thesame. With reference to the latter, forexample, the Jawahar Lal Nehru Stadiumpremises are, on the one hand, presently underuse for a variety of non-sports relatedactivities and, on the other hand, the Stadiumitself cannot be used for anything but sportsactivities. The latter aspect, in turn, ischaracterised by gross under utilisation. Thisalso brings out the need for developing andprescribing planning and development controlnorms geared to planned, practical and properdevelopment of sports facilities as animportant component of social development

and optimum utilisation of the facilities to bedeveloped.

13.3.1 PROVISION OF SPORTSFACILITIES

Sports activities are an important part ofphysical and social development of anindividual and, at another level sportsactivities have a significant aspect of, andpotential in the form of congregational andcompetitive events at the community, city,national and international levels. Keeping thisin view norms and space standards separatelyfor sports facilities at neighbourhood leveland city level have been proposed with theaim of development of sports and play areasfor all age groups at appropriate levels. TheHierarchy, Planning Norms, Standards forSports Facilities are given in Table 13.7.

13.3.2 INTERNATIONAL SPORTSEVENTS

13.3.3 DEVELOPMENT CONTROLS

The development controls for the varioussports facilities will be as indicated below:Max ground coverage: 20% including amenity structures

Max. FAR: 40

Height: As required (subject to theapproval of concernedauthority).

Parking: 2 ECS/ 100 sqm of floor area.

Other Development Controls:To incentivise development of sports facilitiesand swimming pool within the group housingareas, schools, clubs, etc. (upto a maximum of100 sqm) shall not be counted towardsGround Coverage and FAR.

13.4 COMMUNICATIONS – POST /TELEGRAPH / TELEPHONEFACILITY

With liberalisation and technologicaladvancement, communication has becomevery important medium of accessibility.Following means of communication areavailable:

13.4.1 POST AND TELEGRAPH

Post and Telegraph is one of the most popularmeans of communication. The provision andmanagement of Post and Telegraph facility inDelhi is the responsibility of Post MasterGeneral of Delhi Circle. At present Delhi has553 post offices and 36 telegraph offices.Although, the number of telegraph offices isdecreasing due to availability of other easier,cheaper and faster modes of communicationthese facilities still serve considerable

population both at the city level and Nationallevel.

13.4.2 TELEPHONE

With privatization of tele-communicationsector most of the space requirement isexpected to be satisfied in private sector.There are 267 telephone exchanges in Delhiwith provision of 140 lakh connections, whichworks out to be 145 connections per thousandpopulation. The introduction of mobiletelephony has completely transformed thetelecommunication system in the city.Therefore the future space requirement fortelephone network has been worked outaccordingly.

13.5 SECURITY- POLICE

For maintenance of proper law and order, thesecurity force must keep pace with the growthand development of an area. The main agencylooking after security aspect in the city isDelhi Police. At present, there are 123 policestations, 80 police posts, 10 Delhi Armed

Police battalions, 9 District offices of DCPsand 9 District lines.

The Planning Norms/ Standards andDevelopment Controls for Security (police)facilities are given in Table 13.10 and 13.11respectively.

13.6.1 FIRE

Fire services have to play pivotal role and befully prepared in protecting people from firehazards, building collapses, road accidents

and other unforeseen emergencies etc. Atpresent, there are 36 fire stations in Delhi.

13.6.2 GUIDELINES FOR LOCATINGFIRE STATIONS & OTHER FIREFIGHTING FACILITIES IN URBANEXTENSION:

i) One fire station should be located so thatthe fire engines are able to reach thedisaster site within 3-5 minutes.

ii) Fire Stations shall be located on cornerplots as far as possible and on main roadswith minimum two entries.

iii) In the new layouts, concept of underground pipe lines on the periphery,exclusively for fire fighting servicesshould be considered.

iv) Fire stations are permitted in all land usezones except in Recreational use.

v) Necessary provisions for layingunderground/ over ground fire fightingmeasures, water lines, hydrants etc. may

be kept wherever provision of fire stationis not possible.

vi) The concerned agencies shall takeapproval from Fire Department for firefighting measures while laying theservices for an area.

13.6.3 DISASTER MANAGEMENT CENTRE

According to the Indian Seismic Zone map,Delhi is placed in Seismic Zone IV, whichmeans high damage risk zone. In the past, fiveearthquakes of Richter magnitude 5.5 to 6.7have occurred in the National CapitalTerritory of Delhi. Two major lineamentsnamely Delhi-Haridwar ridge and Delhi-Muradabad faults pass through the territory,both having potential of generatingearthquakes of the magnitude upto 6.5 to 6.7

in future. Such natural and man madedisasters neither can be prevented norpredicted. However, with the technologicaladvancement to some extent mechanism canbe developed to mitigate the after effects ofthe disaster. Areas of vulnerability can beidentified and necessary measures can beproposed by the concerned agencies whichare involved in it. The concerned local bodiesshould keep updating the building bye-laws tosafeguard against disasters and ensureeffective and impartial enforcement.Following policies and strategies for disastermanagement are proposed:

1. Pre-Disaster Preparedness

i) The Delhi Fire Services department beingthe nodal agency for disastermanagement, should identify vulnerableareas e.g. areas with high density and pooraccessibility in the city and proposesuitable measures.

ii) Sensitize people about after effects ofdisaster particularly school children.

iii) Make people aware through mediacampaigns and advertisements aboutemergency procedures and location ofemergency shelters etc.

2. Post Disaster Management

i) It has been observed that any disaster isgenerally followed by break down of

communication lines and disruption ofessential services. Therefore, the keycommunication centres should beprotected from natural disasters e.g. flood,fire and earthquake etc. and servicesrestoration should be taken up on top mostpriority. Necessary setup should becreated in each of the concerneddepartment for such eventualities.

ii) Standard type designs and layout shouldbe prepared by the local bodies and madeavailable to the people so that crucial timeis not lost in approval of Layout plans andbuilding plans after disaster.

Disaster Management Centres have beenproposed to serve people in the case ofdisaster and provide emergency shelters. ThePlanning Norms, Standards and DevelopmentControls for Disaster Management Centresare given in Table 13.12 and 13.13respectively.

13.7 DISTRIBUTIVE FACILITIES

Milk, Fruit, vegetable and LPG are the basicrequirements of the day-to-day life, andshould have proper distribution set-up. ThePlanning Norms, Standards and DevelopmentControls for such facilities are given in Table13.14 and 13.15 respectively.
