Zoning Overlay: Major Transportation Corridor (MTC) - This overlay district establishes guidelines on
the removal of foliage and vegetation along major roadways and interstates to preserve existing natural
and environmental features.
Watershed Protection Overlay District: Upper Eno Protected Watershed - The purpose of this overlay
district is to prevent significant future water quality deterioration in existing or potential future drinking
water reservoirs which receive stormwater runoff from land within Orange County. The following
restrictions are included in, but not limited to, the Upper Eno Protected Watershed.
Impervious Surface/Detention Pond Requirements (Residential) - BMP’s cannot be used to satisfy
watershed impervious surface requirements.
- 30% impervious surface limit for developments which exceed a density of 1 du/acre. Structural
BMPs are required if impervious surface exceeds 12%.
Impervious Surface/Detention Pond Requirements (Non-Residential) - 70% ISR with structural BMPs
if ISR > 12%
- 50% ISR for all fire stations and solid waste collection centers
- 12% ISR for all other non-residential uses
- on-site infiltration of the first inch of stormwater runoff
- a limit of 1,151 acres of non-residential use throughout the watershed (5.0%)
Water Supply/Sewage Disposal Facilities - New septic tanks and their nitrification fields shall be
located outside of any stream buffers and at least 100 feet from a perennial or intermittent stream as
shown on the USGS Quadrangle maps.

Development Opportunities/Constraints: Properties zoned EDB-2 have the following general
development limitations:
Floor Area Ratio (FAR) - a ratio that establishes the total cumulative floor area (i.e. either single or
multi-story buildings) that can be developed on a given parcel based on its square footage. *The ratio
in the EDB-2 district is 0.65.
(Example: For every acre (43,560 sq. ft.) of property there can be 28,314 sq. ft. of cumulative building
area)
Pedestrian/Landscape Ratio - a ratio establishing the minimum landscape area and pedestrian access
points (i.e. sidewalks, trails, sitting areas, etc.) that have to be developed on a given parcel based on its
square footage. The ratio in the EDB-2 district is 0.05.
(Example: For every acre (43,560 sq. ft.) of property there has to be, at a minimum, 2,178 sq. ft., of
landscaped/pedestrian access area. This minimum requirement may be increased based on specific
development proposals.)
The typical height limit in EDB-2 districts is 60 feet.
Typical setbacks from property lines are:
i. Front yard: 25 feet
ii. Side yard: 25 feet
iii. Rear yard: 25 feet
*The development of EDB-2 zoned property is also based on a developer demonstrating compliance with
several other regulatory standards including, but not limited to, compliance with Orange County’s
permitted use table, parking, stormwater management, landscaping, signage, impervious surface, soil
