2009 was a year of newness …… it was our fi rst year in a new world class facility for our athletes and administration, we completed a review of our organisation which has lead to a new strategic plan and a new business plan, the Oceania region established the Oceania Rowing Confederation for the fi rst time and we entered the fi rst year of a new, four year high performance plan that will take us to London 2012 and beyond.

Our International Success was without comparison, as our athletes and coaches continued their outstanding results to achieve medals, accolades and rewards that are all founded on a hard and honest commitment that separates us from others.

The Halberg Awards nominations (and subsequent winners) provided another level of exposure that continues to see Rowing in a positive and professional light.

Much of the strategic focus for 2009 has been on the 2010 world champs; the upgrade of Mighty River Domain, the new community centre at the fi nish line, the one year out celebration, the international success of the rowbox, the increase in K2010 staff working toward a successful event, and the acknowledgement from government that this is a major event on the NZ event calendar all leads to an amazing opportunity for us to capture the nation. I congratulate Tom Mayo and his team for their positive commitment over the past year.

The RNZ staff dedication and loyalty has my upmost admiration for their work ethic and the beyond the call of duty hours (the majority of which are unseen). Richard Gee has spent many late nights ensuring the media and rowing community and sponsors are all well informed and have the right information in a timely manner, Kevin Strickland has kept the regatta season, the coaching programme and the many regional and club requests to the fore with great dedication. Julie has provided the consistency and professionalism at head offi ce that I am motivated to maintain and to achieve our goal of transparency and a world leading approaches. Janine (Finance Manager) has accepted and delivered on the challenges of a new building, a world championships event and a new administration approach in a professional manner. Alan Cotter and the high performance staff (Lisa, Judith, Dick, Calvin, John, Dave and Academy of Sport Staff, Jennie, Trent, Brett, Dan, Seah, Andrea, Rod, Bruce, Criss, Craig and Dr Chris Milne ) have a four year plan, a four year goal and their commitment to achieving both (micro and macro) are without question and doubtless without opinion (from the readers of this report) but who are in my opinion leading the way in providing a truly high performance focus and outcome(s).

SPARC s support during the year has made a signifi cant difference to our ability to continue to develop our business operations. The High Performance funding is public knowledge but what many people do not know is that all funding streams are backed by people support …..academy of sport staff and services, relationship management, prime minister scholarships national forums, all provide an opportunity to enhance other areas of our work . To Paul Heron, Peter Miskimmin and the SPARC staff thank you for your contribution to Rowing NZ during 2009.

Gaming Trusts; Rowing NZ has received outstanding support from the Perry Foundation, The Lion Foundation, Pub Charity and Southern Trust. At a time when gaming trusts are under pressure to show their positive impact in the community, we are indebted to them for their contributions to the High Performance Centre, our offi ce operations and to the World Championships in 2010 and to the contributions to rowing at all levels. I encourage our members to acknowledge Gaming Trust support in an appropriate and consistent manner.

To Rob Bristow who has completed his last full calendar year on the RNZ Board and a huge workload behind the scenes; that has ensured the domestic rowing protocols and processes were appropriately engaged – on behalf of the rowing community thank you Rob for the amazing dedication to an area of rowing that is not so glamorous but vital for us all.

It is pleasing to see the positive approach being taken by KRI and SIR on matters of similar interest and I am convinced that this relationship can only bring good things to the regattas seasons ahead.

It was an enjoyable fi rst ‘whole of sport’ forum, an initiative I intend to continue so that ‘lack of communication’ is no longer a convenient excuse for those wanting one!

Report on Behalf of the Board for the Year Ending 31 December 2009

It gives me much pleasure to present the Report on behalf of the Board for the year ending 31 December 2009. Others will report on the high performance and domestic rowing activities during the year, and this report covers the Association’s fi nancial reporting and some of the constitutional issues currently before the AGM.

Financially the Association has recorded a defi cit for the period of $71,668. As was the case last year, the fi nancial statements consolidate the accounts of Karapiro 2010 Limited for the staging of the Rowing World Championships later this year, and the moneys and loans received for and the expenditure incurred in the construction of the High Performance Centre which was completed during the period.

Viewing these matters separately, the activities of Rowing New Zealand resulted in a defi cit for the year of $111,039 with the principal contributors being additional operating costs for the new centre, and interest on the loan taken out to complete the building. The former costs were offset to an extent by an additional grant from SPARC, while the interest costs have been capitalised into the loan principal.

Karapiro 2010 Limited receives funding from the Gaming Trust Grants raised by the Association on an as required basis, and directly from Major Events and sponsors. Its accounts record deposits received from participating nations for accommodation, transport and catering, and revenue in advance from ticket sales though these items will not be recognised as revenue until expenditure against them has been incurred. Operationally, K2010 Limited made a surplus of $39,370 for the period.

The High Performance Centre fi nal cost was $4,325,000 of which $2,645,968.88 was paid to contractors during 2008 with the balance, including interest covered by a loan from the BNZ of $1,694,000 and an advance from the New Zealand Rowing Foundation of $320,000 in 2009.

By the time of the AGM, I expect it to have been announced that the loan will have been repaid, and of course, by next year’s AGM the World Championships will have concluded. From next year therefore, we should be able to present a normal set of accounts without these major items.

The board’s aim going forward is to generate income suffi cient to sustainably fund the level of activity which will meet the Association’s aim of being the best rowing nation in the world, and the members’ requirements of the national organisation. This is not straightforward.

SPARC will fund the Association solely for meeting its benchmarks in terms of international success by our rowers, the development of the sport within New Zealand, and in terms of managing that funding well. SPARC’s benchmarks include the effi ciency of our management team, and the effectiveness of our governance processes whereby the board ensures that management does the right things for the right reasons. SPARC has been a generous funder and good partner, but it only supports excellent performance.

Sponsorship support at the levels we have enjoyed over the past 4 years, let alone more, will turn on continued podium performance by our rowers and on our fi nding ways for sponsors to be able to leverage off this. Relations with sponsors require constant attention, and we should never assume that we have sponsorships beyond their current contracts.

Over the past 12 months we have been able to re-establish the Association with most of the major Gaming Trusts in addition to their generous support for both the High Performance Centre and the World Rowing Championships. The reality is that without their support, we could not undertake the level of activity that we do. Their support is however, infl uenced by a number of factors outside our control, and should not be taken for granted. More particularly the board does not wish to be in a position of dependence on Gaming Trust funding. Gaming Trusts

should be seen as the source of funding for special projects, for going the extra mile in our activity, rather than for our core business.

We have been able to constrain levies on our membership in the interests of keeping to a minimum the national body’s demands on their scarce funds. This will remain the aim. One must acknowledge however, the huge fi nancial contribution made by our rowers – Juniors and U23s in particular, and those competing in the Trans Tasman competitions. In the year under review this totalled $637,247.

All of this puts into focus the need to establish new and stable sources of funding, untagged, for our core business. Attention is being given to a restructuring of the Rowing Foundation to this end and the board is constantly reviewing other options, though as a sport with limited spectator support, except for the Secondary School Championships, our ability to access TV sponsorship is limited. The board has rejected suggestions that the Association should have its own gaming sites, not only because this is not our core business.

This year we are placing before members propositions that will take the constitutional structure of the Association one step further, by removing the Commissioner positions from the board, and by setting in place a new framework for the appointment of directors which will ensure the regular introduction of new personnel to the board. We have made a start on the latter by appointing Chris Doig to replace Mike Stanley, and Joanna Perry in anticipation of my retirement. The Board is recommending that those appointments be endorsed by the Annual General Meeting.

But the new provisions are designed to establish a framework whereby this will happen more routinely.

In reaching this decision, the board refl ected on its performance since the current Constitutional provisions were introduced in 1995. They provided that the Board may appoint and renew the appointments of 4 directors, only recently with the endorsement of the AGM. The concept then was that the Board should be free to appoint people for their experience outside the sport. In practice all of the appointees have held prominent positions in business and the professions, but they have also had an association with rowing in one form or another. Rowing is a much larger business now, and our athletes are becoming more professional, so the board will look to maintain commercial and business skills in its mix from the appointed directors, to match the knowledge and experience of the sport that will come from the directors elected by Local Associations.

As we refl ect on the splendid achievements of our rowers during 2009, we refl ect too on the major changes to the sport which have occurred over the last 15 years, and which have contributed to their achievements. I refer in particular to the decisions to establish a consistent and state of the art high performance programme with a full time high performance manager and coaching team, centred a Karapiro. I mention particularly in this regard the carefully prepared and documented rules for the conduct of trials, and the uncompromising standards we have set for those athletes selected to compete internationally. I refer also to the decision to establish the support network of Regional Performance Centres; and to the deliberate decisions to develop Junior, U23 and Lightweight rowing all with the same high performance disciplines as those of our elite squads. It is reassuring to see their excellent results and, as with the elites, none of them happened by accident. I include the decision to apply to host the 2010 World Championships, and the associated decision to construct a new High Performance Centre at Karapiro which has been an outstanding investment, notwithstanding that all the funding was not in place at the time the decisions to start and complete the facility had to be taken .

None of the decisions I have referred to are uncontroversial, and in the best of rowing traditions some have taken time to bed in.

Preparations for this year’s World Championships are running to plan, and thus far expenditure has been consistent with budget, and the original budget provisions are proving to be reasonably robust. The board has little doubt that the event will successfully meet the objectives of exceeding the expectations of athletes, offi cials and spectators. Its fi nancial success will turn on the number of seats sold.

This is my fi nal report as Chairman of the Board. The last 15 years has been hugely rewarding for me, not just because we have all been able to see the sport grow, and our rowers seizing the opportunities to prove themselves as amongst the best in the world, but also because I have been again able to enjoy the special collegiality of our sport. There have been many highlights, and a drama or two I could have done without. But of the many things which will always remain with me, I mention two: the fi rst is the reality that it is most diffi cult to row successfully without family support, and I have enjoyed the way in which parents and family become part of us, sometimes only for as long as their son’s or daughter’s career, but often forever. Parents are our greatest sponsors and need the same nurturing as our commercial sponsors. And secondly I have enjoyed being one of the volunteers. I do not count the hours rowing takes in my life – none of us dares, coaches and offi cials in particular - but volunteers keep our sport together and make it work, and it has been an honour to be part of them.

In conclusion may I pay tribute to all those who have served on the board with me. The board has always been a team, and it has been a pleasure working with all who have given their time selfl essly over the years. And may I recognise our managers and coaches who have each in their different ways contributed to the increasing achievements and profi le of the sport. Finally, may I thank you, our members, for your patience and good humour at our meetings, and for the way you have seized the issues and taken the decisions which have made Rowing New Zealand better, and will make it even more so in the future.

Rowing New Zealand (RNZ) has had one of its most successful international campaigns culminating in four gold and one bronze medal at the World Championships, three gold and one bronze at the Under 23 World Championships, and one silver and one bronze at the Junior World Championships.

The 2009 Campaign began with media attention given to the number of retirements and unavailability of athletes to the RNZ Programme. This was quickly rectifi ed with the rise of some new stars and exceptional leadership by our incumbent oarsmen and women. That RNZ had one of its most successful international years after experiencing a number of key athlete retirements, gives credit to the centralised programme and the various regional performance centres. We have shown that we have now developed a depth of talent that will hopefully transverse Olympic cycles.

The international year started with the U23 World Championships held in Czechoslovakia where New Zealand became a dominant player on the World stage winning gold medals in the mens coxed four, mens coxless four, mens double and then bronze in the women’s coxless four. Congratulations must be extended to the coaching team of Dave Thompson, Mark Stallard, Dale Maher, Marion Horwell and Dave Hill together with Team Manager John Howard who once again led a very successful campaign into Europe.

The performance of the entire Elite team at the World Championships was a highlight and a special mention must be given to Mahe Drysdale who not only had a meritorious personal campaign but also led the athlete group helping to create a very cohesive and happy team during its European tour. This tour also saw the rise of some special crews, the mens pair in Eric Murray and Hamish Bond dominating throughout the European campaign and the lightweight double of Peter Taylor and Storm Uru showing the width of our programme. Duncan Grant now three times World Champion has permanently cemented himself in rowing history and the women’s pair, a new combination for the World Championships provided the selectors with an insight to the potential and depth within the women’s programme. Special mention must be made of Dick Tonks who coached many medal crews and led our successful elite coaching team of Calvin Ferguson and John Robinson.

For the fi rst time the entire Elite team was invited to the Royal Henley regatta which gave our athletes a unique and memorable experience. It also enabled them to become familiar with Eton, the 2012 Olympic venue.

This year’s Junior team was large and performed very well meeting the goals set by the Commission for the development of our Junior Athletes. A silver in the women’s eight was defi nitely a highlight and bronze in the men’s quad provided a fi tting reward for those crews and their coaches. All crews performed admirably and have benefi tted from the experience of an international campaign.

Development of our younger athletes through the Youth Cup and Junior World Championships continues to be an important part of the RNZ programme. Success is not always measured at this age with medals but more importantly

through the continued development and retention of our young athletes. For this reason the Commission has placed more emphasis on the selection and support of coaches within the Junior programme. If there was to be any downside to the centralised high performance programme it is in having available a pool of coaches who can relocate to Karapiro for the duration of an international campaign.

2009 will be remembered as the year that RNZ truly put its foundations down at Lake Karapiro. The opening of the newly completed high performance centre was a bricks and mortar statement in the changing of age of our sport. The high performance centre by all accounts is a fantastic facility that provides our athletes and administration staff with the facilities envied by many around the world. This combined with additional support by the Academy of Sport (in particular a specialised strengthening and conditioning expert in Trent Lawton) will help ensure the success of rowing into the future. Recognition must also be given to the Waipa Council for their signifi cant and ongoing support of our sport within their region.

A further signifi cant enhancement to the high performance programme has been the employment of key resources within the RNZ Offi ce. High performance now has high caliber people in Alan Cotter, High Performance Manager, Judith Hamilton and Lisa Holton, all whom are recognised as passionate and very able personalities within our sport.

RNZ continues to have a unique commercial relationship with European boat builder Fillippi. This alone is a signifi cant benefi t, but was further highlighted this year when during the Under 23 World Championships our coxed four was destroyed through a freak wind event. Within one day our world beating coxed four were provided with a new boat enabling them to compete at the World U23 Championships without disruption.

Regional Performance Centres

In 2009 all centres were properly resourced allowing full time appointments of a manager and two coaches. This has enabled an immediate improvement in delivery, with the calibre and standard of athletes available to the selectors signifi cantly improved. As a Commission we must now ensure that this improvement will continue and provide leadership in both coach and athlete development.

Strategic Outcomes

One of the key strategic goals for the Commission was to retain our key athletes. Financial hardship is an obvious detriment to prolonged involvement in our sport at the higher level. In 2008 after the Beijing Olympics, RNZ together with a number of NSOs made a submission to SPARC to seek additional funds for athletes in an attempt to help retain them. This year through the PEGS programme athletes competing in Olympic events have had a signifi cant increase in their payments. RNZ now has a base of athletes who have the fi nancial ability to sustain the ongoing pressures associated with full time training.

The 2009-2012 High Performance Strategic Plan identifi ed 5 key outcomes with those being:

1. Consistent World class performances across current Olympic cycle.

2. High quality international coaching team.

3. Increased quality of athletes available to the High performance programme.

4. Winning culture.

5. Maximise the use of technology to aid and sustain international performances.

2009 has seen signifi cant progress to achieving all of these outcomes.

Outcome 1: “Our goal was to achieve two world championship gold medals in 2009” – we achieved four gold, one bronze.

“Under 23 was to achieve two world championship medals” – we achieved three gold, one bronze.

“Junior top six placings for all junior crews at World Championships” – 60% of our crews achieved this goal, with the bonus of silver and bronze medals.

Outcome 2: As a Commission we are now confi dent that we have a pool of talented coaches available to coach international teams. Special thanks must be given to Dick Tonks for his leadership of our coach development.

Outcome 3: Together with the retention of our key athletes as mentioned above a further measure was the number of athletes achieving a minimum erg score shifting from 17 to 40 by March 2011. We already have 30 athletes achieving our goal.

Outcome 4: Winning culture – a key performance indicator to see athletes and coaches consistently demonstrate the behaviours of the Rowing New Zealand Culture. We believe that the performance of our international crews this year was the best we have ever experienced with a cohesive, happy and professional approach to all our campaigns resulting in success across all grades.

Outcome 5: The development of a portable buoy system that accurately assesses boat speed has been well advanced and the expectation is that this will be available to our coaching team in 2010.

2010 will provide its own unique challenges with the World Championships hosted by RNZ for the fi rst time in 32 years. It is easy for us to be distracted with expectations placed upon our selectors to boat numerous athletes across all fi elds simply because the World Championships are local. The Commission is very careful that irrespective of the location of the championships the standards and expectation of our crews remains the same. What will be challenging for our athletes will be to maintain a prolonged focus on the World Championships through an extended international season.

It is important to note that while there has been a number of enhancements to the sport we in rowing have to ensure that the culture that has driven us for so many years is not diminished. Rowing is recognised for the honesty, integrity and hard work of the people associated with the sport. We all strive to provide enhancement to support our athletes but we are also conscious that the hardened edge gained from sacrifi ce and that has benefi ted our crews on the World stage is not lost. This is a challenge in itself.

In conclusion, I would like to thank all the people who have made a huge contribution to the success of the 2009 high performance programme. 2009 has been a signifi cant year. The ability to retain a cohesive approach to the high performance programme pays tribute to our key high performance staff - Alan, Judith and Lisa, the Board, our new CEO Simon Peterson, members of the Commission and most importantly our coaches and athletes, all of whom continue to strive for that extra bit needed to maintain our performance on the World Stage.

Information TechnologyThe clear message given by delegates to last years AGM was that the online entry system be upgraded. A huge effort has seen Kevin Strickland in consultation with Datatorque and representatives from a number of rowing organisations including SIR, KRI, clubs and Association oversee a complete overhaul of the system. The end result was a much improved and widely accepted online entry system.

There is now tight integration with the regatta management software Regatta Pro 7 and this has resulted in its wider use for regattas. It is now the standard at Karapiro and Ruataniwha where it has been further integrated with the Finish Lynx camera system. We are now able to provide for a real image of the close fi nishes and also ensure that crews have not been swapped between heats and fi nals.

Other venues using the system include Wanganui, Wairau, Hawkes Bay, Waitara, Lake Pupuke and at Hamilton.

Interprovincial ChampionshipsNotwithstanding the recent success of the Interprovincial Championships the prohibitive costs and the uncertainty that all Associations would attend meant that an early call was made this year to cancel them. It is encouraging that Island based events were supported which allowed for a positive goal from winter training. For the East Coast crews the 3 days it took to travel back from Karipiro after having been caught by snow on the Taupo road added to the experience.

Masters RegattaThe Banklink NZ Masters Championships appear to be going from strength to strength. Numbers increased from the previous year and even a number of overseas crews were present. The standard was, as always, very competitive with many crews in the fi nal stages of their preparation for the World Masters regatta at Penrith a few weeks later. As always the social side of the regatta was also well supported.

Regattas around The RegionsOnce again Whanganui kicked of the season in style with another race for the “Billy Webb Challenge”. This year Mahe Drysdale held off Nathan Cohen and Tim Maeyens to take the title. It was great that a women’s race was also included with Emma Twigg holding off Sally Kehoe and a fast starting Odette Sceats to win the Baker-Hogan Trophy. With this years race scheduled on the weekend after the World Championships fi nish Mahe has promised a truly International line up for the event with many of the worlds top scullers expected to attend.

As always a large number of regattas at both Championship and club level were held. Some regions, however, had their regattas spoilt by the weather and others have vanished from the calendar all together. In particular the NI Championships which this year became the victim of the timing of the National Championships and a clash of dates with other lake users.

Holding the Nationals so early is to ensure that the University students are able to compete but the ramifi cations are signifi cant not only for the regattas at the Championship’s venue but also for Clubs and Associations who try to schedule regattas in the lead-up weeks. Unless a completely different mind set is adopted this will continue to be a thorn in the side of a meaningful regatta season, already limited to about 8 weeks (3 before Xmas and 5 after).

That said the BankLink National Championships were a great success with more rowers and more crews, in particular in the senior grade where the removal of the “2 wins and you’re a Premier” rule clearly encouraging more to have ago at this level with a consequential increase is standard.

Youth, Associations and Domestic Commissions

Secondary School RowingThis years Maadi Cup was a truncated affair with high winds forcing regatta organisers to run some of the earlier repechages and semis over a thousand meter course. Thankfully the wind stayed away and allowed all fi nals to be raced on the Saturday. The Twizel experience for many athletes and parents in particular for North Island 1st timers is very special.

Simon Peterson is currently working with NZSS representatives in an effort to ensure that the best practice models of governance and management are adopted at this important level of the sport.

RegradesThese once again took a good deal of time with one regrade evaluation and assessment taking no less than 90 emails. Many regrades still fail to provide a complete race history for the athlete it is hoped that the amendments to the rules being debated at this years AGM will resolve this issue.

MagazineThe Rowing NZ magazine “Oarsport” continues to fl ourish under the diligent eye of the editor, Richard Gee. The publication is now world class and his thought-provoking editorial in the most recent edition shows how lucky we are with the way our representative athletes integrate and relate to the grass roots membership.

DinnersOnce again Richard Gee and Kevin Strickland ensured the success of The BankLink dinners that raised a record amount of more than $100,000 to help the Under 23’s and Juniors. While thanks are due to those who donated to the auctions, even more thanks are due to those who attended the dinners and bid for the goods and services.

On the matter of fundraising many thanks for the hard work, again undertaken by Robin Owens, in organising another wide reaching fundraising opportunity with the Rowing NZ Calendars.

NZRROAWhere would be we without the offi cials to run the regattas for us? RROA continues to increase in membership and profi le but is perhaps starting to get some growing pains. It is recognised that these will need to be addressed in the not too distant future with a restructuring of the organisation so that it meets the needs of all those volunteers who offi ciate at Regattas.

Rowing NZ was able to facilitate and fi nancially support the ongoing exchange of race offi cials between Australia and NZ.

All of Sport MeetingsIn addition to the annual AGM and the informal catch up at the big regattas representatives of the associations have meet twice this year. Simon has sought to ensure consistent communication in the lead up to the World Champs later this year at Karapiro. These forums have been well received with a third meeting promised as Simon seeks to lock in a positive legacy from the worlds and ensure that associations remain vibrant and relevant to their constituents.

Constitutional ChangeThe changes to the structure of Rowing New Zealand refl ect the growth of the sport over the past decade. As we are better funded, management is able to play a greater role in the day to day management, whilst the domestic commission may disappear it will be replaced by a Domestic Committee who will report to the CEO.

Rob has a wonderful working knowledge of the rules and regulations and has applied that knowledge fairly even where those decisions may not have been popular. Rob epitomises the slogan “rower for life” we look forward to seeing him at regattas, camera in hand or even rowing in the odd Masters event - PT.

2010 World Rowing Championships CEO ReportKarapiro 2010 Limited as the National Organising Committee for the 2010 World Rowing Championships can report a good year, not only in terms of fund raising but also organisational delivery and preparation. As you will see from the accounts presented within this annual report our organisation remains stable.

Typically NOC’s in their fi nal year of organisation go through a huge transition as they grow from a small events team to become the hosts of hundreds of athletes, spectators and offi cials. This year has seen us expand our events team with the notable appointments of Grant Calder (Commercial and Marketing manager) and Penny Dain (Chief Press Offi cer). Our organisation has also been blessed with huge support from volunteers across the country. The volunteer programme is growing daily and we now have forty fi ve people in roles with a further increase expected later this year. We don’t doubt that we will need several hundred volunteers to host this event.

The 2009 year saw us tour the World to promote the Championships, the Rowbox which has recently been shortlisted for the 2010 annual SPARC sport and innovation awards, visited eight countries and regatta driving back to a database which has since been promoting offi cial tour packages through Williment Travel. We are now currently touring NZ with the Rowbox; engaging clubs, schools and events alike.

Tickets were also released late October to the RNZ members and then nationwide from the 1st November. Ticket sales have been very encouraging and premium seats are now limited. General admission and corporate hospitality ticket sales will be available later this year. Both important revenue generators for our organisation.

K2010 would like to thank RNZ for their support again this year and whilst our organisation will cease to exist in 2011 our aim is to leave a legacy for years to come.

The architect of much of the success of New Zealand’s rowers in the past decade, Richard Tonks, secured the Coach of the Year Award, the second time he has taken the title and further acknowledgement that the quiet man from Wanganui is one of the sport’s all-time greatest coaches.
