There are also a number of other proposals set out in this year’s draft Plan, such as: Increasing the Service’s support and lobbying around the campaigns to fit sprinklers in all new buildings and making it a legal requirement for private landlords to fit long-life, linked smoke alarms in all properties. Running a pilot project to provide a paid-for Home Safety Assessment (HSA) programme to low-risk households. Carrying out a feasibility study into the potential of a dedicated Safety Centre for young people in Cheshire. WORKING WITH HELICOPTERSN Wilson, Health, Safety and Well-being, FSHQ - 01606 868661

Service personnel attending incidents to which an air ambulance has been called need to beaware of the correct procedures for approaching a helicopter and working with the air ambulancecrew (see SOP 4.3 Air, e-docs 143). In addition all drivers of Service vehicles need to be aware ofthe risks associated with approaching too close to a helicopter during landing or whilst it ispreparing to take off.

Bond Air Services who provide air ambulance support in some areas including the North Westhave received near miss reports from two pilots regarding emergency service vehiclesapproaching too close to the moving blades; neither of these incidents involved the Service butserve to illustrate the problem. Extracts from the reports are copied below:

Occurrence Report 1:

The aircraft was parked on the road, the police had closed the road for approx. 300m in bothdirections. After the paramedic gave the clear to start signal he had become aware of a blueHonda CRV with flashing blue lights approaching the rear of the aircraft at 15 to 20 mph. Thevehicle gave no indication of slowing down and looked as if it was going to attempt to drive pastthe side of the aircraft. This would have taken it under the rotor disc. Once we had lifted there wasa one-way conversation where the fire service senior officer in the car stated “I have anotherincident to go to” before he sped off.

Occurrence Report 2:

After the crew had left via land ambulance for the hospital I returned to the aircraft to pre-flight itand load surplus equipment. I asked an attending Police officer if he could close the No1 lane ofthe opposing carriageway (No2 lane already closed whilst we attended) to enable me to take offand return to Base. After achieving ground idle on both engines and conducting the post enginestart checks I became aware of a police BMW X5 driving towards me. In somewhat disbelief Ifrantically gesticulated for him to stop, which he did almost under the spinning disc area. I thenwaved him to reverse away from the arc at which point he drove forward, again a frantic wave forhim to stop which he then did. He had reached the point where his bonnet was just under the discin my 10 o’clock position. A combination of my wide eyes and frantic waving then achieved itsintended purpose and he reversed away and clear. I then ran up to flight idle and took off shakingmy head all the way home.

Bond Air Services have produced a poster offering guidance to emergency services on helicopterawareness. A copy of which will be sent to all stations. An electronic version of the poster can befound on the intranet in the Health Safety and Well-being section under Guidance.

Working within the Headquarters team you will research, prepare and present reports, policiesand papers and ensure the currency of all systems and procedures. You will support the effectivedelivery of all Community Fire Protection activities including the provision of technical advice andguidance on all Community Fire Protection matters. Additionally as part of a flexible duty systemyou will be responsible for responding to and managing operational and fire safety incidents,undertaking fire investigations and reporting on incidents.

Within this role you would be responsible for leading and managing a legislative fire safety teamfor a Unitary area which will include managing performance, planning work activities, advising ontechnical fire safety matters and developing individuals. Additionally, as part of a flexible dutysystem, you will be responsible for responding to and managing operational and fire safetyincidents, undertaking fire investigations and reporting on incidents.

Applicants for both posts must be able to demonstrate:

• A thorough knowledge and understanding of fire safety legislation • A thorough knowledge and understanding of the technical aspects of fire safety design in buildings

• An ability to apply that knowledge in the operational environment to help resolve incidents• Leadership and Management skills• Incident Command competence in accordance with EFSM 2
