1. The proposal envisages diversion of 0.4528 hectare of forest land in favour of Mis

Preetech Pvt. Ltd., for construction of 850 KW Mini Hydro Power Project on Sabraon

Forest Division and District Gurdaspur, Punjab.

2. The proposal involves felling of 186 trees.

3. Compensatory Afforestation has been proposed on 1.86 ha forest land in Khazala

Distributory, Tehsil Shri Hargobindpur, District Gurdaspur. The Compensatory

Afforestation scheme involves maintenance of plantation for tcn J'ears.

4. The legal status of the forest land proposed for diversion is Protected Porest.

5. As the project envisages for construction of 850 K\V Mini Hydro Power Project on

Sabraon Branch Canal RD 34160 on L/ s, thcre is no other alternative possible for

the project avoiding forest land.

6. The proposed alignment is not passing through any National Park, \:Vildiife

Sanctuary, Elephant /Tiger Reserve. 7. The requirement of land is unavoidable and barest minimum.

8. No violation of Forest (Conservation), Act is thcre as per DFO's site inspection repor:..

meeting and after going through the presentation on DSS (Decision Support System)

The Regional Empowered Committee examined the proposed site of forest land to be diverted and proposed CA site on DSS(Decision Support System} based on GIS (Geographical Information System). Thereafter, discussed the above mentioned proposal and observed as below:

1. The proposal envisages diversion of 5.0064 ha (1.3363 ha in Amritsar Forest Division + 1.522 ha in Jalandhar Forest Division + 1.62 ha in Ludhiana Forest Division + 0.5295 ha in Sangrur Forest Division) of forest land in favour or NRSS­XXIX (B) Transmission Limited, for construction of 400 KV D / c Transmission Line from PGCIL substation at Am1itsar under Forcst Division and Districts Amri~sar:

4. The legal status of the forest land proposed for diversion is Protected Forest.

5. As the project envisages in Favour of NRSS-XXIX (B) Transmission Limited. for construction of 400 KV D/c Transmission Line from PGCIL substation, there is no other alternative possible for the project avoiding forest land.

6. The proposed alignment is not passing through any National Park, Wildlife Sanctuary, Elephant ITiger Reserve.

7. The requirement of land is unavoidable and barest minimum.

8. No violation of Forest (Conservation), Act is there as per DFO's site inspection

report.

4. The legal status of the forest land proposed for diversion is Protected Forest. 5. As the project envisages for construction of 800 K\,;V Mini Hydro Power Project on

This is an old proposal already examined by Regional Empowered Committee on DSS (Decision Support System) based on GIS (Geographical Information System). The salient features of the proposal are as below:

1. The proposal envisages diversion of 6.477 hectare of forest land in favour Northern Railway Ambala Cantt. for Doubling of Railway Track from Ambala to Dappar Stations between KM 211.238 to 219.153 B/s under Forest Divis~on aIld District S.A.S. Nagar, Punjab.

2. The proposal involves felling of 459 trees. 3. Compensatory Afforestation has been proposed on 12.954 ha forest land in C.l\o.

Bir Gulabgarh (5 ha), Bir Barouli part 1 & 2(7.954 hal, District S ..-\.S. £\agar. The Compensatory Afforestation scheme involves maintenance of plantation for len years.

4. The legal status of the forest land proposed for diversion is Protected Porest. 5. As the project envisages for Doubling of Railway Track from Ambala Lo Dappar

Stations between KM 211.238 to 219.153 B/ s, there is no other alternative possible for the project avoiding forest land.

6. The proposed alignment is not passing through any National Park, \\'ildlife Sanctuary, Elephant /Tiger Reserve.

7. The requirement of land is unavoidable and barest minimum. 8. No violation of Forest (Conservation), Act is there as per DPO's site inspection

12. The proposal was discussed in the REC meeting held on 17th Maret., 2016 in which the project \vas approved but now it has come to the notice through Newspaper that the doubling work of Railway tr:ack from Ambala to Dappar stmian bct\vccn Kl\JI 211.238 to 219.153 is already executed \vithout permission. The fact finding repon was sought from the State Government vide letter dated 22.04.2016. The repon of which was received on 29.04.2016.

13.The proposal was again discussed in the REC meeting held on 29th l\pril, 2016 i which the REC decided to keep the decision of approving the project and allO\:.-ing in-principle approval in abeyance until the matter regarding \-iolation is investigated. It was also decided that Cli' South Circle Punjab shall conduct fresh inspection of the forest land involved in the proposal and submit the repon for consideration in the next REC meeting. 1~ ...

i~. Although inspection repon of CF South Circle Patiala is not submitted to this office so far but the CF South Circle Patiala was present in the meeting. She clarified that 459 trees mentioned in the proposal are still standing and are included in the enumeration register maintained by the forest department as per provisions of \\'orking plan. She also stated that as per user agency, the doubling of the track has been carried out on the land owned by Railways and the trees are required to be felled for the safe passage of train movement.

16. After detailed deliberations, it was decided to defer the proposal for the next meeting and until then, the following information may be provided:­i. Clarification from the Railway Department regarding the title and purpose of

seeking diversion of forest land when doubling of track is already carried out on its own land.

u. Inspection report of CF South Circle Patiala. iii. Fresn GPS coordinates orCA site.

17. The State Government through Nodal Officer s'..lbmitted complete reply on 10.08.2016.

18. The user agency present in the meeting clarified that the doubling of the track has been carried out on lie land owned by Railway which is a non forest land. The inspe:tion report of CF has been provided. In view of the clarification given by user agency, the REC ad\ised to modify / amend the proposal and include only the forest land required for the purpose for which proposal may Pf submitted de novo.

15. The State Government through Nodal Officer submitted reply on 12.08.2016 . 16. .After going through the presentation on DSS (Decision Support System) the REC

approved the proposal and decided to accord Stage-I after submission of following information.: a) Transfer and mutation of A.7188 ha non forest land in favour of forest

d~partment, Punjab. b) Alternate CA site for 30 ha (20 ha in Jalandhar and 10 ha in Hoshiarpur) may

be provided along \'vith map, site suitability certificate and GPS co-ordinates and accordingly CA schemes of both the divisions may be revised.

tall plants) area has been proposed on Dehlon-Pakhowal Road KM 11/6 B/s-5.00

ha, Galab Kokri Road KM 7.50-13.50 8/s-9.99 ha and Jagoran Sidhwan Ret Road

KM 5-15 8/ s in Ludhiana Forest Division. On examining the CA sites on

DSS/Google Earth, it ",vas found except for Samrala DisHy RD 0-23 B/s (15 hal and

Chuharwal Forest (5 Ha), there is not sufficiem space available [or planting. Hence

J. As the project envisages for widening of section of NH-95 (New Nh-05) starting from

Kharar KM 10.185 to 86.199 B/ s under Forest Division SAS Nagar and Districts

Fat.ehgarh Sahib, Ropar and Ludhiana, there is no other alternative possible for

the project avoiding forest land.

6. The proposed alignment is not passing through any National Park, Wildlife

Sancmary, Elephant /Tiger Reserve. 7. The r,~quirement of land is unavoidable and barest minimum.

8. Xo violation of Forest (Conservation), Act is there as per DFO's site inspection

report. 9. No rare / endangered/vulnerable and endemic species of flora and fauna have been

foundj recorded in the area. 10. No sacred grove or very old gro\vth trees/forests exists on the site and the forest

land proposed for diversion is not having any socio-cultural/religious value. 11. There is no Protected Archeological /I-Icritage site/Defence establishment in the

The Regional Empowered Committee examined the proposed site of forest land to be diverted and proposed CA site O!l DSS (Decision Support System) based on GIS

(Geographical Information System), thereafter, discussed the above mentioned proposal

and observed as below:

1. The proposal envisages diversion of 9.5876 ha (6.8846 ha in Patiala F.D. + 2.703

ha in S.A.S. Nagar F.D.) of forest land in favour of Central Works Division PWD

B&R Branch Patiala for rehabilitation & upgradation of NH-64 from (ZirakpUf to

Patiala section) to 4 lane from 0-19 and 19-50.00 B j s in the st.ate of Punjab on

Engineering Procurement and Constriction (EPC) mode under Forest Di,-ision and

Districts Patiala and SAS Nagar Punjab.

2. The proposal involves felling of 3966 trees (3298 trees and 20 plants in Pmiala rOreS( Division and 668 trees in S.A.S Nagar Forest Division).

3. Compensatory Afforestation has been proposed on 13.8092 ha fores: land in PaDala
