MVNO markets have gone through various stages of development in recent years. Since the firstinception of MVNOs in the 1990s and the second wave of proliferation in the mid-2000s, thenumber of players have proliferated and contracted in cycles. The mobile operators’ attitude hasgone through some radical changes: Initially, the mobile operators fought against MVNO legislationand the MVNOs themselves; then they accepted the existence of MVNO players; and then theystarted eagerly seeking new MVNO partners and developing aggressive wholesale strategies.
The full potential of the global MVNO market is yet to be unleashed
The global customer base of MVNOs is set to reach approximately 2.4% of the total mobilesubscription base by the end of 2015, a total of 186 million subscribers. The MVNO penetration ofthe mobile market varies considerably across the different regions (see fig. 1).

Western Europe and North America, both expected to grow in terms of MVNO subscription numbers, are notexpected to see a radical shift in terms of market structure. The global MVNO market will reach 186 millionsubscriptions by the end of 2015 with North America and Western Europe still accounting for the vastmajority. These two regions will remain the largest MVNO markets in terms of the number of subscriptionsand players (see figs. 2 and 3), and will also continue to top the ranks in terms of MVNO penetration.
