– Institutions with some financial resources but limited staff resources: hosted service or membership organization like MetaArchive
– Institutions with some staff resources but limited financial resources: local open source tools for processing with a hosted service for storage
– Institutions with both resources: likely an all-in-one hosted service or membership service is attractive
