DRAFT RESOLUTIO

The First Committee of the General Assembly,
Guided by the purposes and principles of the Charter of the United Nations,
Reaffirming the right of self-defence under Article 5 of the UN Charter
Reaffirming, in all its aspects, the United Nations Global Counter-Terrorism !trategy,
adopted on " !eptember #$$%, &hich enhances the o'erall frame&or( for the efforts
of the international community to effecti'ely counter the scourge of terrorism in all its
forms and manifestations, and recalling the first, second and third biennial re'ie&s ofthe !trategy, on ) and 5 !eptember #$$", " !eptember #$$, and #" and #* +une
#$#, respecti'ely, and the debates that &ere held on those occasions
Recogniing that international cooperation and any measures underta(en by ember
!tates to pre'ent and combat terrorism must fully comply &ith their obligations under
international la&, including the Charter of the United Nations, in particular the
purposes and principles thereof, and rele'ant international con'entions and protocols,
in particular human rights la&, refugee la& and international humanitarian la&,
Underlining the fact that the Counter-Terrorism .mplementation Tas( Force should
continue to carry out its acti'ities &ithin the frame&or( of its mandate, &ith policy
guidance offered by ember !tates through interaction &ith the General Assembly on
a regular basis,
Reaffirms the primary responsibility of ember !tates to implement the !trategy,
&hile further recogniing the need to enhance the important role that the United
Nations, including the Counter-Terrorism .mplementation Tas( Force, plays, in
coordination &ith other international, regional and sub regional organiations, as

appropriate, in facilitating and promoting coordination and coherence in the
implementation of the !trategy at the national, regional and global le'els and in
pro'iding assistance, upon re/uest by ember !tates, especially in the area of
capacity-building0
1ncourages ci'il society, including non-go'ernmental organiations, to engage, as
appropriate, in efforts to enhance the implementation of the !trategy, including
through interaction &ith ember !tates and the United Nations system0
Reaffirms the need for enhanced dialogue among the counter-terrorism officials of
ember !tates to promote international, regional and sub regional cooperation and
&ider dissemination of (no&ledge of the !trategy in order to counter terrorism, and in
that regard recalls the role of the United Nations system, in particular the Counter-
Terrorism .mplementation Tas( Force, in promoting international cooperation and
capacity-building as elements of the !trategy0
Urges !tates, &hile countering terrorism, to fully comply &ith their obligations under
international la&, in particular international human rights, refugee and humanitarian
la&, &ith regard to the absolute prohibition of torture and other cruel, inhuman or
degrading treatment or punishment0
Recognies the need to continue ensuring that fair and clear procedures under the
United Nations terrorism-related sanctions regime are strengthened in order to
enhance their efficiency and transparency, and &elcomes and encourages the ongoingefforts of the !ecurity Council in support of these ob2ecti'es, including by supporting
the enhanced role of the office of the ombudsperson and continuing to re'ie& all the
names of indi'iduals and entities in the regime, &hile emphasiing the importance of
these sanctions in countering terrorism
