APPROVAL OF JET RODDER PURCHASE

EXECUTIVE SUMMARY: During the past several months, one of the projects that the Community Services Department has been working on in coordination with our solid waste programs is to enhance the maintenance and cleaning of City storm drains and underground collection system pipes. In order to facilitate this activity, the City Council through the mid-year budget update process appropriated additional monies in the Solid Waste Fund for the capital acquisition of a jet rodder. Staff contacted several firms to obtain pricing information and a total of three bids were received {Attachment A). The lowest responsible and qualified proposal for the purchase of a jet rodder was submitted by Plumbers Depot, Inc. in the amount of $55,192.78.

DISCUSSION: In total, the City received the following three bids for the purchase of a jet rodder:

Bid rejected due to the fact that bid price for the

' aa,4a2.99 equipment did not meet minimum pressure ratings specified.

Initially, the lowest bid was submitted by Jetters NorthWest in the amount of $33,482. However, after reviewing their submittal, the bid was rejected due to the fact that the equipment proposed in their response did not meet the minimum pressure ratings specified by the City.

This meant that the low bidder for the equipment was Plumbers Depot, Inc., which specified a cost of $55,192.78 for the proposed equipment.

FISCAL IMPACT: Funding in the amount of $55,000 is included in the Solid Waste Fund in account number 650.650.650.08.807 for the purchase of a jet redder. The additional $192.78 needed to complete the purchase is available in the Solid Waste Fund in account number 650.650.650.06.634.

RECOMMENDED ACTION: Staff recommends that the City Council take the following actions:

1. Authorize staff to purchase the jet rodder specified by Plumbers Depot, Inc. for an amount not to exceed $55,192.78.

2. Appropriate funding for the jet redder as outlined in this report.

3. Authorize the City Manager or his designee to execute the required paperwork.
