I, William M. Windsor, the undersigned, hereby declare under penalty of

perJury:

1. My name is William M. Windsor ("Windsor"). I am over the age of21,

am competent to testifY, and have personal knowledge olthe matters stated herein.

2. On May 17,201 I at 2:03 pm EDT, I entered the Office of the Clerk of

the United States District Court for the Northern Districtof

Georgia, 75 Spring

Street, 22'" Floor, Atlanta, Fulton County Georgia 30303.

3. I presented two letters to Chief Deputy Clerk Douglas J. Mincher

requesting to access court records, to inspect, and to copy in cases 1:09-CV-01543

WSD, 1:09-CV-02027-WSD, and I:06-CV-0714-0DE in the United States District

Court for the Northern District of Georgia. Exhibit I is a true and correct copy of

Mr. Mincher's business card that I requested and obtained.

4. Exhibit 2 is a true and correct copy of one of the requests.

5. Exhibit 3 is a true and correct copy olthe other request.

6. Mr. Mincher refused my request to stamp my copy ol the letters

"Received."

7. I was also denied access to any and all the records in my cases after

politely requesting access to the court records to inspect and to copy.

8. This is a clear violation of my rights and the rules of the court. Exhibit

4 is a true and correct copy of the relevant rules printed from the clerk's website.

9. Ms. J. White, Miss V. Sanders. Ms. Gitling, an unknown government

employee with Mr. Mincher, and a man who appeared to be a pro se party making

a filing with Miss Sanders all witnessed the interaction.

10. By 2: 10 pm, I left the Clerk's Office, and the time stamp Irom the

parking lot shows that I exited the court property at2: 18

pm. Exhibit 5is

and correct copy of the parking receipt.

3. Because documents scanned in color or containing a graphic take much longer to

V. PUBLIC ACCESS TO CMIECF

A. PUBLIC ACCESS AT T HE COURT. Access to the electronic docket and documentsfiled in ECF is available to the public at no charge at the Clerk's Office during regular businesshours. A copy fee for an electronic reproduction is required in accordance with 28 U.S.C. 1914.

Conventional copies and certif ied copies o f electronically filed documents may bepurchased at the Clerk's Office. The fee for copying and certifying will be in accordance with 28U.S.c. 1914.

B. INTERNET ACCESS. Remote electronic access to ECF for viewing purposes is limitedto subscribers to the Public Access to Court Electronic Records ("PACER") system. The JudicialConference of the United States has determined that a user fee will be charged for remotelyaccessing certain detailed case information, such as filed documents and docket sheets in civil cases,but excluding review of calendars and similar general information. 5
