IV. EXECUTIVE SUMMARY During 2018 four alleys were petitioned for construction through their respective neighborhoods and brought forward to the City of Mankato Engineering Department. Four alleys area proposed for improvement are listed in the table below. Each of these alleys have are at a condition that is unacceptable to the abutting property owners. Without improvements of these alleys, these alleys will continue to warrant high maintenance costs along with further deteriorations until failure. The alleys proposed for improvement are listed in Table below Suggested improvements include reclaiming, reconstruction of bituminous surface, and installing of new storm sewer system if needed. The estimated cost of these necessary improvements is approximately $280,549. From an engineering standpoint, the proposed improvements are necessary, cost effective, and feasible. This can best be accomplished by letting competitive bids for the work. It is recommended that the council accept this project feasibility report and schedule a preliminary assessment hearing for the proposed improvements.

V. PROJECT INTRODUCTION The recommended pavement and utility improvements on the following alleys are being proposed for the summer of 2019. In accordance with Minnesota Statutes, Chapter 429, the City Council has authorized the preparation of a project feasibility report to define the scope and determine the reasonableness of this project. The specific objectives of this preliminary engineering report are to:

Evaluate the need for this project. Determine the necessary improvements. Provide information on the estimated costs for the proposed project. Determine the project schedule. Determine the feasibility of the proposed project.

This project, as proposed, consists of seven alleys. Specific items that will be included in the construction are as follows

• Removal of existing surface • Clearing of debris in alleys • Installment of storm sewer as determined by final design • Installment of new bituminous or concrete surface

VI. EXISTING CONDITIONS A. STREET

Grading improvements will be made for each of the alleys. These grading improvement will ensure that alley drainage does not leave the public right-of-way and where practical, will provide improved positive drainage for private property abutting the alley. Alleys 6-381, 13-478, and 18-133 will be constructed using a bituminous pavement section consisting of 3-inchs of bituminous pavement on 8-inches of class 5 aggregate. Each of the alleys will be 12 feet in width. New concrete approaches will be constructed at each end of the alley. Alley 18-106 because of its location with the Core Block District will be constructed as 8-inch concrete on 6-inches of aggregate base. The alley will be 15- feet in width. The alleys will be designed with an inverted crown that is the center of the alley is approximately 1.5 inches lower than the edges. This is to capture and convey drainage either to a catch basin within the alley or to the adjacent streets.

 

The soils in this area of the city are expected to be clay with isolated bedrock. If unsuitable soils are discovered during construction, engineered fill may be required to provide a more stable base

B. STORM SEWER Existing storm sewer can be seen throughout the surrounding areas of the alleys. No alley has a storm sewer system that has been installed within the alley proper. The existing storm water drainage system for the surrounding area is located in Figure 2 in the Appendix with the storm system shown in green.

C. OTHER UTILITIES Other non-municipal-owned utilities may be present in the right-of-way. These include natural gas, electric, and telecommunications. The condition of these utilities is unknown and their replacement is beyond the scope of this report.

VII. PROPOSED IMPROVEMENTS A. STREET

The following project consists of a reconstruction of the following alleys proposed. The alleys surface on three will consist of a three inch bituminous non wear surface. The fourth alley will be constructed with an eight inch non reinforced concrete section. The proposed street cross section and pavement section are located in Figures Figure number and figure number in the Appendix  Any temporary damages that occur to the boulevard during construction will be repaired after the project with sod in all of the disturbed areas. Trees, bushes, and other vegetation located in the construction zone will be protected where possible; however, some trees and bushes may need to be removed as part of construction due to direct conflict with the proposed utilities or due to unavoidable root damage.

In locations were the alley cannot be graded to the adjacent street for proper drainage storm sewer will be installed. During preliminary design no alleys are anticipated to need storm sewer. However, the need will be determined during final design. In order to adequately budget for this project an allowance for storm sewer has been included in the project budget.

C. OTHER UTILITIES The design of the proposed improvements will be coordinated with the owners of private utilities such as natural gas, electric, telephone, and cable television. A design coordination meeting will be held with all private utility companies to identify those utilities that are in conflict with the proposed improvements. Private utility companies will be requested to submit proposed designs and construction schedules for any relocation. The construction schedule for the proposed improvements will be coordinated with the utility relocation schedule to avoid unnecessary delays.

VIII. RIGHT-OF-WAY AND EASEMENT All alley right-of-ways are 15 feet in width and no additional right-of-way or easement will be required for this project.

IX. APPROVALS/PERMITS Approvals and permits are required from various agencies for the construction of the project. They include:

X. PROJECT COST ESTIMATE AND FINANCING Estimated projections for the cost of this project are summarized below. A detailed cost estimate is included at the end of the report.

XII. CONCLUSION AND RECOMMENDATIONS The existing conditions of the proposed alleys are unfavorable with only further deteriorations to come. If these road and utility improvements are not made, maintenance costs will continue to be an issue and failure of the road and system will occur. From an engineering standpoint, this project is cost effective, necessary, and feasible. The best way to accomplish this project is by letting competitive bids for the work. Feasibility is contingent upon City Council findings with respect to project financing. It is recommended that project 10671; 2019 Petition Alleys be combined with Capital Improvement Project 10665; 2019 Alleys due to the similar nature of the work being performed. This will allow the city to enjoy potential cost savings due to economy of scale. Add 18-106 to Cherry Street. We recommend the Council accept this project feasibility report, set a date for the preliminary assessment hearing, order the City Engineer to prepare final plans and specifications and instruct the City Manager to advertise for bids in accordance with the requirement of law.
