The advantage to have UNESCO leading the process is very significant,
and even though is premature to draw conclusions on the outcomes of
this initiative, _but looking from an emerging country in Latin-American_
the UNESCO leadership advantages will includes:
Participation and Visibility: ·
The success of UNESCO in influencing through its members this type of
Initiatives cannot be denied. UNESCO has taken on leadership
responsibilities for a number of joint programmes in the majority of
locations on the landscape subject. This ability to influence countries with
direct respect augurs well for UNESCO to enhance its impact on the
World Landscape Convention as an international instrument to deal in an
integrated manner with the whole landscape. As reward it will provide an
international context for landscape, placing this important resource
alongside with biodiversity and cultural heritage
Capitalization on sectoral competencies:·
As a specialized agency, UNESCO has particular expertise in this
specific field. If they support the global proposal will give UNESCO with a
unique opportunity to bring to bear its sectorial competencies to the
initiative.

Collaboration on the New Holistic approach on the Landscape:·
The adopted the European Landscape Convention and its legal document are worth
catalyzing notable interest, for some reasons. It is the first legal tool in the history of multi-
lateral conventions which regulates the landscape in a vast, continental space focusing on
planning and management on the local scale, therefore serving as a potential basis for
convening other similar initiatives in other parts of the world.
As regards the spirit with which the landscape concept was designed in the international
and European scene, UNESCO approach is different resulted from the convergence of a
multitude of cultural backgrounds, potentially covering the entire world, while the approach
from the CoE comes from the visions from the European cultural backgrounds. ·
How these two approaches diverge may be more clearly perceived when attention shifts to
the objective of the approach. UNESCO aims at identifying landscapes, which are
endowed with so peculiar cultural and natural characters as to be worthy of protection and
conservation in a perspective of helping for the local sustainable development.·
Collaboration is needed in order to assess the local conditions that are relevant to protect,
manage and plan the landscape, hopefully in the framework of planning-oriented
approaches ·
Collaboration is need at the normative level, in order to design the specific ways
according to which the landscape is framed in management and planning-serving designs.

SCOPE: New tools to address new problems to achieve sustainable economic growth.
AIMS of the convention: to acknowledge legally the landscapes as an essential component of people´s lives. To acknowledge cultural variety of economical, cultural and social forces as a
sustainable development factor
LANDSCAPE as an umbrella concept of an integrated
entity of physical environments, is imbued with meaning
and compromises an underpinning component for ensuring
well-being and dignity of communities and individuals.
LANDSCAPE is perceived by people
and therefore reflects the diversity of
cultures; landscapes are the basis of
human life and inspire the cultures
that inherit and inhabit them
Landscapes are a determining factor
for cultural identity, formation and
consolidation. Landscape is a shared
recourse of all human beings
including past, present and future
generations-they deserve a right to
landscape.

TOOLS: this Convention considers that landscapes are dynamic and have evolved and
continued to evolve over the time through global change and tools enable society to be
resilient and adaptive.
Landscape protection, management and enhancement requires a comprehensive and
holistic system of tools which are based on inter/ multidisciplinary and transversal (cross-
sectoral or cross cutting) approaches
BENEFITS:
An international instrument on landscapes would means of:
Understanding concepts and definitions of landscape for
sharing and exchanging these treasures with others, and
developing them further
Developing a common mechanism for documenting and
understanding the diversity and sharing it a global level
Creating and straightening common networks, common
research and the sharing of good practice trough
international exchanges of knowledge and information
Building people’s capacity to see their own landscape in a
new and different way (with new eyes). That is to appreciate
and understand the importance of what they already have
Improve the levels of commitment at all levels of society
for landscapes

What is the Colombian Landscape Charter?
The Colombian landscape Charter is a declaration of fundamental ethical principles to promote the
recognition, evaluation, protection, planning and management of Colombian landscapes through the adoption
of guidelines, conventions (laws, agreements) which recognize the diversity and values of the myriad of the
Colombian’s landscapes, as well as principles and processes relevant to safeguarding landscape resources.
The initiative is inspired by the Global Landscape Convention convened by the International Federation of
Landscape Architects (IFLA). The Charter seeks to call together and encourage state agencies, professional
organizations, institutions and the civil society to:
-Develop specific policies relating to the landscape
-Provide legal support to the management of the landscape
-Incorporating public participation processes in the landscape policies
-Implementing the landscape policy in regional planning
-Promote and participate in international strategies and programs relating to the landscape, encouraging local
and regional cooperation.
The landscape charter is a vision of hope and a call to action. At a time when major changes in how we think
and live are urgently needed, the Landscape Charter confronts us to examine our values and to choose a
better way for the transformation of the Colombian landscape. At a time when international partnership is
increasingly necessary, the Charter encourages us to search for common ground in the midst of our diversity
and to embrace a new ethic that is shared by a growing number of organizations, people throughout the world.
At a time when sustainable landscape planning and management has become essential, the Charter provides
a very valuable instrument.

a. Preamble
The members of the Colombian Society of Landscape Architects (SAP) Signatories hereto;
• Concerned to achieve sustainable development based on a balanced and harmonious relationship
between social needs, economic activity and the environment;
• Believing that the landscape is a fundamental element of individual and social well-being and that its
recognition, protection, management and planning entail rights and responsibilities for everyone
• Acknowledging that the landscape constitute a shared resource for the quality of life of people; in rural,
suburban, urban, as well outstanding landscapes but also the vernacular, the ordinary and even degraded
and damaged landscapes
• Aware that the landscape contributes to the formation of local cultures and that it is a basic component of
the natural and cultural heritage, contributing to human well-being and consolidation of the Colombian
identity;
• Noting that the landscape has an important public interest role in the cultural, ecological, environmental
and social fields, and constitutes a resource favorable to economic activity and whose protection,
management and planning can contribute to job creation;
• Noting that Colombian developments and changes in regional planning, town planning, transport,
infrastructure, tourism and recreation as well as in agriculture, forestry, industrial and mineral production
techniques, are in many cases accelerating the transformation of landscapes;
• Acknowledging that the quality and diversity of Colombian landscapes constitute a common resource,
and that it is important to work towards its protection, management and planning;
• Wishing to respond to the public’s wish to enjoy high quality landscapes and to play an active part in the
development of the recognition, measurement, protection, management and planning;
• Urging to develop a new instrument devoted exclusively to the recognition, protection, management andplanning of all Colombian landscapes;
3. La Carta Colombiana del Paisaje
Colombian landscape architects and the civil society through the adoption of the Charter declares its
responsibility to lead the planning, design and management of the landscape under the following
principles, objectives, action areas, measures and instruments:

In the context of values, environmental and
social responsibility, equity, environmental
awareness and constructive integration of the
country in global dynamics, the following
principles govern this letter:
The enjoyment of the landscape is a right
of all human beings
The landscape is a fact of general
interest
The landscape is fundamental to the
society quality of life.
The landscape contributes in the overall
goal of sustainability.
The landscape is closely linked to
climate change mitigation
The landscape is a fundamental part of
the natural and cultural heritage as well as
the regional and national identities
The landscape constitutes a resource
favorable to economic activity and
contribute to job creation
c. Objectives
The aim of the Charter is to promote the recognition,
evaluation, protection, planning and sustainable management
of landscapes at recognizing the diversity and values of the
landscapes of our country, under the following strategies:
i. Preserve, with the protective measures of the landscape, the
right of citizens to live in a culturally significant environment
and guarantee access to it and their ability to enjoy
ii. Acknowledging that the landscape is a resource of individual
and collective welfare, in addition to aesthetic and
environmental values, has an economic, cultural, social,
heritage and identity.
iii. Encourage the harmonious evolution of landscape in
accordance with the concepts of responsible rational planning,
sustainable urban development and ecosystem functionality.
iv. Consider the impact on the landscape of any performance
management and land management and assess the impact of
construction on the landscape.
v. Promote educational and professionalization in terms of
landscape.
vi. Promoting participation in the political landscape of the
social, economic and professional, especially professional
associations, universities, associations and representatives of
business organizations and trade unions.
vii. Cooperate with the various public administrations in the
development and implementation of planning and landscape
policies.
viii. Promote collaboration of public and private initiative in
driving performance, the adoption of instruments and decision-
making on the landscape.
