The B.C. Liberal government recently unveiled its plan to match up skills training with emerging jobs in resource development, by redirecting post-secondary funding and financial aid toward occupations in demand.
The plan emphasizes industrial skills, such as welding, pipefitting, heavy equipment operation, truck driving and concrete fin-ishing, but ministers and officials stressed it also includes engineering, health care and other occupations where jobs are projected
to increase.The main shift for colleges and universi-
ties is that within four years, a one-quarter of their operating grants will be targeted to programs with identified demand from the job market. Employment data will deter-mine post-secondary funding, instead of the tradition of block grants to post-secondary schools.
Ministers avoided identifying areas that will lose funding, but have previously cited far more teaching graduates than there are jobs in the school system.
Premier Christy Clark has lamented a
system where students receive a bachelor’s degree and then must take additional train-ing to qualify for jobs.
Education Minister Peter Fassbender out-lined a plan for K-12 schooling that aims to double the number of spaces for high school students taking industrial training in high school to 5,000 in two years. Students in these courses get college credits while still in high school, allowing them to go to work more quickly.

A man wanted for second-degree murder in the Yukon may be evading police in British Columbia, Alberta or Saskatchewan.
Michael Thomas MacPherson, who may also go by the names of Michael Pound, Michael Proud or Steven Price, was charged in connec-tion with the death of John Tanner Sinclair, 27, who died of stab wounds on July 15 in Whitehorse, Yukon.
MacPherson is believed to have fled the Territory. He is known to have spent time and to have contacts in all three western provinc-es.
He is described as a 32-year-old Caucasian male, 5-foot-10 and approximately 220 pounds. He has brown hair and blue eyes.
He has several tattoos on both arms, chest and both calves. He is known to colour or highlight his hair. His teeth are reported to be in visibly very poor condition.
He may be driv-ing a red, older model Toyota Corolla, possibly with several dents. It may be carrying Yukon licence plate AVR55 or HHS50.
MacPherson is
believed to be a drug user.
He is considered armed, dangerous and violent and should not be approached.

Michael MacPherson sought in Yukon homicide case

It’s been 150 years since Billy Barker has lived in the town that bears his name, but you’re liable to see him if you pay a visit to Barkerville this year.
He’s been hired as a living historian to walk the board-walked streets and greet visi-tors who want to know where to search for gold in the province’s largest historic site.
“For the first time in the history of Barkerville as a heritage site, there will be some-body interpreting the personal history of Billy Barker, so among the many different charac-ters you can meet when you come to Barkerville you can meet the man himself,” says James Douglas, Barkerville’s Visitor Experiences manager.
The heritage site once had a Billy Barker mannequin but never a living, breathing char-acter since Barker left for Victoria in 1864. The main reason for this is that until 2008, when Barkerville his-torians made contact with Elaine Edgington, Barker’s great-great-granddaughter in England, very little per-sonal information was known about the man’s early years and his orig-inal family.
Fed by biographical details uncovered by Barkerville historian Ken Mather, longtime park employee Andrew Hamilton has drawn the starring role.
His portrayal of Barker to mark the town’s 150th anniver-sary in 2012 earned thumbs-up approval
from Edgington when she visited that year.
Barker grew up C a m b r i d g e s h i r e , England, where he learned the mean-ing of an honest day’s work as a waterman, hauling cargo on a canal boat for his father. However, the arrival of the railroad killed the family business in the 1840s and Barker went to North America to begin a new life as a miner in the midst of the California gold rush, eventually work-ing his way into the Cariboo.
On Aug. 17, 1862, Barker and seven partners struck a run of gold that had been found earlier at nearby Richfield, but instead of
the pay channel being one foot deep, theirs was 40 feet deep. With every bucket of dirt they brought up, the miners were finding the equivalent of $20,000 or $30,000 worth of gold.
“It was suddenly the stupidest amount of gold anybody had ever seen and every-body started flocking to Barkerville,” says Douglas. “The rest is history.”
Barker’s mine pro-duced 37,500 ounces of gold, worth more than $50 million in today’s market.
Barkerville opened May 15 for a season that runs through Sept. 28.

On June 24, Variety – The Children’s Charity thanked the Village of Clinton for its many years of support with a Community With A Heart Award.
It was presented at Variety’s 45th annual Heart Awards ceremony at the Delta Burnaby Hotel and Conference Centre in Burnaby.
The funds raised at Clinton’s 2013 150/50 celebrations, combined with the many contributions the Village has donated to Variety over the years, brings the total to well over $47,000.
Clinton Councillor Wayne Marchant accepted the award on behalf of the Village.
He was accompanied to the cer-emony by Fran White, who proposed the idea for a Variety Talent Show and spearheaded the campaign to fund-raise for the children’s charity.
One man is in a Kelowna hospital following a weekend incident at 100 Mile Lumber.
WorkSafeBC received the report on July 20 and started an investigation.
Spokesperson Trish Chernecki didn’t talk about the nature of the incident or what injuries the man suffered, but she did confirm he is an employee of a welding subcontractor of West Fraser Mills Ltd.
“For us, it’s all about determining cause now, so it can be prevented in the future.”
In an e-mail, 100 Mile Lumber general man-ager Sandor Buchi says the company is “greatly distressed” by the incident.
“Investigations have been initiated by ourselves and we are also working with the appropriate local authorities to determine the circumstances of the event. The person involved is receiving medical care and our thoughts are for the individual and their family at this time.”

give it more emphasis on “hands-on learning” and exposing students in earlier grades to the range of jobs they can expect when they grad-uate.
Jobs Minister Shirley Bond said the Industry Training Authority (ITA) will get a new board of directors and industry advisory councils to provide up-to-date information on job market needs.
The BC NDP stated the overhaul of the ITA to restore union repre-sentation on its board shows the model set up 10 years ago has been a failure. The Opposition party also questioned how the education sys-tem can be restructured without adding new resources.
Advanced Education Minister Amrik Virk said the student loan
program will also be adjusted to market demand, with loans reduced or forgiven for students who graduate with in-demand skills and are willing to move to get work.

Michelle Stilwell has been appointed Parliamentary Secretary to the Minister of Health for Seniors, adding this role to her existing Parliamentary Secretary for Healthy Living responsibilities.
St i lwel l was elected MLA for Parksville-Qualicum on May 14, 2013. In addition to her role as parliamentary secre-tary, Stilwell serves as Government Caucus Chair and is a mem-ber of the Cabinet Committee on Secure Tomorrow and Treasury Board.

“I represent a constituency that has one of the highest percentages of older residents in the country and rec-ognize the unique needs

“One of the things I am hearing while tour-ing the province and listening to seniors, is that their needs to be a single point of access so that seniors can
easily obtain the infor-mation, services and supports they need,” said Mackenzie.
“I know it will take a strong foundation of collaboration to meet the individual needs of older British Columbians and I look forward to work-ing with the new parliamentary secretary for seniors as we work together to improve seniors’ care.”
The ElectroRecycle ambas-sadors will be at Gold Trail Recycling, 720 Sollows Cres., in 100 Mile at 2 p.m. on July 30.
They will be answering ques-tions and reminding residents they can recycle their old and broken appliances and power tools responsibly.
Their goal is to raise aware-
ness and educate communities about ElectroRecycle’s wide net-work of drop-off locations that provide an accessible and con-venient alternative for a variety of electrical products that would otherwise end up in our landfills.
The ElectroRecycle program is the first small appliance and power tool recycling program of
its kind in Canada, and the only government-approved electrical products recycling program in British Columbia. It is a not-for-profit, province-wide recycling program for small appliance and other household electrical prod-ucts.

Common Tansy is a horticultural invasive plant that was intro-duced from Europe and Asia for its medicinal properties.
It is also referred to as Bitter Buttons, Cow Bitter, Mugwort and Golden Buttons.
Common Tansy has “fern-like” leaves that grow about 10-15 cen-timetres in length on erect stems that can have a reddish purple appearance. The stems are usually smooth and grow anywhere from 50-150 cm tall.
Perhaps the most recognizable feature of this invasive plant is it has small round button-shaped flow-ers that are yellow and flat topped, and grow in clusters. This plant is said to be aromatic, as it has a smell similar to Camphor, with a hint of Rosemary.
Even though Common Tansy was introduced and widely used for its medicinal properties, the leaves and flowers can be high-
ly toxic if consumed in large quantities. It con-tains a toxin that can cause hallucinations as well as spasms, brain and liver damage, and in some cases, even death.
To some individuals, it can also cause contact dermatitis. This plant can also be harmful to some livestock.
Often found on stream banks, in dis-turbed habitats and along roadsides and
in pastures, this plant likes full sun and well drained fertile soil. If you have this plant growing in your garden, in your yard, or planted fields, it is important that you deal with it properly to prevent further spread and mit-igate potential adverse economic impacts.
Common Tansy grows and reproduc-es by seeds as well as roots, and can grow new plants from even
small root fragments. As such, it is important that you bag any seeds and or plant material in heavy plastic bag and dispose of in the desig-nated invasive plant bin at the Williams Lake, 100 Mile House or Quesnel landfills.
Do not grow, trade or purchase Common Tansy, as there are better alternatives avail-able, including native plant species.

Ta s e k o - G i b r a l t a r Mine was the recipient of a prestigious award recently.
A full house gath-ered at the Signal Point Banquet Room on July 15 to cel-ebrate Gibraltar Mine winning a 2013 Mining and Sustainability Award.
It was a joint award
presented on behalf of the Province of British Columbia and Mining Association of B.C.
“The three main cri-teria for this award are economic, social and environmental contri-butions or impacts of the mine,” explained Brian Battison, Taseko vice-president of corpo-rate affairs.
Gibraltar Mine opened in 1971 but was forced to close due to low copper prices in the late 1990s.
Taseko then acquired Gibraltar and kept the McLeese Lake area property in a care-and-maintenance stage for five years before re-opening in 2004.
Battison described how due to the changes made at Gibraltar, the mine will no longer have to shutdown even if copper prices were to plummet again in the future.
“Since we took over in 2004, Taseko has invested $700 million in Gibraltar Mine. Much of that investment has gone into changing the mine from a very high-cost to a much lower-cost operation.
“What this means is that if there’s ever a
period of poor copper prices the mine can stay open and this project will continually provide economic value to the region and things like job security.”
A major part of Gibraltar’s mandate and strategy was to lower the overhead cost of running the mine and improve efficiency, which Battison said he believes they have suc-ceeded in doing.

The Master Garlic Chef Recipe Competition is back and organizers are look-ing for recipes.
This year will mark the Eighth Annual Cook-Off and the cash prizes are $1,000, $500
and $250 for first-, sec-ond- and third-place respectively.
However, the original recipes have to be sub-mitted by July 31.

Forest industry work-ers and other users of British Columbia’s back roads are reminded there have been chang-es to the mobile radio frequencies that help ensure safe passage on many of the province’s resource roads.
A province-wide, safety initiative to standardize radio communications, call procedures and signage on forest service roads and select resource roads is in place in B.C.’s Cariboo region, includ-ing the 100 Mile House Resource District and the Cariboo-Chilcotin Resource District.
Other districts will follow suit later this summer.
All users of affected resource roads will be required to reprogram their radios to incorpo-rate the new resource road channels. Since the transition will be gradu-al, road users are advised to retain current radio
frequencies until they are no longer required.
New signs posted on local resource roads will advise which radio channels to use and the location calling intervals, with driv-ers required to indicate their direction of travel.
Where posted, road users using mobile radi-os must use the posted radio channels and call protocols.
Local resource road safety committees have worked together to implement these chang-es in co-operation with the Ministry of Forests, Lands and Natural Resource Operations and Industry Canada. All road users are reminded that forest service roads are not radio-controlled, but radio-assisted and, therefore, it’s essential to drive safely according to road and weather condi-tions.

Premier Christy Clark sat in the visitor
seats of the British Columbia legislature on
June 26, as her government’s throne speech
renewed the B.C. Liberal commitments
from the May election.
Lt. Governor Judith Guichon read a
brief speech to open a rare summer session
of the legislature, reiterating government
commitments for four consecutive bal-
anced budgets and a freeze on carbon tax
and most personal income tax rates.
Clark attended before returning to
duties as premier and a campaign for a
seat in Westside-Kelowna in a byelection
set for July 10.
“Waiting to take a seat makes it a little bit
harder to get down to business as quickly
as I’d like, but I’m not letting that get in the
way,” Clark told reporters on a visit to a
care facility under construction in Saanich.
“We called the legislature back before I
had a seat because we want to get this bal-
anced budget passed.”
NDP house leader John Horgan called it
a “bogus” budget that aims to hold health
care spending below one per cent growth,
a target not seen since the Social Credit
restraint program of the early 1980s.
The legislature is to sit until July 25,
debating the budget and the spending
estimates for all government ministries as
required by law.
The first order of business on June 26
was the unanimous election of veteran
Richmond East B.C. Liberal MLA Linda
Reid as speaker of the legislature.
Coquitlam-Burke Mountain B.C. Liberal
MLA Doug Horne was elected deputy
speaker and Burnaby-Edmonds NDP MLA
Raj Chouhan is assistant deputy speaker.

local U14 rep fast-ball squad qualified them for the upcom-ing Western Canadian Championships in Lloydminster, Alta. on Aug. 1-4.

“Our club was formed
only five years ago, and in this time, we have established ourselves as a force to reckon with after having competed in several ball tourna-ments in and around the province,” team man-ager Audrey Johnson says, adding the team has been fundraising on its own in order to train,
travel and buy equip-ment.
“Since the club is a small one, our funds are not very big and we function on a tiny bud-get.”
