Dear Andrew:
On behalf of Soo Line Railroad Company d/b/a Canadian Pacific (CP), this letter presents the results of additional
soil gas monitoring near the former Waste Reclamation area at the Shoreham Yard (Site) in Minneapolis,
Minnesota.
1.0 SOIL GAS MONITORING RESULTS
Soil gas monitoring was conducted on February 22, 2018 in accordance with the plan for additional soil gas
monitoring, as discussed with MPCA on January 23, 2018, approved by MPCA via email on January 29, 2018.
The work included soil gas sampling at three locations previously monitored, adjacent to the eastern property
boundary (SGB17-01, SGB17-02, and SGB17-03) as well as existing monitoring probe SGB4-D in the former
Waste Reclamation Area. Semi-permanent soil gas probes (SGB18-01, SGB18-02, and SGB18-03) were
installed at former temporary sampling locations SGB17-01, SGB17-02, and SGB17-03, respectively, to allow
collection of vapor samples between approximately 8 and 10 feet below ground surface (bgs), consistent with the
depth of the previous samples at these locations and the existing probe at SGB4-D. These soil gas probes were
designated SGB18-01, SGB18-02, and SGB18-03, as shown in Figure 1. The locations were approximately 60
feet east of soil gas probe SGB4-D, in a north-south alignment parallel to the eastern property boundary with
Central Avenue NE.
Prior to sample collection, probes were purged of at least three volumes of air at no more than 100 ml/min and
field VOC measurements were collected using a calibrated photoionization detector (PID). Soil gas samples were
collected over a one-hour period using individually certified clean, 6 Liter Summa canisters (flow rate 100 ml/min).
Samples were analyzed by USEPA Method TO-15 for tetrachloroethylene (PCE) and trichloroethylene (TCE).
One field duplicate was collected and analyzed for quality control purposes in addition to the four primary
samples.
A data quality evaluation of the laboratory deliverables was completed, including reviewing report completeness,
holding time adherence, potential blank contamination, and accuracy and precision data.

Soil gas results are provided in Table 1, compared to 33X the Minnesota Pollution Control Agency (MPCA)
compound-specific, industrial intrusion screening values (33x ISVs). As shown in Table 1, none of the PCE and
TCE results exceeded MPCA’s established screening level of 33x ISVs at the locations sampled along the
eastern property boundary. PCE slightly exceeded the screening level at location SGB4-D within the former
Waste Reclamation Area.
2.0 CONCLUSIONS / RECOMMENDATIONS
PCE and TCE results from both the previous (April 2017) and current soil gas monitoring events did not exceed
33x ISVs at all locations sampled along the eastern property boundary, and there are no potential soil gas
receptors in the vicinity of any of the sampling locations. The nearest occupied building is over 150 feet to the
east, and previous soil gas samples in 2008 along the east side of Central Avenue NE, prior to completion of soil
vapor extraction treatment, were mostly non-detect and did not indicate any level of concern at those locations.
No further action is considered necessary for soils in the Former Waste Reclamation Area, and additional soil gas
monitoring is not recommended.

Five 6 Liter Summa Canister (100% Certified) samples were received on February 26, 2018. The laboratory performed analysis via modified EPA Method TO-15 using GC/MS in the full scan mode.
This workorder was independently validated prior to submittal using 'USEPA National Functional Guidelines' as generally applied to the analysis of volatile organic compounds in air. A rules-based,logic driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant project quality control requirements and verification of all quantified amounts.
Method modifications taken to run these samples are summarized in the table below. Specific project requirements may over-ride the ATL modifications.
