G irls feel the need to play downtheir intelligence to not intimidateboys, according to a new research. The research, conducted by Dr Mariado Mar Pereira from the University of

Warwicks Department of Sociology, found that boys aged 14 had acquiredthe belief that girls their age should beless intelligent. There are very strong pressures insociety that dictate what is a properman and a proper woman. Youngpeople try to adapt their behaviouraccording to these pressures to fit intosociety, said Pereira. One of the pressures is that youngmen must be more dominant - cleverer, stronger, taller, funnier - than youngwomen, and that being in a relationshipwith a woman who is more intelligentwill undermine their masculinity, shesaid. To conduct the research Pereira spent, with permission of the school and

relevant authorit ies, three monthsas a student in a Year Eight classobserving the everyday li vesof school children. In orderto gain as much insight aspossible, she participatedin all aspects of their dayat school: she attendedclasses, did Physicale d u c a t i o n ( P E ) l e s s o n s ,took exams, had lunch in thecafeteria, played in the playground and join ed them i n trip s to sho pping c entresafter school.

As a result, she was able to observeaspects of young peoples interactions, feelings and behaviours that teachersand parents are often unable to access. Our ideas of what constitutes a real

man or woman are not natural; theyare restrictive norms that are harmful tochildren of both genders, Pereira said. The belief that men have to be dominantover women makes boys feel constantlyanxious and under pressure to prove

their power - namely by fighting, drinking, sexually harassing,

    refusing to ask for help,a n d r e p r e s s i n g t h e i remotions. Girls feel theymust downplay their ownabilities, pretending tobe less intelligent than

they actually are, not speakingout against harassment, and

    wi t h d ra wi n g f ro m h o b b i e s ,sports and activities that might seemunfeminine, she said.

I n its quest to explore Mars surface, NASA has successfully conducteda test flight of a saucer-like vehicle high above the earth as part of aproject designed to place more massive payloads on the red planet. The vehicle, called the Low Density Supersonic Decelerator (LDSD), flew to

57,900 metres at more than four times the speed of soundand simulated Martian landing conditions. The experimental flight, which cost about $150 milli onand was conducted from the US Navys PacificMissile Range Facili tyon Kauai, Hawaii in lateJune, was intended as adry run for two m ore tests

scheduled for next year. The space agency said the

project will allow access to moreof the planets surface by enabling landings athigher altitude sites. The goal of this experimentalflight test was to determine if the balloon- launcheddesign could reach the altitudes and airspeedsneeded to test two new breakthrough technologiesdestined for future Mars missions.A good test is one where there are no surprisesbut a great test is one where you are able to learnnew things, and that is certainly what we have inthis case, said Ian Clark, principal investigatorfor LDSD at NASAs Jet Propulsion Laboratory inPasadena, California. We are l i terally re-writing the books onhigh-speed parachuteoperations, and weare doing it a yearahead of schedule, he added.

    CHENNAI Region SUNDAY10 AUGUST 2014 3

Chennai, Aug 10 (PTI):Setting aside a single judges order, the Madras

High Court has made it clear that for the post of ap-pointment as Post Graduate Assistant teacher onlycandidates who possess degree after passing plustwo course are eligible.

A division bench, comprising Justice SathishK.Agnihotri and Justice M.M. Sundresh, was allowingan appeal led by The Chairman,Teachers Recruitment Board and

the Director of School Education,Chennai, challenging a single judges order directing authoritiesto appoint a candidate for thepost of Post Graduate AssistantTeacher in Tamil who obtainedher degree rst and then passedPlus Two.

In its order while referring toa government order which pre-scribed quali cation for the appointment in publicservices, the bench said it is clear that a diploma/ degree/Post graduation can only be considered forappointment in public services after a candidatepasses Tenth Standard as well as Higher Second-ary(+2) exams. The bench, while referring to thecandidate V.Kanimozhi, who passed Plus Two afterobtaining the degree by writing the exam privately, said admittedly at the time of completing degree, the candidate did not complete the Plus Two Courseand she thereafter completed the course.

The question for consideration is as to whetherthe said action would cure the defect. In our view, the said attempt cannot be substituted to the gov-ernment order. Any interpretation would amountto re-writing the provisions of the said governmentorder which is impermissible in law, without there

being a challenge to the said government orderwhich was upheld by the High Court.

The bench said the appointment is to the post ofPost Graduate Assistant Teacher in the Higher Sec-ondary Schools. The appellants thought it t to makesure that only those who have completed Plus Twocourse and thereafter the degree course be eligible tobe considered for a particular post of a teacher, then

the wisdom and rationale behindthe same cannot be questioned.

The bench said when the ra-tionale of the government orderhas not been questioned beforeit there is no arbitrariness in theorder which was already upheld. The bench further said that theissue of recognition of a

degree is different from a quali-cation xed in service mattersand said an eligibility criteriaxed cannot be said to be an in-

direct way of derecognizing a degree or diploma. Toput it differently, such a degree cannot be termed asan eligible quali cation for a particular post. Settingaside the single judges order, the court said that inthe case on hand the candidate has written the ex-amination as a private candidate without undergoingHigher Secondary Course for a duration of two years.

It is the prime duty of the authorities to see to it thatthe quality of education is maintained for the purposeof imparting the same to the students. Certainly, there is a difference between a candidate who hadundergone a regular course as against the otherswho complete it by writing the examination privately. Therefore, even on that score, we do not nd anythingarbitrary in the decision of the authorities in rejectingthe candidature of the petitioner.

Chennai, Aug 10 (PTI):Finding fault with the way family courts deal with interim applications

the Madras High Court has directed them not to adjourn matters in whichmaintenance was ordered and not implemented by the parties.

Justice S Vimala reminded the family courts that they have means andways to make the parties obey the orders for maintenance without grant-ing adjournments which will give an opportunity to the husband to drag

the proceedings.Quoting several judgments, the judge in her order said even thoughthere are no express provisions enabling the court to strike out pleadings/ defenses in case of non-payment of maintenance, non-obedience to theorders of the court, still various courts have held in order to effectivelyadjudicate and to administer the justice in a meaningful way by invokingsection 151 of the Civil Procedure code which gives inherent power to thecourts below to strike out the defenses.

The matter relates to a Civil Revision Petition led by a woman to disposeof the interim application led by her in the family court which adjourned thematter. Originally, the family court ordered the husband to pay Rs 10,000per month as interim maintenance to his wife on 26 April, 2013 from the dateof ling of petition by husband seeking divorce i.e from 21 December, 2011which amounts to Rs.3.20 lakh as on August 2014. As the husband did notcomply with the order, the wife led an interim application to dismiss the plealed by the husband for divorce. As her plea was adjourned, the wife led theCivil Revision Petition in which she sought a direction to dispose of her application

Finding fault with the way the family courts deal with such applications, the judge,in her order, said the Family Courts Act is a most exible one, enabling the fam-ily court judges to invoke novel and creative ideas so as to dispose of the casesquickly and effectively. Still, it is not being done.

When the application has been led by the wife thereby expressing theimminent need to get the maintenance, the family court should have actedin a sensible manner and should have passed the order immediately, theJudge said.

    NT BureauChennai, Aug 10:

In a major step to protect AdyarRiver from being polluted, Corpora-tion has come forward to provide freesewage line for residents who livealong the banks of the river.

Though the civic body has set up aseparate sewage lines, most of thehouses are letting out the sewage viastormwater drains and it is then leftinto Adyar and Cooum Rivers.

According to a survey conductedby the Health Department of Cor-poration, it was found that 1.68 lakhillegal sewage connections havebeen provided. Based on the Mayorsinstruction, 1,500 connections havebeen disconnected till now.

It may be noted that the State gov-ernment has formed Chennai RiverRestoration Trust to restore Adyarand Cooum Rivers. A public meet-ing was held in this regard recently

and the government has asked theauthorities to speed up the work.As hundreds of families staying

along Adyar River are letting out thesewage directly into it, the civic bodyhas come forward to stop the activity.

    Accordingly it has been decided

Corpn steps in toprotect Adyar River

To streamline sewage lines by providing free connections

As hundreds of families staying at MGR Nagar and Jafferkhanpet areletting out sewage directly into Adyar River, the civic body has comeforward to stop it.

to provide free sewage connection.Though the Corporation is collectingRs 100 for houses at slum areas, most of them are not coming forwardto pay, it is said. Hence, the civic bodyhas now identified around 10,000sewage lines and connections would

be provided soon.At MGR Nagar and Jafferkhanpetthere are around 400 families livingalong Adyar River. At JumbulingamStreet, West Jafferkhanpet, about100 families are directly letting outthe sewage into Adyar River, says

Sakthi G Saravanan, president, MGRNagar, Jafferkhanpet Residents Wel-fare Association.

At Chooliapallam in MGR Nagar, few residents have joined togetherand have build a chamber. The sew-age collected from houses are let intothe chamber and it is drained directlyto Adyar River, he says.

The Corporation should arrangefor a meeting with the residents and

explain in details on how the AdyarRiver is being polluted. The electedmembers and of cials should con-vince the people and make themcome forward to have proper sewagelines and not to let it directly to theAdyar River, he says.

    According to a survey

    conducted by the Health Department

of Corporation, itwas found that 1.68lakh illegal sewage

    connections have been provided.

S cientists have found that brief, acute psychological stress promotes healing in mouse models of threedifferent types of skin irritations. The study led by University of California - San Francisco researchers found that healing was brought about

by the anti-in ammatory effects of glucocorticoids - steroid hormones -produced by the adrenal glands in response to stress.

Under chronic stress, these same naturally-occurring steroids damagethe protective functions of normal skin and inhibit wound healing, butduring shorter intervals of stress, they are bene cial for in ammatorydisorders and acute injury in both mice and humans, said seniorinvestigator Peter Elias, a UCSF professor of dermatology based at theSan Francisco VA Medical Center (SFVAMC).

We believe that our ndings explain why this otherwise harmfulcomponent of the stress response has been preserved during humanevolution, he said.

The scientists studied mouse models of three types of common skinirritations: irritant contact dermatitis, caused by exposure to an irritant suchas a soap or solvent; acute allergic contact dermatitis, of the sort caused bypoison ivy or poison oak; and atopic dermatitis, or eczema.

After exposure to irritants on a small patch of skin on one ear, one groupof mice was returned to its regular cages, while another group was put in astressful situation - being placed in very small enclosures for 18 hours a dayover the course of four days.

The researchers found that the stressed mice showed signi cantly reducedin ammation and faster healing in all three types of skin irritation.

When stressed mice were simultaneously given mi fepristone, which blockssteroid action, all of the healing bene ts of stress disappeared.

This demonstrated the central role of internal steroids in providing thesebene ts, said Elias. According to Elias, the study provides a clue to anevolutionary puzzle: why, over millions of years, humans have preservedthe tendency to produce steroids under stress.

New Delhi, Aug 10 (PTI):Stating that the completion of three critical rail lines may

take considerable time, Coal and Power Minister PiyushGoyal has asked state-owned Coal India Ltd (CIL) for analternate action plan to meet the demand of coal projectedon year-on-year basis.

Minister of Power and Coal expressed that the threecritical railway lines required to be constructed in differentcoal elds have been taken up with Minister of Railwayswho assured to extend support, but it is likely to take

considerable time, said an of cial source. The of cial further added that he (the minister) directed

(CIL) to submit an alternate action plan for meeting thedemand for coal projected on y ear-on-year basis.

CIL and the CMDs of its subsidiaries recently sharedwith the minister their concern about some of the virgincoal elds being unable to operate in the absence ofadequate evacuation system either through road or rail.

The government had said last month that it will expeditethe construction of three critical rail lines to facilitate fastertransportation of coal to power plants, thereby helping inbringing nearly 100 million tonnes of incremental traf cto Railways.

Railways will speed up construction of critical coal con-nectivity lines in Tori-Shivpur-Kathautia Area (in NortKaranpura, Jharkhand), Jharsuguda-Barpalli-Sardega(in IB Valley, Odisha) and Bhupdeopur-Raigarh-MandArea (in Chhattisgarh), Railway Minister SadanandaGowda had said while presenting Railway Budget2014-15.

This will bring nearly 100 million tonnes (MT) of incrmental traf c to Railways and will also facilitate fastertransportation of coal to power houses, he had said.

The three rail corridor projects, entailing about Rs7,500 crore expenditure, are under different phasesof development.

As per original plans, rail project for North Karanpuracoal eld, work on which had started in 1999, wasscheduled for completion in 2005.

Likewise, the IB Valley project in Odisha which toostarted long back, should have been completed in2009. CIL has already provided over Rs 300 crore toRailways for the projects.

CIL accounts for over 80 per cent of the domes tic coaloutput. It missed output target of 482 MT for 2013-14,producing 462 MT.

New Delhi, Aug 10 (PTI):Retirement fund body EPFO is

likely to announce rate of intereston PF deposits for the current scalfor its over 5 crore subscribers at itstrustees meet on 26 August.

The issue of payment of interestrate for 2014-15 is listed on theagenda of the next meeting of theCentral Board of Trustees (CBT)which has been rescheduled forAugust 26. Earlier it was to be heldon August 21.

The Employees Provident FundOrganisation (EPFO) had provided8.75 per cent rate of interest on PFdeposits for 2013-14, which washigher than 8.5 per cent paid for theprevious scal.

According to a senior of cial, thecomputation of the interest rate for thecurrent scal would be a vexed issuethis time as the new government hasannounced raising of wage ceiling

from Rs 6,500 per month to Rs 15,000per month.

However, the new wage ceiling hasnot been implemented so far as gov-ernment is yet to issue a noti cationon this. At present, all those workersin organised sector who have theirbasic wages up to the prescribed wageceiling are covered under the socialsecurity schemes run by the EPFO.

The of cial said that with the increasein wage ceiling, the EPFO coverageand deposits would increase. Thus theEPFO would have prepare an incomeprojection for the current scal on thebasis of enhanced coverage and de-posits.

It is estimated that the around 50lakh more workers would underthe EPFO coverage once the newmonthly wage ceiling of Rs 15,000is implemented.

As per practice, the CBT decidesrate of interest based on the income

estimates for a nancial year by theEPFO, which later requires concur-rence by the Finance Ministry.

The CBT is headed by the UnionLabour Minister with Minister of Statefor Labour, Labour Secretary, union-ists, employers representatives andother of cers on its board.

Besides interest rate, the trusteewould also deliberate on issuesincluding appointment of consultantfor selection of its fund managers, custodian and concurrent auditor andperformance evaluation of selectedportfolio managers. The trustee wouldalso constitute committee for the pur-pose.

The CBT will also deliberate onlong term funding with public sectorundertakings like power major NTPC.They will also take a decision regard-ing the extension of the tenure of theircustodian Standard Chartered Bank tillOctober 31.

    Indias abject surrendersurprises Cook

Manchester, Aug 10 (PTI):England skipper Alastair Cook expressed surprise at Indias abject sur-

render in the fourth cricket Test, which allowed the hosts to take a 2-1lead in the ve-match series.

After taking a 215-run lead, England dismissed India for just 161 runs inthe post-tea session on Day 3 to in ict an embarrassing an innings and54 runs defeat on the visitors at Old Trafford yesterday.

You dont often get nine wickets in one session, said Cook smil ing.At tea, we planned to get them six down at stumps. It was a we came

out. And then we got on a roll straight after and picked question of stickingit out as a team because we were one bowler short when up those wickets.

We were looking at bowling with three bowlers only. It was a great effortfrom Jimmy (Anderson). It was a matter of building the pressure and wethought it would be a good job if we didnt have to see Stuart Broad againtonight, he added. It has been a major turnaround for England, who hadnt won a singleTest in 10 matches until the 266-run win at Southampton in the third Test.

They have not only put those losses, especially the 95-run defeat inthe second Test at Lords, behind them but are now looking a completelydifferent side.

Toronto, Aug 10:Roger Federer advanced to the

Rogers Cup nal Saturday night, beating Spains Feliciano Lopez6-3, 6-4 to set up a match againstupset-happy Jo-Wilfried Tsonga.

The second-ranked Federer isseeking his third titles of the year.He has 79 career titles and is a 17-time Grand Slam champion.

I think I served well, I was aggres-sive and I was able to really playthe way I wanted to play tonight, said Federer, forced to three setsin his previous two matches. Imvery happy.

Tsonga beat his third straighthigher-seeded opponent, toppingseventh-seeded Grigor Dimitrov ofBulgaria 6-4, 6-3. The 13th-seededFrenchman beat top-ranked NovakDjokovic on Thursday and eighth-seeded Andy Murray on Friday.

Im more consistent and its goodbecause it (helped) me beat threeguys in the top 10, Tsonga said. Ididnt do that (for a) couple of yearsnow and it gives me hope for therest of the year.

Federer is 2-4 in nals this season, winning at Dubai and Halle. Tsonga,

a 10-time winner, lost in his onlyprevious nal this season, fallingto Ernests Gulbis in Marseille inFebruary. Tsonga is 4-11 againstFederer.

When you play against Roger, itsalways special, Tsonga said. First, because you play in a big area, ina big stadium anyway. And everytime the crowd is for him, so itsquite a good sensation. Its quite agood feeling when you win against10,000 people.

It will be Tsongas rst appearancein a Masters 1000 nal since he los t

to Federer three years ago at theBNP Paribas Masters. Tsongasonly Masters 1000 title came inParis in 2008.

I just think he can overpowerguys, Federer said about Tsonga.Serve up a storm and then playreally aggressive with his forehandand also be solid on his backhand. You think youre in a safe placesometimes in the rally and he takesone step and just hits it and thepoint is over.

Dimitrov, rated one of the topyoung talents on the ATP Tour, ha d

lost all three head-to-head meetingswith Tsonga but with three titlesunder his belt this season steppedonto a sunny centre court as thefavorite.

The scrappy Bulgarian tradedshots with the muscular Frenchmanin a tight opening set but could notconvert any of his four break op-portunities.

Tsonga, who also has a reputationas a battler and bears a resem-blance to a young Muhammad Ali,showed his stomach for the ghtfrom the opening serve and hisdetermination was rewarded withthe only break of the rst set, go-ing up 5-4 then holding serve for a1-0 lead.

The second set was not as close,Tsonga breaking in the third gameto take control and then again toclinch the match, raising his fistinto the air and shadow boxing hisway out to centre court where heacknowledged the crowd.

Its good because I always believein myself during all these years andall this week where I lost againstthose guys and nally I get a littlereward.

Dhoni blasts top-orderbatsmen for poor show

Manchester, Aug 10 (PTI):Skipper Mahendra Singh Dhoni blasted his top-order batsmen for

their spineless show after India slumped to a humiliating innings and54-run defeat against England in the fourth Test, here.

The loss was set up on the opening day itself, when electing to batin overcast conditions India were reduced to eight for four and wereeventually bowled out for 152.

It is important to put runs on the board. The number 7, 8, 9, 10 and11 batsmen have masked the top-order so far in this series, Dhoni

said at the post-match press conference as the match ended insidethree days on Saturday. The win at Lords also help camou aged the poor form of the top-

order and we couldnt question them that they are not scoring any runs. Our fth bowler has scored more runs than our top-order batsmen, alivid Dhoni said.

While man-of-the-match Stuart Broad (6 for 25) was the tormentor inthe rst innings, it was England off-spinner Moeen Ali (4 for 39), whobroke Indias back in the second i nnings. Dhoni was all praise for theEnglish bowling.

On this wicket, England bowled very well. The rst hour of the matchwas very crucial. The batt ing department has to improve and the top veto six batsmen have to get more runs. This defeat will hurt us, he said.

The Indian batsmen didnt fare any better in the second innings asthey were bowled out for 161 runs, this time in better batting conditions.

Getting behind a lead of 215 runs with more than two days to batout, the Indian batting fell like a pack of cards in the nal session ofthe third days play.

We dont know what was going to happen tomorrow or day after. Theimportant thing was to play out the day today, said Dhoni commentingon the weather forecast.

The skipper said it was time that Indian batsmen start batting respon-sibly and convert the good starts into big ones. Most of the batsmen have played cricket for a long time and have

enough experience to know the match conditions. So they can see thatthey have to play out sessions accordingly. Sixty overs is a very bigtarget, you can only plan ahead for 3-4 overs at the maximum. That isyour target and thats the spell bowlers go through as well.

Most of the batsmen have gone through good spells, they have gotstarts and they are able to see off the most dif cult phase. But theyhavent been able to convert those starts. They need to start convertingthose starts, he said.

Virat Kohlis poor run continued asJimmy Anderson got him out again.

Karachi, Aug 10 (PTI):Pakistans spin bowling coach,

Mushtaq Ahmed has defended theperformance of spinners, SaeedAjmal and Abdul Rehman in theongoing rst cricket Test againstSri Lanka in Galle.

Mushtaq, who has worked as spinbowling consultant with the Englandteam before joining the Pakistanteam, said Pakistan was playing aTest match after a six months gapand that made a huge difference tothe bowlers. Spinners need to getinto a groove and nd their rhythmand this has not been possible forour spinners as they havent playeda test for six months now, said theformer Test spinner.

Mushtaq also blamed the pitch forthe struggle that the bowlers had toface in the rst Test so far. Thereis nothing in the pitch for the spin-ners so it has been a long struggle. But I am con dent the more testsSaeed and Rehman play and evenour other bowlers they will nd theirrhythm and start bowling much bet-ter, he added.

Incidentally, Pakistan last playeda Test also against Sri Lanka inJanuary in Sharjah.

citizens are registered as voters as soon as they turn18 has run into dif culties as the Attorney General hasopined that the move to have multiple cut-off datescontradicts provisions of the Constitution.

The EC had earlier this year told the governmentthat the 1 January cut-off date set for the purposedeprives several youths from participating in theelectoral exercise. The Law Ministry had opposedthe move, but following ECs persistent demands, ithad referred the matter to Attorney General MukulRohatgi for his opinion.

Rohatgi is learnt to have supported the view of theLaw Ministry that the move to have multiple cut offdates contradicts Article 326 of the Constitution andto have such a system is not practical.

According to the EC guidelines on enrolment ofvoters, for an election to be held in a particular year, only an individual who has attained the age of 18years as on 1 January of that year is eligible to beenrolled in the voters list. As a result, if a personis becoming 18 years on 2 January, he cannot beregistered. Therefore, a person who is turning 18beyond 1 January will have to wait for next year toget registered. In case elections are taking placesubsequently, they will have to wait for a longerperiod,

Election Commissioner Nasim Zaidi had said whenthe proposal was moved.

After initial probeby Delhi Police, the case was handedover to the CBI as the investigationinvolved a company which is basedin the US. Google had not takenpermission from SoI before organisinga mapping competition in February-March 2013 in which they askedcitizens to map their neighbourhoods, especially details related to hospitalsand restaurants. Alarmed by Mapathon,SoI, Indias national survey and mappingorganisation under the Departmentof Science and Technology, askedthe Internet giant to share its detailsand found that there were severalcoordinates with information on sensitivedefence installations which are out of thepublic domain.
