ACTORS INVOLVED IN THE FIRST TRUCK TO SHORE BUNKERING OF LNG IN ITALY

ConferenzaGNL suggested LNGEurope B.V. the proper location in Italy for the TtS bunkering of LNG;

The Port Authority of Civitavecchia took the lead on the LNG bunkering, promoted by

the ConferenzaGNL, and in assistance with the Dutch company LNGEurope B.V., in granting the first bunkering operation permit at the port of Civitavecchia.

The Port of Civitavecchia has become the first port to perform Truck to Ship

bunkering of LNG to a seagoing vessel within an Italian coastal port or any port in Italy.

THIS IS THE FIRST TIME EVER THAT AN ITALIAN PORT HAS GIVEN PERMISSION FOR A TRUCK TO SHIP BUNKERING OF LNG

The environmental benefits of an LNG powered tug are: •no sulphur emissions •92% reduced NOx emissions •20% reduction of CO2 emissions •98% reduced particulates •-50% noise reduction •compliant with Tier III regulations (NOx emission limits that will entry into force on 1 January, 2016, in the ECA regions).

• M/T Bokn is the second identical tug boat ordered by the Norwegian BUBE at Sanmar Shipyard in Turkey. M/T Bokn and Borgoy are the world’s first LNG powered escort tugs. The tugs are powered by lean burn gas engines from Rolls Royce Marine and departed on May 2014 from Sanmar Denizcilik A.S. shipyard in Turkey;

• The LNG system is designed by AGA Cryo and comprises an

80m3 LNG tank, two cold boxes and bunkering system. The system is fully redundancy (i.e. no diesel back up is required).

EMISSION CONTROL AREAS

In the framework of the adoption of the EU Directive on Sulphur content in the maritime fuels, the Italian Parliament proposed to the Governmet: I. to adopt emission limits in line with ECA ones starting from 1 January, 2018; II. to develop a normative and legal framework able to stimulate infrastructural

needs for the storage and refueling of LNG.

Both ships departed from Sanmar Denizcilik A.S. shipyard in Turkey and should have bunkered in Italy, Spain and

Belgium in order to arrive at her destination in Norway to begin her long term operational contract for Statoil to be

employed for long term terminal service at Statoil’s Karsto terminal. Bube was not able to organize a permission for

M/T Borgoy to bunker in Italy, so this ship was towed from Italy to Spain. Because of the successful first TtS bunker

operation in Zeebrugge (Belgium) of M/T Borgoy by LNGEurope B.V. in February 2014 , Bube asked LNGEurope to

organize a TtS bunker operation for the sister ship M/T Bokn in May 2014.

THE TRUCK TO SHIP BUNKERING OPERATION IN CIVITAVECCHIA

The trailer was positioned alongside the ship and connected to the ship’s fuel tank.

The LNG fueling operation was executed by one of LNGEurope’s trailers and this operation was the

farthest LNG delivery for LNGEurope out of Zeebrugge LNG terminal ever.

This first Truck to Ship bunkering in Civitavecchia was prepared and planned in cooperation with ConferenzaGNL, the Port Authorities, the Harbor Master, Wilhelmsen Ships Agency – Genova

Head Office , and the local Fire Fighting Department.

CONCLUSIONS

1. This bunkering operation was of great significance to Italy. It showed that the

LNG as a ship fuel is a safe and sustainable solution that is gaining

international importance.

2. The Italian institutions assured an effective collaboration, the Port Authority of

Civitavecchia took the lead together with the Harbor Master and the Ministry of

Infrastructure and Transport;

3. Truck-to-Ship Bunkering of LNG has been proven to be easy, flexible, safe

and cost effective;

4. This operation will help ConferenzaGNL address the acceptance issues related

to the use of LNG for transport during the activities of ConferenzaGNL Project

2014-2015.
