1. The new structure of the Association

The Internationa l Sociological Association introduced a series of radical changes in its constitutional structure at the Seventh World Congress held in Varna in Bulgaria trom 13th to 19th of September 1970. Calls for thoroughgoing changes in the sta­tutes were repeatedly heard at the Sixth Congress held in Evian in France in Sep­tember 1966. The complaints against the structure raid down in the original statutes adopted at the Constituent Con~ress in 0510 in 1949 centred on three tr. ,mes: First the membership structure: the old sta­tutes allowed individual membership in ex­ceptional cases only and this set limits both to the finances of the Association and to the range of its efforts of communication; Secondly the procedures of nominations and elections : these were not open enough and made it too easy to perpe­tuate an oligarchy of "insiders»; Thirdly the status of the Research Com­mittees : these had mushroomed since 1959 and established themselves as indispen­sable agencies for the organlzation of activities between World Congresses, yet had not been recognized in the statutes nor given any representation on the Council or on the Executive Committee. The Executive Committee in 1966 decided to set up a Constitutional Cornmittee to look into these comp!aints and to draft a set of amendments to the statutes. This was composed of Professors Reinhard Bendix, Reuben Hill. René Kónig, Stein Rokkan and Jan Szczepanski. The Com­mittee reported to the President in Fe­bruary 1970 and a set of draft amendments were circulated to all members of the Council well in advance 01 the Seventh World Congress. The draft amendments proposed changes of structure on all the three points: they introduced regular individual membership (Art. III 1. and 4, below), they instituted a Nominating Committee and required at least two candidates for each elective offi­ce (Art. VI), and they spelled out in con­siderab le detail the status, the internal governance and the representation 01 the Research Committees (Art. XI). The Council met in Varna on the 13th of September and again on the 17th to con­sider the proposed amendments. The pro­visíons for nominations and elections were accepted without dissent. The proposal to introduce individual membership was op­posed by only two or three delegates and was accepted without difficulties. The ori ­ginal proposal to ensure regular represen­tation of Research Committees on the Councll was rejected by a clear majority but an alternative proposal ensuring re­presentation on the Executive Committee was passed : this alternative called for the establishment of a Research Council 01 the Assocíatíon and the eleetion of four representatives of this body as Associate Members of the Executive.

The Executive Committee met in Milano on April 15th -18th, 1971. The meeting was attended also by prof. Jean Meyriat, Editor in chief of Current Sociology. by prof. Ana­toli Glinkine, 01 the Social Sciences De­partment 01 UNESCO, by prof. Jay De­merath . Executive Officer of A.S.A. and prof. Ph . H. Momdzan, I.S.A. Council Member from the U.S.S.R. This committee will process membership applications and wifl take care of issues concerning members. MEMBERSHIP IN RESEARCH COMMITTEES Individual members can become member of no more than two Research Committees. Membership in Research Committees is subjected to acceptance by the Research Committee itself. The I.S.A. Secretariat will collect all the application forms and will transmit them to the board of the given RC. for approvaL In case the appli ­catlon is rejected, the applicant may file fulther applications for other RC.s. or wait until the following year. REORGANIZATION OF ESTABLlSHED COMMITTEES The Executive Committee reviewed the situation of the established Research Committees with the aim 01 achieving a higher degree of activity from established Research Committees. Within this 1rame­work the Executive Committee decided to disconnect the Committee on Stratificatíon and to invite several others to mount significant activíties also between con­gresses. The Executive Committee also decíded to disconnect the Committee on Work and Organization which will be substituted by two separate Committees. d) Slte of the VIII World Congress. The Council 01 the I.S.A. had accepted in Varna an invitation by the Canadian Sociology & Anthropology Assoeiation to hold a congress in Canada. No decision was taken at the time, eoneerning the precise loeation of the congress. Prof. Hubert Guindon as member of the E.C. and as delegate 01 the Canadian asso­ciation was entrusted with the task 01 assessing the faci I itíes at the two major sites proposed for the Congress, Toronto and Montreal. Following prof. Guindon's report the Executive Committee decided to opt for Toronto. The VIII World Congress of Soeiology wlll thus be held In Toronto, Canada, on Sept 1st. - 6th 1974. These dates will allow partieipation also 01 those who attend the annual ASA convention to be held in Montreal on August 26th - 29th. The program tor the VIII World Congress will be discussed by the Executive Com­mittee during Its next meeting (probably in Spring 1972). A survey is currently being conduced by the Secretariat among mem­bers of the I.S.A. to col leet suggestions on themes and format. Suggestions by other persons are welcome.
