The following is an action hems report for the ii July 2006 Kelly Restoration Advisory Boardmeeting.
1. Mr. Quintanilla requested the Ke11yRAB be provided copies of signed minutes, January 2005through September 2005 for furt her review and approval of the entire 1MB.
During the 11 October 2005 Executive Committee meeting, both cochairs signed and approvedthe minutes for the December 2004 through September 2005 meetings, including RAB andTechnical Review Subcommittee (TRS) meetings. Copies of these signed minutes weredistributed in RAB member meeting packets for the 18 October 2005 RAB meeting. NABmembers who need additional copies of the minutes may obtain them from the Information -
Repository or RAB Cochair Library. - -
2. Mr Garcia asked to be provided with instruction on how to be added to the Chief Clerk'smailing list for the State of Texas.

On the Sleuthing TrailCASE: "Roddy, the June 21,
2006, issue of the Journal ofthe National Cancer Institutefeatured a report of a study,'Cadmium Exposure andBreast Cancer Risk.'
"According to a Reuterssummary of the report, whichI read on a Web health site,'Women with the highest lev-els of cadmium in their urinehave more than a two-foldhigher risk of breast cancerthan women with the lowestlevels. ... This held true afteraccounting for establishedrisk factors.'
"That news brought backmemories of your investiga-tion of Kelly AFB contamina-tion several years ago.
"Didn't you write aboutKelly workers' exposure tocadmium ... and about ahigh incidence of breast can-cer among Kelly workers?
"Do you think there is alink?"
INVESTIGATION: After re-viewing my Kelly-contamina-tion files, here is what I canreport with certainty:
In 2001, during a months-long effort to identify envi-ronmentallhealth hazards atthe former Air Fbrce base, Ilearned:
• For nearly 30 years, aplating facility in Building301 contained vats of cad-mium in which aircraft partswere dipped, Occasional leaksin the vats led to contamina-tion of soil and groundwater.
MAt various times, build-ings 258 and 259 were usedfor cadmium plating.
"These platinghops werevery small and quite old," aformer Kelly worker told me."During the Vietnam conflict,
were dis-charged intoLeon Creek."
• "Cadmiumwas used inevery AirForce platingshop," an AirTraining Corn-mand old-timer recalled."And vaporsalways boiledoff the (cad-miunilcya-nine) solu-tion."
Regarding breast cancerIn 2002, the Air Force pub-
lished the results of a studyof the mortality of civilianswho worked at Kelly AFB be-tween 1981 and 2000. Themost troubling findings:
• Breast cancer occurredmore often than expected inboth men and women.("Three men died from breastcancet where one or nodeaths would be expected.There were 18 breast-cancerdeaths among women in thestudy, where only eight wouldhave been expected.")
• "Elevated mortality" wasnoted among female "blue col-lar" workers.
While Air Force research-ers expressed some concernabout the fmdings, they con-cluded:
"This study could not deter-mine any common exposureor risk factOr for the men andwomen with breast cancec"
And:"it is unknown whether the
excess (of breast cancerdeaths) was occupationally re-lated.
"Because the study popula-tion was relatively young —
"follow.up," and as far as Iknow, there are no plans toconduct additional studies ofthe mortality of Kelly workersand/or their families.
I mention "families" be.cause of a warning from TaraBergeson, an environmentaltoxicologist at the WisconsinDepartment of Natural Re-sources, who was quoted in areport of the cadmium/cancerstudy published in the Milewaukee Journal Sentinel:
"...people who work withcadmium should take preceu,lions to avoid carrying cad'.miwn.containing dust homefrom work on clothing, skin,hair or tools."
Bergeson's comment caughtmy eye because while prepaiing to write this piece I cameacross this question and an-.swer in an April 3, 2001, col-umn:
'What did Kelly workerstouch, breathe and take hauteon their clothes?...
"An educated guess aboutBldg. 301 would include cad-fmiuin and chromium."
It seems safe to assumethat plating-shop workers atKelly took cadmium home ontheir clothes day after day,year after year — in somecases, for decades.
I understand that such col-.umnizing assumptions caflbemore worrisome than belpftil:to Kelly workers and theirfamilies. But I'd rather be.guilty of scaring folks unnec-essarily than withholding in-,formation that could motivatethose workers and familymembers to put regular medi-cal checkups high on theirlists of priorities.
