1 ITEM NO. 22 Item No. 2, which is the recognition of Vice3 Chair Sharon Anne Harrington.4 CHAIR PLOUSIS: The New Jersey Casino5 Control Commission Resolution No. 20-08-12-02:6 The Resolution of the New Jersey Casino Control7 Commission commending Sharon Anne Harrington8 for distinguished service to the Commission.9 Whereas, Sharon Anne Harrington was

10 appointed to the New Jersey Casino Control11 Commission by Governor Jon Corzine and began12 her tenure as a member of the Commission on13 July 4th, 2009. She was reappointed by14 Governor Chris Christie to a second term15 commencing in June 2013; and16 Whereas, Sharon Anne Harrington served17 the Commission and the people of the State of18 New Jersey with great distinction from 2'0919 until her retirement on July 1st, 2020,20 including an unprecedented eight terms as Vice21 Chair;22 Whereas, she demonstrated the highest23 level of personal integrity, scholarship, and24 dedication in fulfilling her duties and25 responsibilities as a member of the Commission,

1 ITEM NO. 22 thereby enhancing the public trust and3 confidence in the regulation of the casino4 gaming in New Jersey; and5 Whereas, her acute insight, attention to6 detail, and perceptive analyzing of complex7 issues aided immeasurably in the decision-8 making process during a crucial period in the9 development of casino gaming in Atlantic City

10 and beyond;11 Whereas, she exhibited honesty,12 integrity, compassion in discharging her duties13 and ensuring that all individual applicants and14 respondents were treated fairly and equitably;15 Whereas, her passion, professionalism,16 tenacity, and wisdom earned her praise,17 respect, and admiration of her colleagues in18 the entire casino gaming community; and19 Whereas, she has been a tenacious20 advocate and tireless watchdog in her efforts21 to ensure continuing integrity of the casino22 regulatory process and relentless in her23 efforts to revitalize Atlantic City and restore24 it as a convention and entertainment center and25 a destination resort;

1 ITEM NO. 22 Whereas, it is fitting and appropriate3 to commend Vice Chair Sharon Anne Harrington4 for her noteworthy achievements and special5 contributions to the Commission, the State of6 New Jersey, and the casino gaming industry7 during her distinguished career;8 Now therefore be it resolved that the9 Casino Control Commission and its staff hereby

10 express their gratitude for Sharon Anne11 Harrington for her invaluable service to the12 Commission, for her contributions to the proper13 regulation of casino gaming, and to the14 realization of the ultimate social and economic15 purposes of the Casino Control Act and for her16 good will and friendship; and17 Be it further resolved, the Commission18 and its staff extends their best wishes to19 Sharon Anne Harrington in all her future20 endeavors; and21 Be it resolved that this resolution be22 placed on the record as a commemoration of our23 sincere appreciation and heart felt best24 wishes.25 I'll make a motion for that resolution.

10 CHAIR PLOUSIS: Ayes have it.11 Congratulations. Commissioner12 Harrington, and I know you're on the phone.13 Would you like to say a few words?14 MS. HARRINGTON: I would. Thank you.15 Thank you so much for -- for that tribute and16 I'm very proud to be able to accept.17 It was a tremendous privilege to serve18 on the Casino Control Commission for the past19 11 years. I worked with some very talented20 colleagues and cannot say enough about the21 knowledgeable, smart, talented staff of22 professionals who support us at the work -- in23 work of the Casino Control Act.24 As you said, I was there during some25 very interesting times from expansions,

1 ITEM NO. 22 consolidations. Fortunately, we're expanding3 again. The industry is hopefully as strong and4 will come back and be as strong as ever. The5 physical landscape of Atlantic City has turned6 during that period of time. You know, no --7 nothing more evident than our own Orange Loop8 outside our front door and the work that's9 being done there.

10 I think many of you know, I began my11 professional life as an aide to Marty Hermann,12 who was Chairman of the Judiciary Committee in13 the General Assembly, but as importantly, sat14 besides Steve Perskie when he was an15 Assemblyman writing the Casino Control Act. So16 I think it is fitting to conclude my17 professional career retiring from the Casino18 Control Commission. And I wish you all the19 very best.20 So thank you for this recognition and21 congratulations to all of you.22 CHAIR PLOUSIS: Thank you, Commissioner23 Harrington. You will be sorely missed. And I24 know the arts community has gained you -- to25 have you for more time. I know you've been

1 ITEM NO. 22 very dedicated for the arts community3 throughout the state, and I know now you have4 more time to dedicate to that cause. And5 again, continued success, and we will miss you6 here.7 MS. HARRINGTON: Thank you. And I will8 continue to be a member of the Atlantic City's9 Art Foundation Advisory Board. So you haven't

10 seen the last of the me or heard the last of11 the mural projects for 48 blocks, popup12 exhibits, and the other work that they do to13 support the community in Atlantic City.14 So thank you, Mr. Chairman.15 CHAIR PLOUSIS: Thank you.16 Comment?17 COMMISSIONER COOPER: I would like to --18 thank you. Thank you, Mr. Chairman.19 Sharon, I just want to add my very20 personal congratulations on your, again, well21 deserved retirement.22 The Resolution that the Chairman just23 read says it all, so I'm not going to repeat24 some of the wonderful highlights that were just25 mentioned. But again, it has been an honor and

And I think the6 only thing that I can say right now is be safe,7 be well, enjoy good health, and most of all,8 once again, as we've all said this morning,9 enjoy your much deserved retirement.

10 And as you said, I'm sure we're going to11 see you around. I know you have a passion for12 the arts. I have a passion for the arts, and13 we'll be seeing Sharon Harrington, I'm sure,14 right here in Atlantic City.15 So once again, congratulations and all16 the best.17 MS. 10 comments in regards to your application.11 The Division, as well as the Casino12 Control Commission, as well as Governor Murphy,13 believes in second chances. You're getting a14 second chance here in regards to your casino15 license. As you know, it's a privilege to have16 a license. This is the gold standard for17 regulatory licensing in the casino industry,18 not only in the United States but literally19 around the world. So you're really getting a20 good opportunity to turn your life around, and21 I hope you realize that opportunity that the22 Commission is giving you here today on the23 recommendation of the Division.24 Do you understand that, Miss Garcia?25 MS. GARCIA: Yes. I do.

Also, I do want3 to mention that if you need some assistance4 there, if you run into that bumpy roads -- some5 bumps along the road there in the future, there6 are resources out there that can get you back7 on the right track.8 There's a great program at the Atlantic9 City Library that we have partnered with, the

10 Fresh Start program, where they have counselors11 and people there who can help people who have12 been involved in the criminal justice system.13 So my recommendation is take advantage of that14 if you need that assistance. Or we can help15 you at the Commission in any way. We have16 resources we can refer you to.17 But again, I want you to really remember18 how important it is to have this license and19 the opportunity you're getting here today.20 MS. GARCIA: Most definitely.21 You said the program is called Fresh22 Start?23 CHAIR PLOUSIS: Yes.24 MS. GARCIA: Okay. Great. Thank you.25 CHAIR PLOUSIS: Are there any other
