Annual Report of "Cultural Enrichment Through Com-munity Action" Project

Western Kentucky University received a grant of $15,609.07

toward a total project cost of $20,812.09, effective September 1,

1966. This amounted to seventy-five per cent Federal funds and

twenty-five per cent institutional funds for the operation of the

project.

The project visualized a five-phase effort on the part of

Western Kentucky University to determine the needs and interests

of the cities and counties in its service area with respect to

cultural enrichment, viz:

A two-day workshop on the Western KentuckyUniversity campus was scheduled for November17-18 for members of the Regional AdvisoryCouncil. It was the purpose of this workshopto help members of the Council to identify thecultural needs of their respective counties, todetermine the local available human resourcesand physical facilities upon which to draw inmeeting the needs identified, and to assist inthe development of techniques and procedures

for stimulating community action through theformation of County Advisory Committees havinga broad base for participation by local leaders.

Phase III: A one-day planning conference was conductedon the Western Kentucky University campus onJanuary 13 for the purpose of planning for thepilot demonstrations which the Regional AdvisoryCouncil had recomn: .inded for Russellville,Kentucky, on February 4, 1967; Hardinsburg,Kentucky, on February 11, 1967; and forOwensboro, Kentucky, on March 4, 1967.

After hearing the reports of the county chairmenfrom Logan, Hart, and Daviess County, respect-ively, various recommendations for conduct ofthe pilot demonstrations were considered by theCouncil with the result that some changes in theproject demonstrations were approved.

Phase IV: It was felt by the Project Director and theRegional Advisory Council that it would be ofconsiderable educational value to communityleaders in surrounding counties to have an op-portunity to see pilot demonstrations in whichtechniques and procedures for harnessingresources in art, the lecture, the library,music, and the theatre, were demonstrated.In accordance with this concept, pilot demon-strations were conducted as follows:

Pilot Demonstration at Russellville Kentucky§atu February 4 1967

The pilot demonstration for Logan County began at one

o'clock p.m. with an art exhibition in the foyer of the Russellville

High School. Dr. E. G. Monroe of the Western Kentucky University

faculty was in charge of the exhibit, consisting of thirty paintings

and prints. Dr. Monroe explained each piece with emphasis upon

community initiative in developing art programs of various types.

The work of three local artists was included in the exhibit°

Lecture Resources was presented in the high school library

at two o'clock p.m., and a travelogue, a taped lecture, and a live

lecture by the local newspaper editor were used to demonstrate how

lecture programs could be initiated in small communities. Dr.

John D. Minton of the Western Kentucky University faculty con-

ducted this phase of the demonstration.

The music demonstration was conducted in the deGraffenreid

Auditorium adjacent to the high school with Dr. Howard R. Carpen®

ter of the Western Kentucky University faculty in charge. Wind

and string instruments and the piano were used to demonstrate

various types of musical programming for email communities, and

a number of vocal solos and duets were also presented.

The demonstration was concluded with the library phase

being conducted in the high school library at four o'clock p. m.

with Miss Sara Tyler, Director of Libraries at Western Kentucky

University, in charge. Miss Tyler drew upon resource persons

from the office of the state library and from the local library in

Logan County to explain techniques for utilizing library services.

Moreover, a twenty- minute film on library resources was

presented in connection with the demonstration.

The demonstration concluded with the theatre presentation,

Shakespeare's The Taming_of the Shrew, at 7:30 p. m. in the

deGraffenreid Auditorium. Dr. Russell H. Miller of the Western

Kentucky University faculty invited community representatives to

come backstage to view the techniques of stagecraft necessary for

the production of such a play prior to the opening curtain.

It was estimated that groups varying in number from 150 to

900 persons were present for the five demonstrations.

Whereas Russellville had been selected as the site for the

pilot demonstration for a medium-sized city and Owensboro for

a large city, Hardinsburg was selected by the Regional Advisory

Council as a typical, small, rural community for a pilot demon-

stration. The format of the demonstration for Hardinsburg was

exactly the same as that for Russellville except that in art a greater

variety of art media was used, i e., wood, metal, plaster,

plastics, clay, and leather, and the theatre production was

changed to Tennessee Williams' The Glass Menagerie.

As might be expected in a smaller community, the number

of persons present for the various aspects of the demonstration

was considerably smaller with not more than 100 being present for

either phase of the demonstration.

The format for the pilot demonstration in Owensboro was

completely different from that of Russellville and Hardinsburg.

Whereas Western Kentucky University had supplied most of the

human and material resources for the pilot demonstrations in those

cities, the University supplied almost nothing for the Owensboro

demonstration. The only contribution by the University aside

from the contribution of its faculty, was to make available thirty

pieces of art for the art exhibit at Owensboro.

With considerable reluctance, the Regional Advisory

Council had concurred in the recommendation of the Daviess

County Advisory Committee that the pilot demonstration become

the kick-off event for a week-long Festival of Arts. However, in

view of the tremendous enthusiasm of the local community for the

festival idea, and in further view of the fact that the festival was

a spin-off product of the three pilot demonstrations scheduled 1-fy

the Regional Advisory Council, it seemed wise to go along with

the plans of the Festival of Arts Committee in allowing the pilot

demonstration to become the lead event of the festival. Experience

proved, however, that the decision was unwise because the

purpose of the Regional Advisory Council in stimulating interest

among leaders of surrounding communities was not achieved.

The faculty of Western Kentucky University was not provided

an opportunity to evaluate or criticize the various phases of the

demonstration and, consequently, made no contribution to the local

committee or to those who may have represented outlying com-

munities. Notwithstanding these shortcomings with respect to the

project, the Festival of Arts was an outstandingly successful

undertaking for an entire week, and thus the effort should not

be considered wholly unsuccessful when viewed in the light of

the tremendous interest which was generated in Owensboro and

Davies s County in going far beyond what was visualized by the

Regional Advisory Council.

Phase V: The Regional Advisory Council met in thePaul L. Garrett Student Union on February23 and 24 to evaluate the pilot demonstra-tions at Russellville and Hardinsburg. Itis regrettable that the evaluation could notbe deferred until the Owensboro demon-stration, but the Council decided to pro-ceed with the evaluation in order thatrecommendations could be made to theProject Director, Dr. 0. J. Wilson, toassist him in submitting a proposal for1968-69.

REPORT OF CONSULTANT

Dr. Burnett H. Shryock, Sr., Dean of the School of

Fine Arts at Southern Illinois University, served as Consultant

to the Project Director and the Regional Advisory Council

throughout Phases II, Inv IV, and V of the project with the

exception of the pilot demonstration at Owensboro. A report

of his evaluation of the pilot demonstrations at Russellville

and Hardinsburg is included herewith in this report, viz:

EVALUATION OF THE RUSSELLVILLE DEMONSTRATION

Art

A gallery was converted from the foyer of a new building.There were eight panels loaned by the county fair. All exhi-bitions were of a two-dimensional nature. Things wereshown at the local level. Some were loaned at the nationallevel. There was a feeling that the exhibition needed morecrafts and three-dimensional media.

Dr. Monroe, of the'Vestern Kentucky University art staff,gave an explanatory lecture clarifying the various processesinvolved. There was a:.question and answer period. Therewas no use of legends for the various pieces exhibited andno brochures. I believe that this would save time and createadditional interest in the exhibitions. There was surpriseevidenced at the number of people interested in participa44Lion, . people drawing, creating prints, etc. Thecomment was made that it was a veritable, contemporaryrenaissance.

One of the finest aspects of this whole situation was thattalented Negroes viere strongly encouraged. Someonemade the comment that the local banks were interested inthe entire exhibition. Dr. Monroe indicated that there wasa great deal of interest shown prior to his talk and thatanswers to questions were geared to preliminary questionsresulting from the exhibition. There were lighted cases toindicate materials used in the various processes. Theconcensus of opinion was that it was a good exhibition, wellhandled, and well presented. Thic writer's comment isthat it seems most encouraging that, with so little pre-liminary preparation, so much was accomplished for thisone-day pilot demonstration.

Lecture Resources

The meeting regarding Lecture Resources was held in thecafeteria and was well attended. The meeting aimed topresent different kinds of lectures. There was a "local"lecturer who was the editor of the newspaper in Russell-ville. This was followed by Dr. Wilson's travelogue whichwas a different type of lecture. I am not clear from mynotes whether this was a taped lecture or whether thiLrefers to still another kind of lecture. Dean Minton was incharge of this area,

The visual material was popular with the audience and thetaped material received excellent reactions. A commentwas made that choice of material was good, as was thereaction on the whole. There was criticism of the execution,lighting, etc. It is extremely important that the "showmove smoothly".

The survey indicated that, in popularity, the lectureresources as an area of demonstration was at the bottomof the list. It seems that, in order of popularity, theatrewas first, music second, and art third All three of these,of course, involve participation which we felt from the veryfirst was extremely important. Lecture resources andlibrary resources are services and suppliers of information.Naturally, these would not be as popular as performing arts.

Music

Apparently, there was a good combination of local talentand imported talent used. A young local pianist apparentlycreated quite a stir. There was a folk song duet and abalance of amateurs and professionals, classic musicversus popular music. Adverse comment was that attend-ance was not good, that the program was too long and thatit would have been far better if there had been printed pro-grams available.

The question was raised which was most popular. . . . . .folk music or "high brow" music. The answer was thatthere seemed to be a good balance. The same goodbalance existed in the popularity of instrumental and folkmusic. There was both youth participation and adultparticipation. There were strings and woodwinds.

Libraztitesources

Displays tied in with the five areas: Art, Lecture Resources,Music, and Theatre.

Iam surethat more information was forthcoming in relationto the Library Resources of the Russellville demonstrationand I am sorry that my notes arc; inadequate on this particu-lar area.

Theatre

"The Taming of the Shrew" was presented. Dr. Millerindicated that there was difficulty with the stage sets sincethey couldn't "fly" them. Here again was evidence of alack of time. If such productions are to be taken on theroad, the sets could be so designed that they could movethem on rollers. It was pointed out that the productionwas a good test of the limitations of the new Russellvillebuilding in which "The Taming of the Shrew" was presented.Local talent was used in both the cast and crew. Again, Ifear that the notes related to Theatre are inadequate andpossibly inaccurate.

EVALUATION OF THE HA.RDINSBURG DEMONSTRATION

Art

I have very few notes on Hardinsburg as relation to Artexcept that a need was felt for more crafts. A great dealof interest was shown and the lecture was good. Again,a need for "more of a method of doing" was indicated.Someone mentioned that the interest was terrific andseemed to be especially so in relation to hooked rugs,wood carving, and hand crafts.

Lecture Resources

This category seemed to be well received; especially thetravelogue. The local speaker was excellent and seemedto be an appropriate choice because of his knowledge ofLincoln and his demonstration fell on Lincoln's birthday.Again, there was indication that the Lecture Resourcesarea was excellent. Interest was good in relation to ahistory lecture on Breckinridge County.

Music

Two representatives, in their evaluation, felt that therewas no stimulation interest-wise relative to musicaldirections. Demonstrations were needed. I suggested

the use of record players with program notes and. perhapscomment by a lecturer might be helpful. Certainly thereshould be effective demonstrations on various instrumentsto stimulate the interest of younger people.

The band room was used for the demonstration in Music.A small local band was presented and, also, the youngpianist from Russellville. Younger people were usedincluding a quartet of folk singers. Someone made thecomment that "a shorter program left more time foraudience participation". This statement puzzles me andI am afraid I do not remember how it fit in context. Theyespecially felt the lack of string demonstrations.!

Library Resources

Several felt that the Hardinsburg demonstration relativeto Library Resources was better than the Russellvilledemonstration and some indicated that they were quiteimpressed.

A film was shown first and then Library Resources wasdiscussed. Miss Tyler believes that this kind of demon-stration would be better in a public library than in a schoollibrary. Both the showing of the film and the discussionof services were conducted in the Hardinsburg schoollibrary.

Theatre

Two representatives had great praise for Dr. Miller'sGym-Arena production of "The Glass Menagerie". Onecomment that was made was that this managed to bringthe entire community into the picture. I suppose by thatthey meant there was an intimacy to the Gym-Arena typeof production which, in many ways, is similar to theatre-in-the-round. Dr. Miller's company brought their ownlamps but used local furniture. The theatre in this formwas the first in Hardinsburg and played to a most appreci-ative audience. It stirred up interest in local theatre tothe extent that the audience wanted to know the costs.People outside of Hardinsburg evidenced interest in theatregroups. Logan County apparently has very interestingfolklore which could lend itself to an original production.

Dr. Miller has suggested a pool of resources and a pos-sible employment of a director who would serve severaldifferent towns. I feel this is an excellent idea.

Osi Friday, February 24, several counties and their repre-sentatives made statements concerning their plane andneeds. No evaluation of the Owensboro demonstration couldbe made since, unfortunately, this was to take place at alater date. The following brief notes were taken:

Mr. Bowie of Hardinsburg and Breckinridge County isinterested in furthering a youth orchestra program. Heindicates that there is a desire on the part of youth in thiscounty to play strings. noted that his proposed projectshould be referred to.

Daviess County outlined the following needs and programs:

1. They are interested in a theatre and/or dramaprogram, both adult and children's theatre. Theyfeel the need for a coordinator.

2. Daviess County would like a writer's conferencewith reading and discussion with the hopes that theservices of an accomplished writer might be forth-coming.

3, Under visual arts they suggested the followingneeds: Exhibitions with Saturday classes for childrenand evening classes for youths and adults. Theywould like to have regular "clothesline exhibitions".Also, they evidenced a need for visiting lecturers,visiting exhibitors of all kinds, visiting jurors tojury local exhibitions and a badly needed art centerof some sort.

4. They would like to have a civic orchestra witha paid director and a paid guest musician.

Note: My notes are not clear at this point. I have madesome comment that Mrs. Boardman has quite a broadprogram outlined and that resources are badly needed.

At the same time, I have noted that Mr. Cooper requests$1, 300 for adult classes. I further noted that this seemedto be quite modest in relation to some of the other requestsand deserved attention.

Mr. Buck, of Hancock County, requested no money and madeno formal proposal.

Mrs. Noe, from Logan County, indicated that an artistsguild had been formed and that use of new facilities, namelya new auditorium and a new library, were to be made use of.She indicated the need for a guest art critic, visiting themat least six times during the year. She would like to haveat least two traveling exhibitions of film and slide programs,a craft demonstration and an art appreciation class offeredby a university extension division. Mrs. Noe indicated that,in music, she would like to have a singing convention ofteenagers "rock-and-roll". In theatre they feel the need foroutside groups; good movie film series and childrens'theatre, Relative to lecture resources they would like aseries of lecturers with topics of local interest. A libraryresources program would probably follow closely thesuggestions made by Miss Tyler.

According to my notes, Mr. Smith from Monroe Countyindicated a need for assistance in a demonstration center.Apparently they have what is called the Brown Cottage ArtClub.

Mrs. Link, from Simpson County, indicates their desirefor a music club, art groups, good library facilities, anda concentration on a children's theatre. She expressedthe need for a director naming a figure of $6, 000-$8, 000as salary.

SUMMARY

In summarizing, I should like to mention thereactions from the various counties in termsof their proposals for needs since it followsimmediately these notes and requests. Itwas pointed out that any moneys for buildingsand other facilities should come from thelocalities themselves; or the available space(perhaps old stores or old homes) could beconverted and utilized effectively for the artsgroups. I believe that the State Arts Council(or Commission as I believe it is called inKentucky) has a policy which prevents anyfinancial assistance in terms of physicalfacilities; but they can assist in relation toat least partial expenses of. traveling groupssuch as musical theatre, lecturers, dances,traveling exhibitions, etc. They also can helpto finance consultants who may be helpful inplanning facilities or in directorial capacities.For instance, the Illinois Arts Council hasassisted financially with the Martha Grahamdance group., the Chicago Symphony Orchestra,and is now in the process of planning a touringrepertoire company of some sort. It isnaturally assisting where possible and wheremost needed with certain events in the forth-coming Sesquicentennial Celebration, It hasassisted small localities in terms of exhibitionsand, with the aid of industry, has been able,on a managerial basis, to innovate certaininteresting art forms; namely, a theatre in thestreets project to be put on in Chicago streetsin August of this year.

I believe that localities should put in their bidsfor assistance from the State Arts Council andthat, as much as possible, there should beconstant. contact with the officials of these ArtsCommissions.

Painless It should be remembered that festivals or pilotEducational demonstrations, in relation to any of the arts,Process are not only to stimulate interest in the arts

but also this must be a painless educationalprocess. I was particularly impressed withthe lighted cases of the Russellville demon..stration which showed the tools and thematerials involved in some of the variousprocesses. In other words, some peopledon't know what a tube of paint looks like, ora palette knife, or a stretched canvas. Oneof the most interesting educational displaysof this sort was at Columbia University(Teachers College) many years ago whenevery tool or material involved in the makingof a lithograph, with a clear and conciseexplanation of the processes, in the orderof its development, was shown. Anyonecould have produced a lithograph afterseeing this educational device.

While driving through Kentucky, I noticed thatin many stretches of wooded areas there wererather unique, rough pieces of scrap wood.(Dead branches, parts of old stumps, etc.)For some reason the texture seemed moreinteresting and the shapes more exciting thanI had seen in other wooded areas. Thereseemed to be a variety of trees which waspartly responsible for this. If the eye istrained and the person becomes discriminating,it takes very little work to incise or carve someof these already interesting natural forms. Withvery little imagination, they can becomeexciting pieces to mount and show in localexhibitions.

Along with the suggestion of education materialsIn lighted cases, it might be of educational valueto make use of printed programs, with program.notes. If concisely expressed, these programscan create additional interest in any program.

Since there was minor criticism of the libraryand lecture resources as two of the areas ofdemonstrations, let me suggest that perhapsthey can be coordinated more closely with theperforming areas or that they can be dramatizedmore than they were, Again, I have been muchimpressed of recent years with the lighted cases.

used by our librarian here at Southern !IllinoisUniversity to dramatize books which tie in withsome educational activity that is timely. Insome cases he has been able to secure originalillustrations from a rare book or tie it in witha portrait or a piece of sculpture appropriatein subject matter.

In terms of lecture material, I should like togive an example in relation to a lecture byMr. Charles Eames, the noted designer ofchairs and well-known architect, His style oflecturing is against all rules. It is informal,hesitant, but somehow effective because of thenew techniques employed in relation to hisslides. Slides moved almost in rhythm witha coordinated musical score; sometimes super-imposing one image on another. Somehow thestaccato rhythms of the music were interspersedappropriately with his rather simple, hesitantmanner of speech, Despite his mannerisms,it became evident that these mannerisms werecarefully studied and that the lecture, slides,and music were highly organized and coordi-nated resulting in a dramatically satisfyingwhole.

It has become evident, in relation to the com-ments and criticisms of the two demonstrationsat Russellville and Hardinsburg, that everyonewould have liked to see more of the simple handcrafts. I think that it is especially importantin regions with which we associate hand crafts,folk music, and folk dancing. In some casesthe people producing the crafts in areas of thissort should be left alone. They have their ownmethods and have developed instinctive goodtaste in relation to their particular crafts. Ifit is needed, the only thing to consider is theimprovement of their methods and perhaps taste,This should of course be done with a great dealof caution in order not to ruin the naturalnessand spontaneity of truly creative craftsmen whoknow their processes so well. Also, no nosesshould ever be turned up at hooked rugs, quilts,embroidery, and other homely crafts as long asthey are tasteful and well done.

It has been most gratifying to see the amount ofinterest which has been generated during theRussellville and Hardinsburg demonstrations.It is to be hoped that this interest can be keptalive and that there can be more "BrownCottage" arts clubs of local talent and a constantyear-long awareness of the value of the variousarts to the community.

In the reports on previous meetings, I have notedthat out of the discussions there has emergedsome rather important factors.

1. There should be a happy balance betweenthe more professional, imported artists andthe local artists. (In other words, as muchPARTICIPATION locally as possible.)

2. We cannot underestimate the value of involve-ment of youth in the communities' arts pro-grams.

One more comment! Art should neither be allhumorous, light and popular, nor should it beall serious and intellectual. Again, thereshould be a happy balance of "rock-and-roll"music and classical music; a balance of con-servative and avant-garde art, music, andtheatre; and, certainly, no community shouldoverlook its native crafts, nor its folk musicand folk dancing, as art forms.

I felt I learned a great deal from the experiencesthat resulted from these pilot demonstrationsand I am certain that those who participated andthose who were observers of the actual demon-strations were stimulated and will undoubtedlykeep alive the fire that was kindled.

Advisory Council that the Project Directors submit an application

under Title I of the Higher Education Act of 1965 for sufficient

funds to conduct groups in art, music, and the theatre in the
