• Sent to civil aviation regulatory authorities in all ICAO ‘Contracting States’ – i.e. member States of ICAO (States that have signed the Convention on

International Civil Aviation, the Chicago Convention (1944), currently 191).

• Aim – to determine weak areas in preparedness planning, from the viewpoint of civil aviation authorities

• Over 60 responses • Asia most prepared
