2.04 Summary of the main activities undertake under this project, and the expected outputs.
Social exclusion has several dimensions. It exists in various spheres and in many forms. In Bangladesh country context, exclusion of Dalit witnessed in various forms and it is much inter-related. It revolves around the societal interventions and institutions that exclude, discriminate, isolate and deprive some groups based on group identities like caste, language and ethnicity.Dalit Girls face discrimination, exclusion and violence as a result of both their caste and gender. The majority of Dalit girls drop out of school is one of the most crucial opportunities in escaping poverty.

The main attention will be on inclusion of extreme marginalized Dalit through lobby, advocacy, and awareness build-up, sensitization of influential stakeholders as well as established of preparatory school, Mainstreamed to the formal Government Primary and secondary School, follow up for protecting drop-out, health and hygiene education, and promoting rights based advocacy for improving their livelihoods. Finally the project will significantly contribute for social inclusion for Dalit girls at mainstreamed education at local, regional and national level- which will be created enabling environment for them and as a result long term sustainability will be ensured on the context of social inclusion of Dalit Community.

Vision
The social inclusion of Dalit girls in North-Western Bangladesh through effective educational interventions.
Rationale and need of DREAM Project
Dalit are treated as extreme vulnerable segment and have been experiencing various forms of injustices in the social and economic context. However, these groups of people are victim of various forms of social injustices and it is difficult for them to get remedies for the injustice they experience. In the midst of living in an injustice and exclusion, they cannot claim their rights consequently; their human rights are extremely undermined. These extremely disempowered segments of the society have the right to get justice and being mainstreaming for protecting their rights as citizen of the country.
The project will create a favourable atmosphere for Dalit people, especially for Dalit girls to access education and opportunity to improve their livelihoods. Through successful implementation of the project, human rights violation will be reduced and human dignity will be increased.
Why this project is innovative
DREAM Project is innovative and according to the definition of innovation, the project has:
The widen coverage of Dalit-girls at Primary and Lower Secondary level through appropriate innovative approach (According to the secondary data, at present only 4% Dalit girls admitted to the school.(Source: Nagorik Uddyog, March 2011, Dalit Women In Bangladesh: Multiple Exclusions)

The extreme level of exclusion and marginality status of Dalit women and girls are dictated by the socio-cultural, economic and political situation of Dalit people in Bangladesh. In Bangladesh there are an estimated 5.5 million Dalit. No specific and significant action has taken for Dalit girls.
According to the census of Government of Bangladesh, there is no specific statistics of Dalit communities. Secondary data from different sources have estimated that 5.5 million Dalit community lives in Bangladesh and out of them near about 1 million of them are girls. The project will address 300 Dalit girls which will significantly contribute a positive enabling impact for future action.
Dalit children’s enrolment to the mainstreamed educational system, still now a big challenge. Considering the issue, the project will involve all significant influential stakeholders e.g. Government officials, Member of Parliament, Local Government representatives, civil elites, as a result, increased diversity of actors and activities will come up to support the DREAM project.
The project is designed by a systematic and people-centered way. The basic interventions of the proposed project is designed to create a long term community based ownership and enabling environment for communal harmony as well as social acceptance for marginalized segment. As a result a long term impact of the program will be ensured.
A significant investment will be made by the private sectors actors including chamber of Commerce, health practitioners, lawyers will be involved through human rights protection committee .The project will nurture the existing social capital of Bangladesh for ensuring communal harmony and Unity and dignity of extreme minority.

Dalit Girls Means come from the extreme marginalized community including Basfor, Chandal, Hela, Dom, Lalbegi, Bagdi, Bazondar, Behara, Dai, Dhopa, Hazan, Nikari, Kawra, Rabidash, Napit, Kaiputro community.

3. Details of the Proposed Project3.01 : Organisation’s management, systems, measurement and monitoring capacity:
A General Body governs ESDO. General Body elects a 7-member Executive Committee. EC provides policy guidelines. The Member Secretary guides the staff members in order to accomplish the day to day activities.
ESDO regularly conduct three types of planning for project activities: (i) Strategic Plan (ii) Business Plan (iii) Yearly Plan. ESDO facilities monitoring consider it as an essential tool for its programme management to measure the effectiveness of programs both on quantitative and qualitative aspects. The effective facilitation of regular monitoring also enables the ESDO management take necessary corrective measures. ESDO’s all project activities are monitored monthly and quarterly basis by the respective project supervisors. According to the monitoring findings, the ESDO management undertook action to improve the planned activities.
[[[ESDO’s all project activities are periodically and regularly audited by Internal Audit Team. A professional group regularly audit entire project. According to the audit findings, the concern sectorial coordinators ensure to meet-up drawbacks within required period. ESDO regularly evaluate its programmes and projects. ESDO has its own transparent financial system as well as comply with donor’s requirement. ESDO maintains accruals, cash basis accounting and weekly, monthly and Quarterly reporting systems in practice.
3.02 DREAM: The innovative approach to girls’ education
An effective communication strategy, a process of social mobilization and awareness campaign and service delivery program targeting LGUs, Private Sectors, Government Authorities, and Community and Civil society in general and in particular, Dalit Girls education will be undertaken and implemented.
The overall approach consists of a number of direct interventions with multiple key supportive activities. The central focus of the approach is to ensure transparent and effective service delivery by local governments and citizen participation in local decision making and conduct different capacity building training and activities, citizen mobilization, advocacy and communication with concern different stakeholders for ensuring Dalit girls education. However, the general approach, is characterized by its comprehensive nature including directive interventions for ensuring admission of the Dalit girls at the preparatory School ( for Dropout girls and newly admissible girls) for

preparing them as eligible for admission at Mainstream Government Primary/ lower secondary and conducts regular citizen monitoring mechanism through Human Rights Protection Committee (HRPC) and regularly conduct monitoring visit by the HRPC member. The main attention will essentially be focused on identification of constraint on exclusion of Dalit girls from access to education and reasons of dropout and lack of parents and Dalit community participation in local decision making process including educational institutions and social organizations. To overcome this situation ESDO will conduct a series of activities regarding formation and activating HRPC, activating LGUs standing committees in favor of Dalit, sensitizing School Management Committees (SMC), establishing preparatory schools, appointing teachers and supervisors for preparatory school (they are also involved with formal schools as additional teacher for ensuring enabling environment for Dalit girls), Conducting different training for LGU, HRPC, SMCs, Parents group, local level planning and learning sharing workshop, advocacy and campaign, involvement of youth, conducting rallies, campaigning for ensuring inclusion of Dalit in the mainstreamed. As a result sustainable enabling environment will be ensured not only for Dalit Girls’ but for Dalit boys’ also.
The approach is innovative because, considering the aims the specific target to ensure and promote of Dalit girls education i) capacity building and training activities (iii) citizen mobilization (iv) advocacy and communication (v) activation of local government standing committees, Human Rights Protection Committees, School Management Committees and Government machineries, as a result these will ensure Dalit girls education, finally the Dalit people of the project areas along with citizen groups will become empowered to get access to participate to the local decision making process.
3.03 Justification of the Project
Contextual analysis- Social exclusion has several dimensions. It exists in various spheres and in many forms. Race and caste have however dominated the discourse on social exclusion. Amartya Sen draws attention to various meaning and dimensions of the concept of social exclusion and this distinction is drawn between the situations where some people are kept out and where some people are being included. He described the two situations as ‘unfavourable exclusion’ and ‘unfavourable inclusion’ (Sen, 2000). In the context of North-western Bangladesh, exclusion of Dalit is witnessed in various forms and it is much inter-related. It revolves around the societal

interventions and institutions that exclude, discriminate, isolate and deprive some groups on the basis of group identities like caste, language and ethnicity.
Social- The Dalit in the targeted districts consists of minority groups such as low caste hindus, socially identified lower occupational groups (Sweeper, Mushohar, etc.). Because of their poverty and poor social ties they are always treated as neglected citizen in every phases of their life, can't raise their voices to claim their rights and entitlements and are always trapped into the cycle of exclusion, as a result Dalit girls simply cannot continue their education.
Cultural- Social stigma and cultural norms and believes excludes them from all sorts of social protection services, even their children are also discriminated in admission and continuation of schooling.
Economic- Dalits are being engaged in selling labour in different cleaning tasks. These groups have no access to land and their primary asset remains their labour for their livelihoods. Although labour remains their main asset, their income is unpredictable and are exploited whether they are engaged in cleaning tasks they continue. They are always deprived from fair wages. Transitory food insecurity results in harmful coping strategies. Children don’t go to school on a regular basis and discontinue. They ultimately sale labour to ensure household food security.
Environmental- The northwest region is characterized by high temperature (both cold and heat wave) and low rainfall compare to average condition of Bangladesh. Climate change and natural disasters such as floods and draughts are frequent that causes food and social insecurity including suffering from diseases.
The Dalit girls are most vulnerable and marginalised and different secondary sources shown that at present only 4% Dalit girls admitted to the mainstreamed Primary School. (Nagorik Uddyog, March 2011, Dalit Women In Bangladesh: Multiple Exclusions) and the mentioned Contextual analysis supports this study.
3.04 Expected changes for girls as a result of this project
The preparatory schools will be established for only one year considering the drop out and newly admitted learners. After completion of preparatory school they will be admitted to the formal Government primary/ lower secondary schools. From preparatory phase to mainstream period the project

will provide additional teacher for ensuring their appropriate education without any frustration and discrimination. Organizing different meetings in Dalit community issuing the negative effect of early marriage, as a result early marriage will be reduced and ensured continuation of their education.
The human Rights Protection Committee consist of different influential stakeholders and through the committee, reducing the oppression against Dalit girls as well as Dalit community and ensuring social inclusion which will create not only the continuous educational opportunity for Dalit girls, it will also create enabling environment for Dalit communities such as employment opportunity, proper wages, self confidence, social acceptance and food security.
Wider health, economical and social change will be achieved through different training, service delivery and awareness campaign.
The project will conduct Base line survey with combination of different socio-economical data of Dalit communities and conduct final evaluation. Through the evaluation, the change will be measured appropriately.

3.06 Impact of the Project
ESDO has successfully completed many projects especially for marginalized people including Dalit, indigenous community and child labour. Using of a series of community based interventions and involving different influential stakeholders including relevant government officials through Human Rights Based Approach (HRBA). The proposed proposal has made with the gained experience from Promotion of Rights for Adibashis and DALIT Improvement Programme (HEKS-Switzerland funded),

Activating Village Courts in Bangladesh (AVCB- Funded by UNDP-European Union) and ILO funded Preventing and eliminating the worst forms of child labour in bidi industry project and Government of Bangladesh funded Pre School Program for Younger Siblings of Adibashis/Dalit Community. From the earlier experiences as well as specific recommendation from community consultation, We firmly believe that the proposed approach and activities will appropriately address the problem of the most marginalized segment- Dalit girls education and as a result a significant portion of Dalit girls will continue their education from primary level to lower secondary level within the project period and they will continue their education after completion of the project with assistance of HRPC, local government and Government of Bangladesh. The HRPC will play the community monitoring for social inclusion (for protecting drop-out and sensitize teacher and mainstream students in favour of enabling environment) and will strongly encourage continuation of education of Dalit girls (creates confidence for parents and girls), Local government and Private sector will provide favourable employment opportunities for their parents and Government of Bangladesh will provide stipend and ESDO will play a facilitation role not only in the project tenure, it should be continued (ESDO’s strong existence has been continuing in proposed working area for more than two decades) for achieve the optimum level of education for Dalit girls.
3.07 sustainability of the project
The proposed Sustainable way beyond the life of the project:Activating the role of HRPCESDO will strengthen the role of HRPC through capacity building initiative. These initiatives will build their capacity to continue work after phase out of project.
Capacity building and Appropriate activation of VDCs
VDC would build their capacity for implementation of activities and will take responsibility to continue in future. They will guide the girls for ensuring their enrolment to the school, will create their self confidence, protect them from sexual harassment and social exclusion and will continue an wider advocacy with educational institutions. VDC will take necessary measures and action for stop early marriage of Dalit girls with the consultation and advocacy.
Capacity building of Parents
The target groups would be strengthened through different

capacity building training to make them able to continue their child education after completion of the project. Establishment of Mothers Group would be another step for continuation of girl’s education through advice and guidance for continuation of their children’s education.
Dalit Girls: The self-confidence and nurturing their Dream
ESDO will develop confidence for Dalit girls through different counselling, motivation, awareness and direct dialogue sharing with successful women- who have actually come from grass root background. Dalit girls will nurture their dream and increase their self confidence for completion of education up to the optimum level- which will become a major weapon for continuation of their education.
Strengthening Local Level Initiatives through Local Government and Private Sector
Local level institutions will be strengthened to take initiative against the discrimination of Dalit. Local government and Private sectors will provide favourable employment opportunities for their parents.

1. Background
Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples' centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Over two decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and millennium development Goal (MDG) as its guiding principle.
ESDO is one of the most dynamic organizations expanding its development interventions across 107 upazilas under 23 districts of Bangladesh covering over 6.5 million poor and vulnerable people.
2. Executive Summery Eco-Social Development Organization (ESDO) continuous its mended for holistic development of rural populations in the areas of livelihood, skill development, health, education, water and sanitation, nutrition, mother and child health care services, kitchen gardening, growth monitoring, immunizations, arsenic mitigation and the developing needs of marginalized people of Bangladesh from its inception 1988. At the same time ESDO has been continuing micro credit, social development, food security, disaster management, agricultural development, livestock, fisheries, water resources management, hazardous child labour reduction, counter trafficking intervention, human rights, adult education, child education, skill development activities for ensuring equitable society free from poverty in ESDOs working area.
ESDO managed mentioned programs in 492 slums, 657 unions, 107 upazilas and 23 districts of Bangladesh, directly reaching more than 6.5 million poor and vulnerable people. Different need-based programs are aimed to enhancing the capabilities of deprived people in terms of social development, disaster facina, food security, agriculture, gender, nutrition, micro finance, health, environment, rights and governance, education and human development, and with empowering them to solve the problems that affect their lives and to cooperate with each other to resisting oppression and exploitation. The undertaking of such self-initiated and autonomous actions is an important achievement in a context where the deprived people are dependent for their livelihood and social security.
For last two decade, ESDO has been serving with untiring efforts to bring forth and optimum development situation in Bangladesh. During this long span of time ESDO has been intent to adapt with the changing situation and provide the most time-fitting services especially for the poor and disadvantaged. The comprehensive software & hardware support package has been dedicated to ensure, skill development activities ,social development, food security, disaster management, agricultural development, livestock, fisheries, water resources management, micro credit ,hazardous child labour reduction, counter trafficking intervention, human rights, adult education, child education, health and nutrition, hygienic sanitation and personal hygiene for the grassroots people while focusing on community motivation and empowerment of people. For the sake of bringing sustainable food security, skill development, livelihood development, ESDO provides demand-driven and bottom-up services, instead of supply-driven and top-down services, ensuring community participation in every step from planning, through decision-making to implementation and monitoring and follow-up as well as cost sharing by community people. Maintaining this process ESDO has succeeded in creating a sense of ownership of the programmes among the community. This approach has contributed greatly to the sustainability of the program success.
ESDO has made advocacy programmes having major components like gender awareness and women rights, social mobilization, legal aid services, hazardous child labour reduction movement, disaster management, social assistance to Adibashis and extreme minorities, counter trafficking etc. along with various promotional activities.
ESDO Training & Resources Centre (ETRC) provided various types of training courses considering the category and capability of the recipients. During the period, 203572 Beneficiaries received different types of training. ETRC is well equipped with all sorts of facilities such as OHP, Multimedia, Projector, Sound System and many modules. A group of well experienced and dedicated trainer providing continuous services to the beneficiaries through ETRC’s own training plan. Due to changing context of the development sectors as well as the emergent need to build the capacity of the development workers in facing the new challenges in the development field, ESDO provided different types of trainings to its staff at country and abroad level. As the outcome of the staff development initiative, the staff that received training and participated in the development process became competent and skilled in their concern working area. They became capable in relation to effective programme planning, implementation, programme and organizational management and contributed effectively in solving problems relating to their professional responsibilities.
ESDO initiate formation of groups through a systematic empowerment of the people of a certain area to achieve the set goal. Under micro finance programme, up to February 2014 a total of 8665 groups has been formed comprising 109658 Members. A total of Tk. 7830615000.00 was disbursed during this period.
ESDO has long realized that fact that only credit services cannot bring a sustainable change towards improved lifestyle among the beneficiaries. Therefore, it started different integrated development package.
ESDO started its agricultural development programme with and aim towards contributing to self-sufficiency of the country in agriculture sector through production of more crops using appropriate methods, technologies and apparatus. During this period, 44133 farmers constituting 1252 groups were enrolled. Among them, 44133 farmers received different types of training and 33844 farmers were benefited from the supply of inputs and technical assistance. A total amount of 777107000.00 Tk. Was disbursed as loan among 33844 farmers considering their categories.

To make the village women financially sound, ESDO started poultry & livestock programme from the very beginning. In this regard, Tk. 1442920900.00 was disbursed among 11576 beneficiaries. ESDO has also providing technical assistance quality breed and marketing linkage. Moreover, a total of 850000 poultry birds and about 156000 cattle were vaccinated during the period.
ESDO started its education programme back in 1988 by providing formal and non-formal education along with vocational training to improve their knowledge and skills under DNFE, ILO, Manusher Jonno, Oxfam, Directorate of Labour and Plan-Bangladesh. In this connection, ESDO awarded as a Best Non-Government Organization in Non-Formal Education at 1996 by Government of Bangladesh.
ESDO has been working since its inception on raising awareness on different social and legal issues amongst the organized groups with the support of SDF, WFP, IOM, PKSF, CARE, HEKS-Switzerland, WFP and different donors.
Considering the health implications and requirement of good nutritional status, ESDO set forth its health, nutrition and environmental development programme. ESDO provided various types of reproductive, child and general health services by operating a total of 100 satellite and static clinics through Health Pilot Programme (HPO), Community Managed Health Care Initiative (CMHCI), ESDO Community Hospital (ECH) and Hazardous Child Labour Reduction Movement (HCLRM). Through these projects ESDO is contributing towards improving the health and nutrition status of the people within the intervention areas through NMR / MMR reduction, family planning, immunization, TBA training, distribution of Vitamin A capsule, Primary health care services, WATSAN, health education etc. Under these projects, 81,000 community people have so far been benefited. Being aware about the risk factors during delivery and pregnancy, 98% delivery cases were done safely by ESDO’s qualified persons. Besides, more than 62% delivery was done by ESDO’s trained TBAs. On the other hand, a total of 210000 under one year were immunized under ESDO’s health intervention. As regards to family planning services, ESDO provided various types of clinical and non-clinical services to its beneficiaries. ESDO provided various types of safe water, sanitation and hygiene education services under the projects Advancing Sustainable Environmental Health (ASEH), Arsenic Mitigation Programme, Sanitation, Hygiene and Water Supply Project. Through these projects, ESDO is contributing towards improving the safe water, sanitation and hygiene education of the people within the intervention areas. Under these projects, a total of 3705275 community people have so far been benefited. About the safe water and sanitation, 163090 no. of tube-well screen for arsenic mitigation 17682 no. of tube-well installation 60320 no. of sanitary latrine installation and more than 90% people aware about hygiene education.
ESDO has been conducting Community Nutrition Initiative (CNI) and SHOUHARDO with the support of World Food Programme (WFP) and CARE/ USAID. The activities according to objective were highly satisfactory and significant change has been occurred. A good number of children were covered by the growth monitoring & promotion activity through regular follow-up, supervision & monitoring. A huge number of underweight newborn infants have been substantially improved from the status of severe malnutrition.
ESDO regularly conduct three types of planning for project activities. These are: (i) Strategic Plan (ii) Business Plan (iii) Yearly Plan.

ESDO facilities monitoring considering it as an essential tools for its programme management to measure the effectiveness of ESDO programmes both on quantitative and qualitative aspects. The effective facilitation of regular monitoring also enables the ESDO management take necessary correctively measures on its programme interventions at the right time. ESDO’s all project activities are monitored monthly and quarterly basis by the respective project supervisors besides this ESDO has a group of experienced monitor team under the guidance of team leader. The monitor team has monitored the project activities quarterly and submits report to the Executive Director as well as in monthly coordination meeting. According to the monitoring findings, the ESDO management undertook action to improve the planned activities.
For ensuring qualitative and quantities programme ESDO’s all project activities periodically and regularly audited by ESDO’s Internal Audit Team. A professional group regularly audited ESDO’s entire project under the direct supervision of Executive Director. As per audit findings, the concern sectoral coordinators ensure to meet-up their lacking or shortfall within require period.
ESDO regularly evaluated ESDO’s programmes and projects through different period. Mid-term evaluation and final evaluation is mandatory for each programme.
ESDO has its own transparent financial system as well as comply with donor’s requirement. ESDO maintain both accruals, cash basis accounting, and follow the double entry accounting system. Keeping accounts both way manually and by software also.
Weekly, monthly and Quarterly reporting systems are established. ESDO is able to produce and provide report to the donor as per their requirements.
ESDO believes that efficient staff is a significant parameter of organizational strength. ESDO consider them as the most valuable resources. 3885 staff has been working with ESDO, among them 1897 are male and 1988 are female. Of the total staff 105 are working in the central office and the rest 3780 are working under the regional and branch offices.

Reduction in income poverty and human poverty of the people in ESDOs working area through undertaking massive intregrated development program for the poor and marginalized community through service delivary and rights based approach.income generation literacy programme nutrition and health programme human rights and good governance programme giving proper importance to environmental protection and regeneration. ESDO firmly believes and is actively involved in promoting

human rights, dignity and gender equality through people's social, economic, political and human capacity building. Women in general and children are the core and central focus of its activities. Strengthening the organizational capacity carries importance to ensure quality of its services. Extending its services to the ultra poor is its main manifesto.

9. GovernanceA General Body governs ESDO. General Body elects a 7-member Executive Committee (EC). EC provides policy guidelines. The Member Secretary of the EC guides the team/staff members in order to accomplish the day to day activities, as Executive Director of the organization. As member secretary of the organization, Executive Directior organize monthly meeting and all agendas including problems of the participants which are collected from field level are discussed in the meeting and the executive committee take decision on behalf of organization and send to the field. In this process two way techniques (Bottom

to up and Up to Bottom) are maintaining in decision making. Beside ESDO organizes Annual General Meeting in each financial year, where all member of general body attend the meeting. As the executive committee is accountable to the general body so in this meeting all agenda of the year are discussed. All sectoral head on behalf of the executive director present their yearly progress and provide answer to the general body if required. Yearly budget also review and budget for next year is approved in the AGM. In ESDO’s AGM there are various stakeholders invited like public representative, member of civil society, media man, officer of the social welfare, member of the beneficiaries group, Go NGO personnel, staff etc.
