During a period of Foal Eagle 13, plan to utilize exercise participants to conduct Joint and Combined Logistics Over the Shore Operations (JLOTS, C/JLOTS) from 18 April 2013 to 28 April 2013 at Dogu Beach in the vicinity of Pohang, Republic of Korea (ROK).

Mission

From 18 Apr 13 to 28 Apr 13 Combined Forces Command (CFC) units along with other US and ROK assets conduct Joint and Combined Logistics Over the Shore Operations (JLOTS, C/JLOTS) at Dogu Beach (Pohang) in order to train essential tasks, assess capabilities, and enhance the readiness of the ROK-US Alliance.

Commander’s Intent

• Train C/JLOTS in the context of an Assault follow-on Echelon (AFOE)• Integrate ROK and US C4I in support of C/JLOTS operations• Improve ROK and US alliance readiness• Support Strategic Alliance 2015 objectives• Conduct In-stream Discharge and Lighterage (INLS) Operations• Conduct Petroleum Distribution Operations• Conduct Both Wet and Dry C/JLOTS operations (Dry C/JLOTS operations takes precedence)• Enhance ROK/US military readiness through maximizing command and control, multi-national functions and multi-national logistics, and employ a variety of Logistics Over-the-Shore (LOTS) capabilities

Uniform Standards

• Applies to ALL PERSONNEL regardless of rank, service branch, or excuse– Navy Working Uniform Type III (Digital Woodland), USMC Woodland

MARPAT, Army BDUs, etc.– Exercise areas are non-saluting zones– While walking to and from destinations, personnel will refrain from

smoking, eating, drinking, operating a cell phone, and placing hands in pockets.

– Sleeves rolled down, trousers may not be worn un-bloused.– Boonie covers/watch caps(beanies) are authorized for wear only within

the exercise areas.– Gore-Tex and fleece jackets are authorized for wear with appropriate

rank insignia.– Conservative sunglass/eyeglass frames and conservative lenses are

permitted when not in military formation.

Hygiene

• Don’t go native• Shower trailers• Baby wipes

– Unscented

• Hygiene kit– Toothbrush, toothpaste, razors, body wash, prescription

medication, contacts/eye glasses, shampoo/cond., deodorant, etc.

• Shower shoes • Towel x2—field towels at the exchange dry quickly;

therefore, can also be easily washed and hung to dry• Hand sanitizer, small bottle soap/body wash

Hygiene, continued

• Go to the hygiene area to hygiene, not right outside your tent

• Using empty water bottles at night• Remember that it’s your personnel who are handling the

trash. Be smart about what goes in there (males/females).

• Staying dry keeps you healthy, which keeps you mission capable– Boots, socks—take an extra set of boots, and take as many brown/black

socks as you can find– Air out boots and feet at night, critter check boots in the AM

• Mobile chow hall– Breakfast and dinner hot meals

• E’s first, O’s last

– MRE for lunch

• Chow is continuous, but probably not necessary• Pick and choose your food wisely and stay

active. Don’t eat the whole MRE, but definitely chew the gum.

• No food in the bivouac area

Rules of the Road

• Enforce the standard– Safety, hygiene, uniform standards, smoke pits,

appropriate PT gear, etc.

• Safety hazards – Forklifts, fuel trucks, buses, vans, power cables,

comm wires, grounding stakes, generators, etc• Road guide mandatory in all exercise areas• Chem lights and engineer tape put out nightly

• No MRE trash in port-o-johns – Blue-handed sailors/soldiers/Marines
