Minutes of 126th OCC meeting, held on 19th&22nd Aug, 2016 at

New Delhi

126th meeting of the Operation Coordination Sub Committee (OCC) of NRPC was held on 19th and 22nd Aug, 2016 at New Delhi. The list of is enclosed at Annexure – I. 1. Confirmation of Minutes: The minutes of the 125th meeting of the OCC held on 19th and 22nd July, 2016 at New Delhi were issued vide letter of even no. dated 17.08.2016.

A. NTPC proposed amendment to minutes of ITEM 4: Information about variable charges of all the generating units in the Region.

NTPC stated that the para “Representative of NTPC informed that ……….. Till agreement is terminated” does not fully represent their views expressed in the meeting and proposed to replace this by the following:

“NTPC representative informed that NTPC had arranged Long Term RLNG (LTRLNG) from GAIL after taking consent from NR beneficiaries as LTRLNG has “Take or Pay” (TOP) provisions. However, beneficiaries have not been scheduling power on LTRLNG for the past few years. In view of the increasing TOP liability under LTRLNG supply contract with GAIL in respect of NTPC NCR Gas Stations due to non-availability of generation schedules from the beneficiaries, NTPC has issued notice to GAIL on 13.07.2016 for termination of LTRLNG supply contract. However, GAIL has disputed the termination notice and the matter is currently sub-judice. Though NTPC will contest the matter in court but TOP liabilities rests with beneficiaries till such time the LTRLNG supply contract with GAIL is terminated.

Accordingly, NTPC is not nominating any LTRLNG quantity from GAIL from 14.07.2016 onwards and declaring DC on SPOT RLNG or Liquid Fuel for the balance capacity remaining after declaring DC on Domestic Gas.”

This amendment was approved by the OCC.

B. Representative of NTPC stated that in the meeting held on 4th July 2016 to deliberate on the procedure prepared by NLDC for Technical Minimum Schedule for operation of Central Generating Stations and Inter-State Generating Stations, it was decided that NTPC would make a presentation on the issues relating to technical minimum for gas based stations. Accordingly, NTPC had made the presentation in the 125th OCC meeting. However, it appears that the same was not reflected in the minutes of the meeting. It was agreed that NRPC Secretariat will prepare the minutes for this item. Accordingly, following item may be considered as part of minutes of 125th OCC meeting:

“Table Agenda T1: Technical Minimum of Gas based Stations

Regarding Technical Minimum Scheduling of Gas Stations, NTPC representative stated that due care needs to be taken while formulating Tech Minimum figure for gas stations when half module is in operation. Except Anta, which has 3GT+ST configuration, all other NTPC NCR Gas Stations are having 2GT+ST configuration. When full module is running, technical minimum MW calculation is not an issue as full ST capacity is considered. However, when 1GT+ST (or 2GT+ST in case of Anta) are running, full capacity of ST needs to be considered while arriving at technical minimum figure for half module operation. This is necessary for ensuring sufficient loading of Steam Turbine during combined cycle mode of operation in order to avoid damage to the Steam Turbine last stage blades & LP Turbine casing due to low load operation.

NTPC representative made a detailed presentation explaining the phenomenon leading to damages being experienced at various NTPC Gas Stations due to low load operation of steam turbines. If technical minimum for half module is restricted to DC on bar, ST loading will get reduced to just about 1/4th capacity – which is not a safe operating zone. Hence, full ST capacity needs to be considered for calculating technical minimum when half module is in operation - which is the current practice. This will also be consistent with the amended IEGC, which talks of technical minimum as 55% of the capacity on bar.

Representative of IPGCL/PPCL also confirmed that if 1GT+ST are running at Bawana or Pragati Gas Power Stations, they are always insisting for schedules of above 85% of on bar capacity during half module operation in order to maintain safe operating parameters for ST.

NRLDC pointed out that earlier they have been calculating technical minimum based on DC given for half module without considering full capacity of ST. Representative of NTPC stated that based on their written request citing steam turbine loading issues, NRLDC have been giving technical minimum schedule considering full capacity of steam turbine in case of half module operation. NRLDC opined that in case of half module operation, full installed capacity of full GT and half installed capacity of ST should be considered for deciding technical minimum. They further stated that this practice is still in vogue but in case NTPC expresses difficulty, they enhance the schedule to some extent.

SE(O), NRPC stated that IEGC (4th amendment) Clause 6.3B(1) regarding technical minimum states- “The technical minimum for operation in respect of a unit or units of a Central Generating Station or Inter-State Generating Station shall be 55% of MCR loading or installed capacity of the unit of generating station”. This gives impression that full Installed capacity of ST is to be taken for arriving at technical minimum.

State utilities were requested to give their views in this regard. Most of the members were of the opinion that full installed capacity of ST should be considered for calculating technical minimum.

It was decided that since it is an issue of interpretation of regulatory provision, the same should be clearly reflected in the procedure to be submitted by NLDC to Hon’ble Commission.”

2. Maintenance Programme of Generating Units and Transmission Lines

2.1 Maintenance programme for Generating Units.

The approved maintenance programme of generating units for the month of September, 2016 was finalized after deliberations and the same was hosted on NRPC web-site vide our letter No. 7815-55 dated 26.08.2016.

2.2 Outage programme for Transmission Elements.

The approved Outage programme of NLDC & NRLDC Oversight transmission elements for the month of August, 2016 was finalized after deliberations and the same was hosted on NRPC web-site vide our letter No.7815-55 dated 26 .08.2016.

3. Planning of Grid Operation for September, 2016. 3.1 Anticipated Power Supply Position in Northern Region during September,

2016 (As per LGBR 2016-17 ) Anticipated Power Supply Position in Northern Region during September, 2016 2016 (As per LGBR) was discussed in the meeting. It was noted that most of the States would be comfortable in power supply position.

3.2 Anticipated vis-à-vis Actual Power Supply Position (provisional) for July, 2016 SE (Operation), NRPC stated that there were much variations (i.e. > 5.0%) in the Anticipated vis-à-vis Actual Power Supply Position (Provisional) for the month of July, 2016 in the terms of Energy requirement for Haryana & UP and in the terms of Peak demand for Delhi & Haryana.

The variation in anticipated and actual energy requirement and peak demand was discussed and the reason, as explained by Haryana, Delhi & H.P. was unforeseen heavy rains in this area. SE, NRPC advised the members to improve the demand estimation taking into account weather forecasting. NRLDC representative emphasized improvement in day ahead scheduling mechanism by different entities with improved load-demand forecasting. Representative of UP and Haryana raised the issue related to late updation of schedule revisions many times by NRLDC, due to which it is difficult to assess the deviation from schedule in real time. SE, NRPC advised to bring a proper agenda with specific instances to discuss the issue.

3.3 Power Supply Position: SE (Operation), NRPC stated that the monthly data pertaining to Power supply Position has to be furnished in accordance with Formats 28 and 29 of the CEA (Furnishing of Statistics, Returns and Information) Regulations, 2007. He added that Format 29 giving revised Power Supply Position for June, 2016 and Format 28 giving provisional Power Supply Position for the month of July, 2016 had been submitted by all except Chandigarh and J&K (although PDD, J&K has submitted data but not in NRPC format). He requested all SLDCs to continue submitting data on Provisional Power Supply in format 28 positively by 02nd of every month and on Revised Power Supply in Format 29 by 15th of every month. During the discussion regarding generation from Captive power plants and consumption by the concerned entity, it was informed by representatives of SLDCs that the consumption by a entity from its own captive power plant is not being considered in total demand of the state. Similarly, the generation by such captive power plant is not being considered in total availability of the concerned state while providing data for power supply position. Members were requested to include generation and load of such captive power plants in power supply position data. It was also agreed that matter may be taken up with CEA to ascertain practice in other regions.

4. Information about variable charges of all the generating units in the Region.

As per decision of 103rd OCC, all regional generating entities are required to furnish the variable charges of their generating units on monthly basis to NRPC secretariat. It was also decided that SLDCs will submit the variable charges of the generating units located in their control area. The details of variable charges as submitted by utilities from April to July, 2016 are available on NRPC website.

5. Status of Commissioning and Declaration of Commercial Operation of New Generating Units.

The status of commissioning of new generating units in 2016-17 as per latest information submitted by members is available on NRPC website. For detailed updated information website of CEA may also be referred. As decided earlier, information regarding commercial operation of the thermal generating units/stations in their respective control area is to be collected by the SLDCs/RLDC and the same is to be conveyed to NRPC Sectt. and Chief Engineer (TPM), CEA on monthly basis. This information is required for onward transmission to Ministry of Coal/CIL by CEA for the purpose of supply of coal as per the FSA. Members may submit the information regarding commissioning and commercial operation of the generating units on regular basis. Representative of Punjab informed that GVK TPS was declared under commercial operation, but it was under shut down due to Coal shortage.

On a query regarding telemetry, the representative of NRLDC informed that they were not receiving data from this station. It was noted that the information regarding CoD of the unit was not sent by Punjab as per earlier decision. Punjab was advised to submit report within a week.

6. Sub-stations likely to be commissioned in next 6 months

As decided in the 108th OCC meeting, utilities are required to submit details of substations of 220 KV and above, likely to be commissioned within next 6 months, in the prescribed format In the meeting it was stressed that Power Grid should update this status regularly of all the three sub-regions namelyNR-1, NR-2 &NR-3 so that the downstream network with the respective utilities can be ensured and coordinated. The updated status of POWERGRID, PSTCL &RVPNL as given in the meeting is uploaded at NRPC website. All utilities were requested to submit the updated status for 220KV & above substations regularly in every OCC.

7. Replacement of porcelain insulators : It was noted that in the agenda, inadvertently only list of few lines was attached, whereas NRLDC had given list of several critical lines for which they need detailed information about status of replacement. It was decided that the list of lines would be emailed to transmission utilities with the request to submit the information in the prescribed format by 31.09.2016 PSTCL confirmed that the porcelain insulators on the critical lines have been replaced and therefore no work is pending. UPPTCL& BBMB also updated the status. The issue was discussed at length with representative of DTL regarding no progress of work of replacement of porcelain insulators on 220 kV lines. Representative of DTL assured that they will shortly start the work of replacement on 220 kv lines and would endeavor to complete the work before onset of winter It was agreed that NRLDC would not issue the operating code for shutdown of a line, unless detailed status of replacement of insulator on that line is made available to NRLDC.. All the members were requested to submit the progress report of the work of replacement of insulators on the lines detailed by NRLDC on the prescribed format. Updated status of replacement of insulators has been uploaded on the NRPC website.

8. Exception Report in respect of deviation of the actual maintenance of Generating Units from planned maintenance.

Exception Report in respect of maintenance of generating units(scheduled v/s actual)has to be furnished to CERC as per Clause 5.7.4 (j) of IEGC by respective RPCs. Members were requested to submit the above mentioned report every month in the prescribed format so that quarterly/half yearly report could be submitted to CERC in accordance with IEGC.

9. Power Supply Position for the Areas of State’s falling Under National Capital Region (NCR). NCR Planning Board (NCRPB) is closely monitoring the power supply position of National Capital Region. Monthly power supply position for NCR is placed on NRPC website.Members were requested to submit the updated information on regular basis.

10. Recommendation of Enquiry committee for grid disturbances on 30th July, 2012 & 31st July, 2012: Discussions on implementation of recommendations: Recommendations pertaining to operational aspects made by the Enquiry committee for grid disturbances on 30th July, 2012 & 31st July, 2012 are as under:-

10.1 Third party protection audit.

(i) Progress of rectification of deficiencies observed/improvements suggested in Basic Protection Audit.

A. The expected completion time of pending rectification of protection

related deficiencies by utilities is enclosed as Annex-II.

In the 27th NRPC meeting held on 30th November, 2012, it was decided that all efforts should be made to squeeze the time for procurement of relays etc so as to rectify deficiencies observed in the Basic Protection Audit within a year i.e. before November, 2013. Later, in 28th NRPC meeting the target date was deferred to March 2014. However, utilities have not been able to meet the timeline given by NRPC. Utilities, which have yet not completed the rectification, are requested to expedite the rectification of deficiencies and continue to submit the information on monthly basis (i.e in the first fortnight for the succeeding month) in prescribed format. Latest updated by utilities is enclosed as Annexure-II.

B.

The defects were observed during BPA pertaining to operation of PLCC at many sub-stations/ switchyards. Details of pending rectification are enclosed

as Annex-III. It is observed that mainly work pertaining to UPPTCL, UPRVUNL and PTCUL was pending.

These utilities were requested to expedite the rectification of defects of PLCC and update the status.

C.

A sizable no. of Bus Bar Protection (BPP) schemes at 400 kV or 220 kV sub-stations were found either not installed or not in working condition during Basic Protection Audit. The latest status is enclosed as Annex-IV.

(ii) Protection audit of intra-state system / balance system not covered in Basic

Protection Audit.

In the 27th NRPC meeting held on 30th November, 2012, it was decided that States would initiate process of third party protection audit for their system and would complete it by August 2013. The latest status is enclosed as Annex-V.

The issue was discussed in 32nd TCC/36th NRPC meeting. PSTCL had informed that CPRI would submit the final report by 31.12.2015 and they have intimated action based on the interim report. Utilities had agreed in the NRPC meeting to submit by 15.01.2016, the action plan with time schedule for rectification of deficiencies observed in TPPA.

The issue was discussed in 33rd TCC/37th NRPC meeting held on 21st /22nd March, 2016.

Members who have not submitted the action plan were requested to submit the same and expedite the rectification of the deficiencies observed in TPPA.

10.2

(i) The issue was discussed in the 27th meeting of NRPC held on 30th November ,2012 wherein it was decided that all STUs would ensure load relief as per target and settings of UFR and df/dt relays as agreed in NRPC.. Mock exercise for healthiness of UFRs was to be carried out by utilities themselves on quarterly basis and report was to be submitted to NRPC Secretariat and NRLDC .Further it was decided in the 31st meeting of NRPC held on 24.7.2016 that the quarterly test report of UFR and df/dt would be uploaded on the website of respective SLDC .

Healthiness of defense mechanism : Self- certification

All the utilities except UT Chandigarh and PSTCL have submitted the desired information. PTCUL has submitted the information but not on desired format.

These utilities were requested to submit the desired information so that the test reports for all the utilities ending June 2016 can be analyzed in totality.

(ii) In the self certification submitted by PSTCL for the quarter ending December 2015 it was noted that relays installed at Jamalpur and Sangrur sub-station were of static type. Accordingly PSTCL was requested to replace the relay with numeric type

The issue of replacement of relays on these substations is under discussion since the 110th meeting held on 15th April 2015.In the 117th OCC Meeting held on 19th November 2015 representative of PSTCL confirmed that relays have been replaced whereas BBMB contended that replaced relays doesn’t have df/dt feature.

As discussed in the 125th OCC the issue was brought to the notice of the Director Technical, PSTCL.

In the 126TH OCC PSTCL intimated that the concerned officers are expediting the issue with the vendor for rectifying the inherent problems

(iii) Representatives of BBMB had informed that replacement of static UFR &df/dt with numeric relays was still pending at HVPNL stations Hissar and Dhulkote. In 125th OCC meeting representative of HVPNL had informed that they want to keep the relays operational and these relays would be replaced with numeric relays shortly.

HVPNL stated that they were in the process of procuring the relays and the matter was delayed on account of Financial constraints.. The sub-committee advised PSTCL to work on it and expedite the work of replacement of Numerical type.

(iv) On scrutiny of the report ending 12/2016& 3/2016 it had been observed that there are sub stations in UPPTCL,HVPNL ,BBMB and HPSEBLtd where Static UFR relays have been installed whereas as per the procedure for mock testing all UFR, the relays should be of numerical types. In the 125th OCC meeting representatives of these utilities had agreed to comply with the requirements. The representative of UPPTCL had intimated that only some work was pending in this regard and all out efforts were being made to expedite. The HPSEB Ltd representative intimated that all relays were of numeric type. HVPNL confirmed that they were also working towards changing of relays. As Regards BBMB, the matters are related to HVPNL & PSTCL which are already under process.

(v) PTCUL- The static type UFRs are still installed on Transformers/feeders emanating from 132KV Majra and Jwalapur Substations and 220KV Ramnagar,Rorkee and Rishikesh Subsations. In 123rd OCC meeting representative of PTCUL had informed that replacement to numeric relays would be completed by 31.12.2016.

PTCUL representative was not available at the time of discussion of the Agenda.

(vi) STUs are requested to keep Relay testing kits in sufficient numbers for testing and provide the same to NRPC officers as and when required. Separate register with record of UFR operation should be maintained at all stations wherever UFR installed.

All the members confirmed the same.

10.3

Following units/ generating stations have not implemented RGMO/FGMO:

Representative of UPRVUNL informed that Obra units will be put on RGMO after completion of their R&M and RGMO on Anpara units # 2, 3 will be put on RGMO at the time of overhauling.

As no representative from J&K was present in this meeting, latest status could not be ascertained.

On a query regarding implementation of FGMO/RGMO at GVK TPS, representative of Punjab confirmed that it was in place.

UP was requested to confirm the status of FGMO/RGMO at new stations. Representative of UP SLDC agreed to furnish this information in next OCC meeting.

10.4

Installation of adequate static and dynamic reactive power compensators.

“In order to avoid frequent outages/opening of lines under over voltages and also providing voltage support under steady state and dynamic conditions, installation of adequate static and dynamic reactive power compensators should be planned.”

A. Based on the studies carried out by POWERGRID for identifying compensation required in intra-State network at 220 kV level, discussions in the 29th Meeting of NRPC and subsequent discussion, following reactors are to be installed in the region:-

B. Further, in the 33rd NRPC held on 11.11.2014, RRVPNL had intimated that they

have finalised 15 nos. of reactors at 220 kV level in pockets of renewable energy. In the 111th OCC meeting, RRVPNL intimated that the study to assess the requirement of reactors at 220 kV level was being taken up afresh keeping in view the likely addition of 32,000 MW Solar and 5,500 MW wind generation capacity in Rajasthan.

In 118th OCC meeting the representative from SLDC Rajasthan had informed that RRVPNL was in the process to finalize the requirement of 220 kV reactors required in their system. Thereafter, no progress has been reported by RRVPNL. In 125th OCC meeting representative of RRVPNL had informed that the requirement of 25 MVAR reactors at 13 Nos. 220 KV GSS has been assessed and the same will be finalized in the meeting of whole time Directors (WTD) of RVPNL, after which procurement action will be initiated. Representatives of RRVPNLinformed that reactors at 400 kV Merta and Hindaun will be commissioned by Sept 2016. However, the proposal regarding reactors at 220 kV is still under consideration of Directors.

C. study by POWERGRID for reactive compensation at 220 kV level

In 125th OCC meeting POWERGRID had informed that studies had been completed and report is under preparation.

10.5

Strengthening of Intra-State transmission system

“Intra-State transmission system needs to be planned and strengthened in a better way to avoid problems of frequent congestion.”

In the NRPC meeting held on 30th November, 2012, it was decided that SLDCs should give half yearly feedback to STU regarding bottlenecks, constraints and overloading in the State transmission network for proper transmission planning. This exercise was to be completed by 10.10.2012 and thereafter repeated regularly at half yearly intervals i.e. on 1st January and 1st July of every year. In the 82nd OCC meeting, S.E. (O), NRPC had emphasized that this exercise has to be done by SLDCs as they get better visualization in control rooms. In this meeting representative of SLDC, Punjab informed that Punjab has already identified the bottlenecks in the Punjab control area and intimated to concerned quarters. All SLDCs were requested to submit copy of SLDC’s advice to their STUs, even if no constraints were observed.

UP and J&K. The information for mid 2016 was pending for all the SLDCs. Members were requested to submit the information.

10.6

Audit of dynamic stabilizing devices.

A. Status of PSS tuning

NRPC Secretariat has been compiling information about status of PSS tuning at various generating stations in NR.

In the 32nd TCC/36th NRPC meeting held on 23-24 Dec 2015, it was decided that PSS Tuning/Step Response Test carried out after July 2013 shall be considered as first-time test instead of 01.11.2013. Further, the PSS tuning/Step Response Test can be carried out for the first time till 31.03.2016.

According, members were requested for following actions:-

i. Units for which no or partial information has not been submitted so far, the same should be submitted immediately to NRLDC and NRPC Secretariat. SLDCs are requested to obtain information from IPPs in their domain for submission to NRPC & NRLDC.

ii. Generating units for which Step test/PSS tuning has not been carried out after July, 2013, the step test has to be carried out by March 2016.

iii. The generating companies, which for are in a position to comply the above mentioned time limit, shall seek exemption with justifiable reason.

iv. Units for which step test/PSS tuning has been carried out after July, 2013, results of the tests should be submitted to NRLDC and NRPC Secretariat, if not submitted earlier.

v. Generating companies should plan for retrofitting of units having analog AVR with Digital AVR and indicate timeframe for the same.

Members were requested to update the status.

B. Analysis of Step Response Test

In the 34th NRPC meeting, it was decided to constitute a group for analysing the results of PSS tuning. Issues arising out of recommendations of the Group were deliberated in the TCC/NRPC meetings held in March 2016 and it was decided that the Group should meet again to fine tune the recommendations.

Meanwhile, members are requested as under:

(i) As far as possible, Generating companies to submit values of power output vs time to establish settling time observed during Step Response Test with and without PSS. If it is not possible, the curve should be on a bigger scale so that values of initial peaks or settling time can be clearly measured/ interpreted.

(ii) If possible, such values should be submitted for even those units, for which curves had been submitted earlier.

Members were requested to update the status.

11. System Protection Schemes (SPSs) in Northern Region 11.1

a.

SPS for Interruption of import by NR at 765 kV Agra (from WR)

The revised SPS for contingency of 765 kV Agra-Gwalior was approved in 32nd TCC/36th NRPC meeting held on 23rd /24th December, 2016. In the revised scheme, States of Haryana, Punjab, Rajasthan and Haryana were to identify the additional feeders for load relief. Further, Delhi, which was earlier not part of SPS, was to also to be included in revised scheme and for this they were to identify feeders with load of 200 MW. The details of loads have been received from all the states and has been forwarded to POWERGRID vide letter dated 04.05.2016. It was also agreed in the 36th NRPC meeting that POWERGIRD would implement the revised scheme within 06 months after the receipt of the feeder details from the states.

Review of SPS for 765 kV Agra-Gwalior line

In the 123rd OCC meeting, representative of POWERGRID informed that they were working on the same and revert back to NRLDC/NRPC Sectt. by the next OCC meeting. In 124th OCC meeting, POWERGRID had expressed concern over the details of feeders submitted by the utilities as some of the utilities had submitted the list of feeders without mentioning the load Group. SE, NRPC opined that inadequacy of information problem may be resolved with one to one discussion by the concerned utilities. Members agreed for the same. In 125th OCC meeting it was decided to hold discussion at NRPC secretariat with POWERGRID and NRLDC for modifying/addition of the groups of the feeders. POWERGIRD stated that they will revert back on the issue.

b.

As agreed in 122nd OCC meeting mock test of SPS for 765 kV Agra-Gwalior was held on 12.05.2016. The summarised status of the testing is enclosed in agenda notes of this meeting.

The report has not been received from 220 kV sub-station of Nara. Further PSTCL had informed that SPS had not operated at 220 kV Lalton Kalan as card of DTPC was defective. PSTCL informed that the issue of 220 kV Lalton Kalan has been resolved. In 124th OCC meeting, POWERGRID was requested to resolve the signalling problem and the issue of major alarm at Nara sub-station at the earliest. POWERGRID had agreed for the same. In 125th OCC meeting, POWERGIRD informed that problem had been resolved at 220 kV Lalton Kalan. Further, POWERGRID vide e-mail dated 10.05.2016 informed that dduring recent visit of POWERGRID's Engineer at Jamsher Sub Station, it was reported that tripping wire was found removed from DTPC installed for Agra-Gwalior SPS. PSTCL was requested vide e-mail dated 13.05.2016 to look into the issue and submit a report.

In 124th OCC, the sub-committee had requested PSTCL and POWERGRID to resolve this issue within a week’s time and inform NRPC Sectt.. In 125th OCC meeting POWERGIRD had informed that problem would be resolved at Jamsher within a week. In this meeting POWERGRID informed that DTPC has arrived and the problem will be resolved in one week.

11.2 The latest revised target dates for implementation of SPS in Northern Region are given in

Annex-VI

11.3 In respect of finalization of backing down of generation at Dadri TPS and Dadri

CCGT for implementation of SPS for tripping of multiple lines from 400 kV Dadri, in the 105th OCC meeting, NTPC had informed that SPS was likely to be implemented by Feb, 2015. Thereafter the issue was under discussion regularly in OCC meetings, a target date was getting deferred. In 125th OCC meeting representative of NTPC informed that SPS would be made operational by 31st July, 2016 In this meeting NTPC informed that the SPS has been commissioned. OCC

decided that modalities for mock testing of this SPS need to be finalized. NTPC was requested to explore the possibility.

11.4 In the 105th OCC meeting, UPPTCL had intimated that SPS at Rosa would be

implemented by January, 2015. There after the issue was under discussion in subsequent meeting with target date getting deferred. In 124th OCC meeting, representative of UP SLDC had confirmed that this scheme had been commissioned on 18.06.2016 and details of the scheme would be submitted to NRLDC/NRPC Secretariat by 30.06.2016. In response to a query, SLDC UP confirmed that the implemented SPS is in line with earlier discussions. However, it was decided that in order to obtain approval of NRPC, details of implemented logic may again be discussed in the OCC or PSC meeting. It was decided that logic of this SPS would be discussed in next OCC meeting. Further, NRPC would be informed about implementation of this SPS.

11.5 SPS for ICTs at 765 kV Unnao sub-station:

A discussion was held on 06.05.2015 in NRPC secretariat with the officers from UPPRVUNL in the presence of officers from NRLDC, POWERGRID and NRPC sect. UPRVUNL was briefed about the basic philosophy along with the hardware requirement of the System Protection Scheme (SPS) for evacuation of Anpara-D generation. It was agreed that UPRVUNL along with UP SLDC would prepare the SPS for safe power evacuation of Anpara-D. Further the scheme would be

submitted to the OCC for approval. Thereafter, the matter was under discussion in various OCC meetings without much progress. In 121st OCC meeting, it was decided that in line with the document on roles and responsibilities on SPS, it would be appropriate that the scheme is implemented by UPPTCL. Further, this scheme was under discussion for long time and various issues were still unresolved, it was decided to hold a meeting on 11.04.2016 at NRPC Sectt. to deliberate and the expeditious implementation of the same. In this meeting, representative of UPPTCL informed that the scheme would be commissioned by 31.12.2016.

12. Long outage of generating units and Transmission elements. Details of Generating units and Transmission elements which are out for a long period are given at Annex-VII.

13. Progress of installing new capacitors and repair of defective capacitors: The updated status of installation of new capacitors and revival of defective capacitor by State constituents is uploaded on NRPC website. It was observed that Punjab and Rajasthan had not submitted that information. Members were requested to send the information regularly.

14. System Study for Capacitor Requirement in Northern Region for the year 2016-17 and 2017-18. The assessment of the capacitor at the regional level is to be done by NRPC through system studies. It was decided in 33rd TCC/ 37th NRPC that System Study done through CRPI for assessment of Capacitor Requirement in Northern Region for the year 2016-17 and 2016-18. To carry out capacitor studies the CPRI had submitted format for submission of data, which were enclosed with agenda. In 125th OCC meeting SLDCs were requested to submit the data as per the format. Non-submission of data would lead to delay in study with consequent delay in decision by PSDF about disbursement for capacitors as proposed by few states of NR. In this meeting it was noted that none of the SLDC had submitted the data. SE(O) NRPC requested all utilities to submit the data details as per the format by 31st August 2016 to expedite capacitor studies by CPRI.

15. Status of data trough Automatic Meter Reading (AMR)

In the 13th NRPC meeting held on 27th June 2009, scheme of Automatic Meter Reading from Interface Meters in Northern Region was approved.

In 125th OCC meeting, Representative of NRLDC stated that presently they were receiving data from 1100 meters out of 1250 through AMR. Representative of POWERGRID informed that 1227 meters had been integrated in the system.

NRLDC stated that they were receiving data only from 150 locations. POWERGRID stated that all problems will be resolved within two months.

SE, NRPC informed that in the recently held Commercial sub-committee meeting it was decided that NRLDC and POWERGRID will submit the joint status report of AMR at the end of every month. He requested NRLDC and POWERGRID to submit this report regularly.

16. Review of Grid Operations for last month

Representative of NRLDC made a presentation on grid operation during July, 2016 and highlighted the following:-

Peak demand met, average demand met and minimum demand met for the region during July, 2016 was 52993MW, 44359 MW and 32233 MW respectively. The maximum and minimum frequencies were 50.32 Hz and 49.72 Hz respectively.

Frequency remained within the band for 74.03 % of the time during July, 2016 which is slightly better than that of July, 2015 when frequency remained within band for 70.62 % of the time. Representative of NRLDC stated that although frequency remained in the prescribed band has improved, yet it is far below the target of 100%. OCC requested utilities to take necessary action to improve the frequency regime viz. staggering of load at hourly boundaries, primary response from the generators etc.

Punjab, Delhi and Haryana respectively had broken their earlier record of maximum demand met (MW).

Punjab had broken its earlier record of maximum energy consumption (MU). Average consumption of the Region for July, 2016 increased by 7.15 % (70

MU/day) than that of July last year. It was noticed that northern region had witnessed the load crash in many

parts of the region during July, 2016 due to bad weather conditions. Members expressed concern over this issue. SE (O), NRPC requested the utilities to focus on proper load forecasting incorporating the weather parameters.

Average Thermal generation in July, 2016 increased by 7.6% (38 MU/Day) as compared to corresponding month in previous year. Average Hydro generation in July, 2016 is nearly same as compared to corresponding month in previous year. Average nuclear generation in July, 2016 was 4.8 MU/day lesser as compared to corresponding month in previous year.

Average renewable generation in July, 2016 increased by 7 Mu/day as compared to corresponding month in previous year.

Net Average Inter-Regional import increased by 40% (52 MU/day) in July 2016 as compared to corresponding month in previous year.

Net Average Import from WR increased by approx. 24 MU/day in July 2016 as compared to corresponding month in previous year.

Net Average Import from ER increased by approx. 17 MU/day in July 2016 as compared to corresponding month in previous year.

Net Average Import from NER increased by approx. 9 MU/day in July 2016 as compared to corresponding month in previous year.

17. High Loading & Reliability issues in NR

Some of the state’s drawal from the grid was considerably high during the month of July 2016 resulting in violations of ATC/TTC on Inter-Regional corridors. Apart from TTC/ATC violations on Inter-regional corridors, N-1 violations and other reliability

issues were also observed at ISTS-State interface as well as within states. Some of these violations are given below:

17.1 Punjab:

a) N-1 violations at 400/220 kV ICTs at Amritsar, Patiala, Malerkotla & Dhuri.

b) Single 400/220 kV ICT operation at Dhuri: The outage of 500MVA ICT-1 at Dhuri has been discussed in past many OCC meetings, 500MVA ICT-1 has been out of service since 01/10/2015 and single ICT operation had reduced the reliability of grid especially during paddy season in Punjab. This ICT has been has been re-commissioned on 06/08/2016 August 2016. However as discussed in the past, planned 3rd ICT of 500MVA capacity shall be commissioned expeditiously.

c) Loading of 220 kV lines from 400/220 kV Ludhiana: 220 kV lines from Ludhiana as well as 400/220 kV ICTs remained highly loaded during the period. Representative of PSTCL informed that they were taking actions to deal with system constraints.

17.2 Haryana:

a) N-1 violations at 400/220 kV at Kaithal. The 400/220 kV ICTs at Ballabhgarh also remained highly loaded.

b) Loading of 400/220 kV Bhiwani ICTs: Due to network modification at 220 kV level by HVPNL in view of tower collapse around Lula Ahir.

c) High loading of 220 kV lines from 400/220 kV Panchkula. d) N-1 violations at 400/220 kV ICTs at Panipat (BBMB), Gurgaon (PG) e) Outage of 400 kV IGSTPS- Daultabad D/C. This line remained out of service

since 23rd May 2016 to 11th August 2016 due to tower collapse. During the period, there were evacuations issues for the IGSTPS. Very high drawal was maintained by Haryana during the period (even higher than 50 MUs in a day through STOA transactions). This was also one of the reasons for the constraints. Representative of Haryana, SLDC stated that one ICT has been shifted from Ballabhgarh to Kaithal. He added that constraint at Bhiwani ICT has been resolved.

17.3 Uttar Pradesh:

a) N-1 issues at 400/220 kV Agra (PG) [single ICT operation], Muradnagar, Lucknow (UP), Azamgarh&Sultanpur.

b) Evacuation issues for Bara TPS, Lalitpur/Parichha complex and Anpara complex

UPPTCL was advised to take necessary action.

18. Frequent outage of many hydro generation due to silt: Representative of NRLDC stated that Northern Region has experienced number of hydro generating stations and on number of days as well as large quantum outages

due to silt contents in river water during current monsoon season. The frequent outage of Karcham/Jhakri/Rampur generation complex & other hydro generation (more than 3000 MW) due to high silt creates a severe shortage of hydro generation in Northern region and results in over drawal by NR constituents. Congestion on NR-WR corridor has also been observed during these periods. Detailed summary of outages of hydro generation since 14/07/2016 to 09/08/2016 is enclosed at Annex-VIII Sudden outage of such large generation has also led to low grid frequency operations. Some of the states having larger share in these hydro stations such as H.P. are affected severely during these periods. Therefore, he stated that there is need for: A. Better forecast of silt conditions by generating stations so that advance

information is available to the beneficiary utilities about closing and revival of the units in order to help in better planning.

B. Further, staggering and ramps during reduction and revival of generation. C. Keeping enough reserves in the system D. The beneficiaries having adequate reserves and pre arrangements with other

entities for balancing their demand and availability during such events. These arrangements could be: (i) Hot Reserves:

a. Keeping more thermal units on bar through technical minimum schedules. b. Adequate Standing understanding/contracts with surplus entities by these

affected entities so that quick scheduling of the same is possible (ii) Cold reserves: Starting of costly generators and availing such power by

concerned entity for considerable duration. . NRLDC has also taken up with HPSEB Ltd through its letter NRLDC/SO-I/2016-17/117 dated 08/08/1016 on similar lines. Members were requested to take necessary action as advised by NRLDC.

19. Outage of FSC of 400 kV Koteshwar-Meerut D/C: Representative of NRLDc stated that present transmission network for connectivity of Tehri HPS (4 × 250 MW) and Koteshwar HPS (4×100 MW) is given as below:

i. 2 × S/C 765kV charged at 400kV Tehri-Koteshwar Pool ii. 400kV Koteshwar-Koteshwar Pool D/C iii. 2 × S/C 765kV charged at 400kV Koteshwar Pool- Meerut (50%

Compensated lines)

Tehri & Koteshwar Generation is being evacuated through only two 765kV (charged at 400kV) lines i.e. 2 × S/C 765kV charged at 400kV Koteshwar pooling-Meerut

At present, the FSCs of 765kV charged at 400kV Koteshwar-Meerut-1 is out of service since 16/07/2015 due to fire incident. There have been number of events in past wherein oscillations were observed when the single line loading had increased beyond 1000-1100 MW. The Tehri unit’s PSS were tuned after these events.

As an example, he quoted an incident which was observed on 10/09/2012 when oscillations took place for around 46 Seconds when power flow through one 400kV Koteshwar pooling-Meerut (other line tripped) was in the range; of 1300-1350 MW (FSCs were already out in antecedent condition).

Outage of FSC of 400kV Koteshwar-Meerut D/C was also discussed in 114th OCC meeting in the month of August-15. It was discussed that FSC revival shall be expedited as THDC shall check if a signal can go to Tehri and Koteshwar for tripping/backing down in generation in case of tripping of any 400kV Koteshwar Pool- Meerut lines. THDC representative agreed to check and revert back to NRPC/NRLDC within 15 days, but information from THDC was still awaited.

Since high hydro season is prevailing in northern region, following is expected: a. Expeditious re-commissioning of FSCs of Koteshwar pool to Meerut -1. b. Implementing a SPS for sending a signal from Koteshwar Pool to Tehri for unit

tripping/generation back down whenever any line trips (specially the one with FSC).

Representative of THDCIL informed that no incident of oscillation had been observed since September 2012. He stated that THDCIL would revert back about SPS by the next OCC meeting.

20. Islanding Schemes in Northern Region: Representative of NRLDc stated that there are four islanding schemes in the Northern Region, of which only two are operational. As also observed from the 2012 Grid disturbance, the islanding schemes can help in early restoration along with continuity of essential loads being fed. Discussions and submission of the complete islanding scheme with detailed SLD and schematic diagram addressing the following is important: NAPS Islanding Scheme: • The changes incorporated after LILO of one circuit of 220kV Naps-Khurja at

Debai. • Clear distinction of load catered by the units at every control action viz. 47.9Hz,

47.5Hz (1 sec), 47.5Hz (5 sec). Since, no representative from NAPP was present in the meeting, latest status of scheme could not be ascertained.

Delhi Islanding Scheme: • Revisions in islanding scheme and actions for its monitoring.

Representative of DTL stated that they were planning for a single island instaed of four island identified in initial scheme. They were advised to get the planned scheme approved from NRPC.

RAPS islanding scheme: • Final scheme along with the complete SLD, Schematic diagram for RPC approval

and its implementation schedules. Since, no representative from RAPS or Rajasthan SLDC was present when the issue was being discussed; latest status of scheme could not be ascertained.

Kashmir islanding scheme: • The scheme is yet to be operational. Since, during winter months, valley faces

contingency, it is important that the scheme is implemented at the earliest. The final scheme along with the complete SLD, Schematic diagram along with implementation schedule.

SE(O), NRPC stated that it is not correct to term the scheme for Kashmir valley as islanding scheme. He added that the purpose of the scheme fro Kashmir Valley is to sustain the accidently formed island if all lines connecting the valley to rest of the region get tripped for some reason.

Since, no representative from J&K was present in the meeting; latest status of scheme could not be ascertained.

21. Automatic demand management system (ADMS): Representative of NRLDC stated that Hon’ble Central Electricity Regulatory Commission (CERC) through its order dated 31st Dec 2015 in petition 05/SM/2014 has directed all the states to implement the ADMS by 30.06.2016. Hon’ble Central Electricity Regulatory Commission (CERC) also directed RLDCs to submit the status report by 31.08.2016. The issue of ADMS has been discussed during 119th, 120th, 123rd, 124th OCC, 125th OCC and 33rd TCC/37th NRPC meetings. However, concrete status, information is still awaited from NR states except Punjab, HP & UP states who have supplied information. Representative of DTL confirmed that ADMS had been implemented in Delhi. Representative of HVPNL stated that the scheme is under discussion at management level. Representative of Rajasthan SLDC was not present at the time of discussion.

22. Mapping of UFR &df/dt in SCADA systems of state: Representative of NRLDC stated that the Hon’ble Central Electricity Regulatory Commission (CERC), through its order dated 23rd December 2013 in petition no 221/MP/2012 has ordered as follows:

“(c) UFRs and df/dt relays also be mapped on the SCADA system of each state so that they can be monitored from SLDC/NRLDC. (d) All STUs and SLDCs to map/network the UFR and df/dt on their SCADA system.”

NRLDC had also taken up for same again through its letter no. NRLDC\TS-11\1216 dated 08/07/2016. The issue is also being discussed in various OCC meeting since then wherein it has also been decided that both digital and analog values, of the feeders where such relays have been installed, shall be monitored. It has been discussed that load available for shedding (for respective stages) and actual relief

obtained could also be monitored through the SCADA systems by mapping all such feeders in SCADA.

Considering that communication from all UFR and df/dt relays is yet not available, it was decided in 124th OCC meeting that wherever, such issues are arising, the transformers at 220kV or 132 kV substations be monitored and mapped in the SCADA as alternate monitoring point.

The issue was once again discussed in 119th, 120th, 124th& 125th OCC meeting of NRPC. In 120th meeting, a uniform formats for mapping of UFR &df/dt in SCADA systemsforall the states for visualising the feeders was suggested by NRLDC. These formats have to be compiled by respective state/SLDC by co-ordinating with respective SCADA team of SLDCs.

Representative of HPSEBL stated that they had implemented the mapping. Other members were requested to expedite the work and inform the status.

23. Data from DICs for PoC charges(Q3: Oct’16-Nov’16): Representative of NRLDC stated that as per the methodology by Hon’ble CERC for ratification of projected data for PoC, A letter from NRLDC has been issued with ref no: NRLDC/System operation/TS-24C/1093-1165 on dated 15/07/2016 to all the DICs to submit data for ISTS charges of Q3 (Oct’16-Dec’16) by 25th July 2016.

NRLDC informed that they had received data only from Chandigarh and Delhi. It was requested to the utilities who have not submitted data for ISTS charges for Q3 (Oct’16-Dec’16), by 29.08.2016.

24. Deviation Violation: Representative of NRLDC stated that the deviations from the schedule are to be minimised. It could be seen that these zero crossing violations are very high in numbers indicating less sensitization of the operators at control centres.

In the absence of AGC controls, it is very important that Area Control Error (ACE) of respective control areas is monitored and corrected expeditiously through manual actions.

Members were requested to take action to avoid such violations.

25. Multiple Tripping in the system since last OCC meeting: Representative of NRLDC stated that despite persistent discussions/follow-up in various OCC/PCC meetings, the compliance of the regulations is still much below to the desired level.

Members were requested for providing the Preliminary Report, DR/EL & Detailed Report of the events in line with the regulations.

26. Details of tripping of Inter-Regional lines from Northern Region for July’16:

Representative of NRLDC presented the list of tripping of inter-regional lines in the month of July’16. The status of receipt of preliminary reports, DR/EL within 24hrs of the event and fault clearing time as per PMU data has also been mentioned in the table, which was part of agenda. The non-receipt of DR/EL & preliminary report within 24hrs of the event is in violation of various regulations. As per regulations, all the utilities shall furnish the DR/EL, flag details & preliminary report to RLDC/RPC within 24hrs of the event. They shall also furnish the detailed investigation report within 7 days of the event if fault clearance time is higher than mandated by CEA (Grid Standard) Regulations.

27. SPS operations:

Representative of NRLDC stated that there was reported SPS operation at Muradnagar on 5th August 2016. B-Phase jumper of Wave Trap of interconnector-II at 220 KV Muradnagar Substation snapped and resulted in B phase to earth fault in Z2 and during tripping of line, SPS for all three 400/220kV 315MVA ICTs of 400/220kV Muradnagar S/S also operated due to setting of over current protection. Following 220 KV feeders are at 400kV Muradnagar S/S.

SPS operation of 400/220kV Muradnagar ICTs at 12:46hrs of 05-Aug-16

1. 220kV Muradnagar-Faridnagar 2. 220kV Muradnagar-Loni 3. 220kV Muradnagar-Muradnagarckt 1 4. 220kV Muradnagar-Sahibabad ckt 1 & 2

Load of around 500MW was relieved on account of this SPS operation at 400/220kV Muradnagar station.

NRLDC informed that the logic of SPS as obtained from UPPTCL is that the SPS would shed load of feeders depending on the following two conditions-

Case1: If the actual full load current of any ICT has reached greater than the full load set point current (826 A) for any number of on load ICTs. (1.02IfL<= I <= 1.05IfL).

Case2: When two or more ICTs are on load and any ICT trips, therefore resulting in load current of any remaining ICTs reaching greater than the full load set point current (826 A ).(1.05fL > I).

Feeders are tripped in the following order of priority:

1. 220kV Muradnagar-Faridnagar 2. 220kV Muradnagar-Baraut 3. 220kV Muradnagar-Shamli 4. 220kV Muradnagar-Loni 5. 220kV Muradnagar-Muradnagarckt 1 & 2 6. 220kV Muradnagar-Sahibabad ckt 1 & 2 PMU plot of frequency, df/dt and phase voltages are:

OCC observed that this SPS was implanted without approval of NRPC. The regulatory provisions require SPS to be implemented after approval of RPCs. Therefore, UPPTCL was requested to put up the logic of all such SPS implemented/ being implemented and get them approved from NRPC.

T1. Follow up of symposium on load forecasting

SE, NRPC, informed that a symposium on load forecasting was organized by NRPC on 5th August 2016. He added that it was clear from the deliberations in the symposium that single model may not work for all states/DISCOMs. Therefore, based on informal discussions after the symposium, following broad framework for acquiring software tool for load forecasting had emerged:

• A model bid document for procurement can be prepared at NRPC forum but bidding shall be carried out separately for respective Control Area of participating Control Centre and DISCOM.

• Each of the participating Control Centre and DISCOM may put up proposal for funding from PSDF for acquiring software tool for load forecasting.

• An expression of interest can be invited from Solution Providers active in this field.

• The common minimum data requirement can be worked out in consultation with shortlisted Solution Providers.

• Each of the shortlisted Solution Provider can be requested to undergo free trial for 3 months for each of the Control Area of participating DISCOM and Control Centre.

• Those Solution Providers, which are able to meet accuracy level

specified in the bid document shall quality for a particular Control Area.

• Financial bids for qualified Solution Providers for that Control Area shall be opened and the one quoting lowest cost may be awarded the Contract for supplying load forecasting

However, it was clarified that the above framework is only a suggestion. SLDC/DISCOM may decide its own course of action. NRLDC requested all SLDCs to submit the report of day- ahead load forecasting to NRLDC on regular basis as per provisions of IEGC. Members agreed that procurement of software for load forecasting should not be delayed. It was decided that SLDCs/DISCOMs will consider the above mentioned broad framework and submit their comments to NRPC secretariat before next OCC meeting.
