Now lest you think you can just wheel that bulky can down to the curb and place it willy-nilly wherever the spirit moves you, let’s look at the rules. The City is very specific about how and where you deposit their big, green cans: the cans must be posioned at least 6 feet from cars, poles or other obstrucons (seriously, 6 FEET); the metal bar should be facing the street and the wheels facing your residence; and the lid must be closed. Prey simple. Once your trash can has been emped you must remove it from the street no later than 11:30 pm that same Thursday. Putting the trash out on trash day seems like a sim-ple task, yet so many people seem to get it wrong. You have to ask: do they not know the rules or are they simply advocates of garbage anarchy? Do they think things like trash placement are left to personal preference? Fortu-nately, the City of Norfolk, like most cities, has promulgated regulation after regulation defining trash, the trash can and how they work together. One can certainly learn on what day trash is collected by watching one’s neighbors, but what about the finer points? What about bulk waste? Or recyclables? How about yard waste? Perhaps I can shed a little light on the subject.

stands for Environmental Awards for Recycling in Norfolk Neighborhoods. The EARNN pro-

gram is sponsored by the City of Norfolk and Keep Norfolk Beautiful to encourage responsi-

ble environmental stewardship throughout the City. This is a very important position, as it is

a source of annual monetary awards to the Civic League. Details of the EARNN Program may

ANNUAL CIVIC LEAGUE ELECTION OF OFFICERS

The annual election of officers of the Civic League will take place at the June 2018 meeting.

sentative (if required). Members interested in becoming a candidate for any of these offices

In the Can or Not?

Now, what can you put in your trash can? Trash, obviously. But is it that simple? Again, we must

look to the rules. Household garbage and trash are allowed in your trash can; the following are not:

yard waste

furniture and appliances

doors and windows

tires

electronics

household hazardous wastes

recycling

Yard Waste – Let’s Be Clear

Don’t despair, there is a way to dispose of all of these forbidden items. Yard waste (leaves, grass clip-

pings, branches, dead plants, etc.) can be put at the curb on your regular trash day. Yard waste must be

placed in clear plastic bags or 30-gallon containers and limbs and branches must be tied into bundles no more

than 4 feet long and no more than 18 inches in diameter. Waste Management will take up to 20 clear plastic

bags/bundles at a time. They are not inclined to pick up bags of leaves if they are in anything other than clear

plastic bags, so save yourself a headache and use the correct bags.

Bulk Waste – Do You Have A Reservation?

Bulk waste is another trash day mystery and is defined as those large items that cannot go in your

trash can. It includes:

tires (up to 4 tires per household per month)

wooden and glass doors and windows

bicycles, large toys

furniture and appliances

household items

Bulk Waste is picked up on your regular trash day (Thursday) and you have to schedule a pick-up. To ar-

range for a collection of bulk waste, either call 664-6510, send an email to healthyneighbor-

[email protected] or complete an online request at https://www.norfolk.gov/requesttracker.aspx (you will

find numerous useful forms on this page). Your request must be submitted no later than 3:00 pm the day be-

fore your regularly scheduled trash pick-up (so for the CPRV, no later than 3:00 Wednesday afternoon). Of

course, when you see that your neighbor has put a recliner out on the curb, don’t assume that since they

scheduled a bulk pick-up on your street, you don’t need to schedule a bulk pick-up for the stack of tires you

are piling next to the curb. Waste Management will only pick-up items that have been scheduled. Imagine

the problems if they picked up all the bulky items left at the curb, whether requested or not. All it would take

is one incident of “Where is my grandmother’s antique rocker? I left it at the curb for only a minute, my

daughter is coming to pick it up!” to justify limiting pick-ups to only those things requested and scheduled!

Who knew there was so much to discuss about trash? Household hazardous wastes, electronics and RECY-

CLING will have to wait until next month. If you can’t wait (I understand, it is a fascinating topic) take your-

self to the City’s website (www.norfolk.gov) and look about. The answers to all of your questions can proba-

bly be found on the pages for Norfolk Cares and Waste Management. Until next month . . .

Colonial Place / Riverview Civic League General Meeting Minutes

March 12, 2018; Eggleston Center

President Tobie Serafim opened the meeting at 6:36pm.

NPD Neighborhood Resource Officer Josh White presented the monthly report on crime activity. Officer White stated that the predominant issue continued to be larce-nies from vehicles. We were reminded to lock our car doors and remove valuables from our vehicles when unattended, even in our own driveways.

President Serafim introduced Charles Wickham of the Roper Home in Riverview, who spoke on the Roper Home residents’ need for a ramp at the rear of the building to al-low them to work in their gardens. He announced that a project to raise $25,000 to install a ramp would include a “Cinco de Mayo Walker Walk” on Saturday May 5th.

The Vice-President then introduced the three candidates running for the Norfolk School Board: Tanya Bhasin, Nate Kinnison and Brittany Shearer, who each spoke at length about their ideas and plans should they be elected. A number of questions were asked and answered on various related topics.

There were no minutes from the previous month as the meeting was cancelled.

Treasurer’s Report – we have a total of $16,063.55 combined in our checking and CD accounts.

The Vice-President announced that next month’s speakers will be candidates running for City Council.

The Membership committee reported a total of 67 members at present.

The Community Improvement Committee had nothing new to report.

President Serafim reminded everyone that election for new officers will be held in June. The Nominating Committee members are Tobie Serafim, Michael Langston and Jeremy Jones.

There being no further business, the President adjourned the meeting at 7:50pm.
