Leonardo da Vinci Programme

Instrument for the implementation of a European policy in vocational education and training

Legal basis: Article 150 of the Treaty establishing the European Community

Duration: 7 years (2000–2006, next generation 2007-2013)

31 participating countries: 25 Member states, 3 EFTA/EEE countries, Bulgaria, Romania, Turkeynext generation: incl. Western Balkans, Switzerland

Budget: some EUR 1,5 bn

Global Objective of the Programme

Contribute to the promotion of a Europe of knowledge by developing a European area of co-operation in the field of education and vocational training

Support Member States’ policies to develop lifelong learning

Priorities in cooperation on policy issues (Copenhagen process)

European dimension in vocational education and training (to promote mobility and develop transnational cooperation)

Transparency in vocational education and training; Information, counselling and guidance

Recognition of competences and qualifications based on transparency and quality

Quality assurance (exchanges of models and methods, common quality criteria, Learning needs of teachers and trainers)

Who can take part in the programme ?

Public and/or private bodies and institutions involved in vocational training, in particular:

Vocational training establishments, centres and bodies at all levels, including universities

Research centres and bodies Undertakings, particularly SMEs and the craft industry Trade organisations, including Chambers of Commerce Social partners Local and regional bodies and organisations Non profit making organisations, voluntary bodies and NGOs

Innovative projects

Support to transnational pilot projects to develop and transfer innovation and

quality in vocational training , including actions aiming at promotingthe use of information and

communication technologies (ICT) in vocational training

PROJECTS SHOULD THEREFORE

contribute to the modernization of VET systems in Europe;

contribute to the setting up of a true European labour market.

Half a dozen projects identified (out of some 1.800 projects in LdV II)

Not a single project in the insurance sector

Why Valorisation?

« It is a matter of prime importance that the products of the Leonardo da Vinci programme are not confined to the archives, that the project outcomes find their way into mainstream practice and that the lessons of the programme are transferred into policy development »Extract from « Valorisation strategy for the LdV programme » (European Commission 2002)
