• Cedefop’s second policy report develops the analysis in the first report, examining progress since 1999
• it aims to contribute to and stimulate debate on the development of vocational education and training (VET) policy in the EU
Purpose

• lifelong learning is an essential part of the strategy agreed at Lisbon European Council and confirmed later
• unlike 1999, a clear policy framework is now in place at European level to support the development of VET in the EU
Main conclusions

• the European policy framework supports raising participation in education and training and skills levels, reducing skills gaps, reform of systems, promoting mobility, developing
e-learning and improving quality
• a series of reforms to systems underway in all Member States, supported by the social partners

• but reform needs to quicken to meet targets agreed by Lisbon and Barcelona European Councils
• achievement complicated by demographic change, higher demands for skills and changes in the structure of the workforce

• progress - levels of educational attainment are rising:
- 31% of men and 33% of women in the EU
aged 40 to 44, have no qualifications above
compulsory schooling
- this falls to 23% of men and 22% of
women aged 25 to 29 years
