Why Should this be funded:
• County Goal – Eliminating barriers to care
• Demand for GIS – County priority is for data-driven outcomes- ’validatable’ initiatives
• e-Maps Potential – Provides a critical tool & its enhancement should be a county-wide, rather than Department-by-
Department priority• OCHP Capability – OCHP can access key GIS-able data that
can advance planning & outcomes evaluation of multiple initiatives across multiple Departments

Problem:• Significant Challenges – Nearly ¼ of the population
is w/out health coverage & has no regular source of primary care
• Several New Initiatives – Involving multiple sectors & County Departments (OCHP, PHT,DHS, GSA…) but lack necessary data for design, implementation
& outcomes tracking
• e-Maps Underdeveloped – e-Maps has tremendous potential but contains only 1 map under Health &
Human Services

Solution:• e-Maps -- Enable OCHP to greatly expand Health-related
data in e-Maps
• Multiple Agencies Use this Data for:-Building PCPs – OCHP working with GSA & GOB has $25m for new PC Centers located using GIS Analysis
-Decreasing Uninsured – OCHP together with DHS & other agencies reaching 600k+ MDC residents who lack health insurance
-Preventing Asthma Attacks – OCHP, PHT, DERM,MDCPS & CBOs working collaboratively can holistically address community-based factors in the nearly 5k avoidable acute asthma attacks

Single Comprehensive Approach to e-Maps Needed – rather than individual Departments defending their own e-Map enhancements…This tremendous resource deserves a uniform, single annual budget & expansion strategy!
