Motivation In the last year, TWNIC LIRs have made the

request of the IP address space transfer without changing the ownership of the LIR.

Therefore, we are concerned about how to transfer the IP address space of the corresponding customers to the new LIR, when the ownership of the LIR does not change.

Background LIRs may transfer Internet services, e.g.,

lease line, FTTH, etc. and their corresponding customers to other LIRs.

Those transferred customers who have static IP address tend to avoid re-numbering.

APNIC policy documents, mentioning about the mergers, acquisitions, and take overs of LIRs, only focus on LIR’s ownership changed.

Transfer Reviewing Procedure Step 1:

The old LIR must fulfill the application form endorsed by the new LIR and submit it to TWNIC.

Step 2: TWNIC will approve the application, according to the

followings.

1. The transferred size of the IP address space must

be larger than /21.

2. The new LIR must be or will be the TWNIC LIR. Step 3:

The new LIR must update the Whois DB. If necessary, both membership level of LIRs will be adjusted or eliminated by TWNIC.

Summary In the practical business model, the IP address

space transfer will not be happened only in the situation that the LIR changes his ownership.

In order to cover the whole situation for the IP address space transfer, we define related documents and propose the transfer reviewing procedure.

We need more input and comments based on the proposed transfer reviewing procedure.
