    SCOPE AND CONTENT NOTEThe National Security Council (NSC) was chartered under the National Security Act of

    1947 to advise the president concerning domestic and foreign policy issues. Following anunderutilization by President Harry S. Truman, the NSC became the hub of policyplanning under President Dwight D. Eisenhower. Eisenhower realized the importance ofthe NSC’s work and depended on the council to effect major policy decisions.Eisenhower integrated many civilian and military advisers into the NSC, including leadersof industry, military officers, and publishers. Produced during the cold war, somedocuments contain phrases and terms that are uncommon today. It is important toconsider that the quest for U.S. supremacy over the Soviet Union pervaded almost everygovernment decision. Due to this influence, the collection contains numerous terms andphrases unfamiliar to many readers. Economic defense, for example, appears multipletimes in this collection and refers to the preservation of the economic stability of thenation. Economic defense is closely related to national or continental defense; the formerrefers to the overall defense of the nation and the latter only to the defense of the actualland mass.

    The documents found in this collection, The Dwight D. Eisenhower National SecurityFiles, 1953–1961, Part 3: Correspondence Files, contain many examples of theadministrative and logistical support necessary to maintain an effective advisorycommittee. Starting in 1953, the collection contains agendas and minutes of individualNSC meetings as compiled by Robert Cutler, the first national security adviser. Thecollection also contains documents from Dillon Anderson and Gordon Gray, thesuccessive advisers. Contained in these notes and agendas are discussions of theofficial foreign policy of the United States. Many documents are simply administrative, butothers contain definitive policy statements.

    Beginning on Reel 4, the importance of civilian advisers to the Eisenhower NSCbecomes clear. Eisenhower believed the government would benefit from the services andexperiences of citizen leaders from all business sectors. These documents focus onrecruitment of civilian leadership to augment the NSC’s membership. The majority of thereels in the middle of the collection focus on administrative details, ranging frompersonnel decisions to luncheon meetings to general correspondence organized by dateand author. While some of the administrative details are routine, the chronological foldersof Karl G. Harr contain a great deal of information. Among the more interesting topics isthe discussion of Operation PLOWSHARE, conceived as a peaceful use of nuclearweapons. Harr’s notes do not go into great detail, but the concept behind PLOWSHAREwas to utilize nuclear explosives in the creation of harbors and canals and exploration ofpetroleum reserves. In retrospect, this idea sounds unbelievable, but during this periodthe idea received a great deal of attention and funding.

    Eisenhower created the Operations Coordinating Board (OCB), an independentagency, to follow up on NSC decisions. The communications of this board start on Reel 8and provide information on the progress of multiple NSC decisions. The OCB addressed

    varied issues, ranging from nuclear testing and arms control to diseases and foreign aid.Some of the later folders contain correspondence between the OCB and civilian leaderssuch as David Sarnoff of RCA. The letters contain Sarnoff’s thoughts on preventingCommunist influence in broadcasting and were well received by the OCB. This is justone example of Eisenhower’s quest to utilize the nation’s collective talent and intelligenceto defeat the threat of communism.

    A large part of this collection (Reel 11–Reel 18) contains chronological folders ofgeneral internal correspondence. The majority of this information is interoffice memorandaand notes. A great deal of useful information can be gleaned from these files. The finalfolders of this collection, Reel 18–Reel 21, contain some interoffice communications, butthe majority of the documents were received by the national security adviser fromcitizens. These letters and notes range from the constructive to the truly bizarre. Manyshow support for Eisenhower’s policies, but the occasional letter contains fantastic andunreasonable designs for defeating the Communist threat. Many of these far-fetchedschemes contain requests for federal funding to help deter or eliminate the Soviet threat.These documents provide some humor and a great deal of insight into the incredible fearsome Americans experienced during the cold war.

    Due to the wide range of included documents, The Dwight D. Eisenhower NationalSecurity Files, 1953–1961, Part 3: Correspondence Files provides an exhaustive sourceof national security information. The scope of this collection, from personal notes to policystatements, offers uncommon insight into the administrative functions of the NationalSecurity Council.
