Vital Signs 10 Neighborhood Action 1 Baltimore City has a rich history of community organizing and civic engagement. On any given night, somewhere in the City a neighborhood group is meeting, discussing community concerns, planning for their collective future and advocating for action. BNIA-JFI currently tracks nine neighborhood and community indicators to measure the extent to which the City’s neighborhoods are active, organized, and empowered. These include: the number of neighborhood associations and block groups; the number of Community Development Corporations (CDCs); the number of umbrella organizations; the number of park stewardship groups; the number of community gardens; Healthy Neighborhood Initiative locations; the number of historic properties; the percentage of the population registered to vote; and the percentage of persons voting. Highlights of changes in the neighborhood action and sense of community indicators are provided below. Neighborhood Groups and Organizations1

In 2010, there was a total of 22 Community Development Corporations (CDCs) in Baltimore City. CDCs provide important and wide-ranging programs, services, and other activities that promote and support community but are primarily engaged in housing development.

In 2010, there were a total of 34 umbrella organizations in Baltimore City. These organizations support associations and initiatives across multiple neighborhoods.

In 2010, there were a total of 508 park and environmental stewardship groups. The largest number of groups was located in Medfield/Woodberry/Remington, which is the CSA that includes Druid Hill Park and the headquarters of the Baltimore City Department of Recreation & Parks (41 groups).

In 2010, there were a total of 342 community gardens in Baltimore City. The largest number of community gardens was located in Sandtown-Winchester/Harlem Park (30) and Penn North/ Reservoir Hill (20).

Neighborhood Initiatives

BNIA-JFI tracks currently tracks two important neighborhood initiatives in Baltimore City. These are Healthy Neighborhoods2 and the number of historic properties in local historic neighborhoods designated by the Commission on Historic and Architectural Preservation (CHAP)3

The number of neighborhoods with a Healthy Neighborhood Inc. site (HNI) increased from 19 in 2009 to 22 in 2010.

The mission of HNI is to help strong but undervalued City neighborhoods increase home values, market their community, create high standards for property improvements, and forge strong connections among neighbors. The data is collected from the Healthy Neighborhood Initiative and the Baltimore City Department of Housing and Community Development.

From 2006 to 2010, the number of neighborhoods with a HNI site has increased from 10 to 22.

From 2003 to 2010, the number of properties in local historic neighborhoods in Baltimore City has increased by 17.5% from 7,230 in 2003 to 8,494 in 2010.

The number of properties in local historical districts in Baltimore increased by 2.5% from 8,248 in 2009 to 8,494 in 2010. The CSAs with the greatest numbers of registered historic buildings are located in Midtown (1,916) and Fells Point (1,391).

Voter Participation

BNIA-JFI tracks both the percentage of persons registered to vote and the percentage of persons voting in the general election as indicators to measure resident engagement. Both are for persons aged 18 and over in Baltimore City and both are provided by the Baltimore City Board of Elections.

The percentage of the City’s residents who are registered to vote increased from 58.1% in 2000 to 75.0% in 2010. This increase may be a result of both a smaller number of total persons living in

Baltimore City and continued numbers of residents registering to vote in the wake of President Obama’s election.

The percentage of the City’s residents who voted in the general election increased by almost nine percentage points from 35.7% in 2000 to 44.4% in 2010. The percentage of Baltimore City residents voting tends to be higher in years where there is a presidential election. From 2008 to 2010, the percentage of City residents voting in the general electing decreased from 50.7% to 44.4%.
