Keep EMS simple. Use what you already have in place. Don’t detail it to death.

It doesn’t have to be perfect out-of-the-gate. Remember the concept of ‘continual improvement’!

EMS challenge areas… Determining aspects/impacts & significance Communicating EMS to all functions & levels of the

organization Communicating EMS to all suppliers & contractors Communicating with additional external interested parties Environmentally-involved & aware employees EMS provides change management capabilities

EMS Design & Implementation: Lessons Learned

Page 6: 1 DoD Region 4 Pollution Prevention Kick Off Meeting Presented by: Cam Metcalf Executive Director August 8, 2002 Regional EMS Alliance & State-Level EMS.

Knowing your organization’s culture is criticalImplementing EMS is about peopleEnvironmental manager (EM) & activities have

greater visibilityEM roles & responsibilities change (operational to

long-term focus)It’s hard for EM to relinquish control, assume

managerial responsibilities & project management, function in business mindset, overcome histories (‘police’ & ISO 9000) & build new relationships throughout the plant

Why Implement an EMS?Enhance mission/combat readinessBoost operational efficiency & consistencyImprove compliance assurancePromote environmental involvementSupports sustainability/stewardshipMeet top ‘management’ directives

EMS Perceptions

“EMS is an industry thing.”“I’m going to be told how to do my EMS.”“I’ll have to get ISO-14001 registered.”“I’ll never have another compliance

violation.”“Once I get the EMS in place, I’m done.”“What do universities know about EMSs?”

What Makes an EMS Different From What We Already Do?

Continual environmental performance improvement

Opportunities in non-regulated areas‘Environmental’ part of everyone’s

responsibilities including ‘top management’

EMS Training Task ObjectivesDevelop military-sector user-group for

EMS implementation training & technical assistance

Assist installations learn how to plan, implement, and audit ISO 14001-aligned EMSs

Transfer proven installation, industrial and public sector “lessons learned” in EMS implementation

Page 13: 1 DoD Region 4 Pollution Prevention Kick Off Meeting Presented by: Cam Metcalf Executive Director August 8, 2002 Regional EMS Alliance & State-Level EMS.

Tiered-Training Approach

Tier 1-open to all Region 4 installations Four training days in Atlanta

Session 1: Orientation & overview of implementing an EMS

Session 2: Planning & managing the EMSSession 3: Getting results through a

performance-based EMSSession 4: Documentation, auditing &

continual improvementSuggested start date: Fall 2002

Completion: EOY 2003

Page 14: 1 DoD Region 4 Pollution Prevention Kick Off Meeting Presented by: Cam Metcalf Executive Director August 8, 2002 Regional EMS Alliance & State-Level EMS.

Tiered-Training Approach

Tier 2-open to at least 16 Region 4 installations “Hands-on” EMS planning, implementation and

auditing/focus on “challenge” areas Each university partners with small group of

installations Facilitate EMS implementation in operational

areas Within each state, each university & participating

installations will develop training formatSuggested start date: Fall, 2002

Completion: EOY 2003

What the Training is LikeFocus on the managerial/cultural as well as

technical considerations of EMS implementationHear mentors (Tier 1)—Elgin AFB, Camp

Lejuene, Ft. Lewis (tentatives)Learn proven implementation strategies (pilots)Highly participative (50% lecture/50% exercise)Complete key EMS tasks in-class/homeworkDownload EMS materials from DoD only web

access (Denix after pilot)Networking opportunities with other installations,

services & mentors

Training Benefits

Allow time to implement systemGet jump by using a “free” resource for

EMS training and tool developmentBe leader in DoD EMS implementation

required by EO
