ISA funds marketing campaign• In FY07, flexible mental health funds (ISA $) for

severely emotionally disturbed youth were underused.– AK Mental Health Trust gave $780,000– Word was spread personally by BH staff– 17 providers enrolled

• The Trust and State of Alaska have slated $1.2 million for FY08 ISA funds, with up to 5% for marketing to increase usage

• BH surveyed providers, identified barriers and established the following solutions:

– BH expanded the eligible provider pool• Added providers of behavioral rehabilitation services and substance

abuse treatment providers

– Now give a $25 handling payment

– Employed DHSS communications staff to raise awareness and give providers more information

– The Trust has approved a marketing allowance of $60,000, or 5 percent of the $1.2 million

INDIVIDUALIZED SERVICE AGREEMENT (ISA)Definition

ISAs are flexible funds for eligible youth who are non-resourced. These funds can also be utilized to pay for services that insurances will not reimburse.

Individualized Service Agreement (ISA) Eligibility

– A resident of the state

– Under 22 years of age

– Been assessed by a MH professional and meets criteria for SED

– Has been assessed to meet residential level of care

– Has been approved by DHSS for services

– Is at risk of being removed from the home

INDIVIDUALIZED SERVICE AGREEMENT (ISA)

Funding Process

– Service provider must be a Community Mental Health Center (CMHC) or Substance Abuse (SA) provider administrated by Behavioral Health (BH) and have a signed Provider Agreement for ISA funding on file with BH

– Or a Behavioral Residential Service (BRS) Medicaid provider administrated by the Office of Children’s Services (OCS) and have a signed Provider Agreement for ISA funding on file with BH.

– These provider types may contract with other agencies for identified services.– Providers complete the Referral & Billing Form, which includes requested services

for initial referral and every 90 days.

– For programs administered by BH: forms Utilization Review staff along with initial Treatment Plan or quarterly Treatment Plan Review.

– For programs administered by OCS: forms faxed to BRS Program Coordinator with initial Treatment Plan or quarterly Treatment Plan Review. BRS Program Coordinator forwards to UR staff for approval, tracking, and fund distribution.

– Funds distributed every 30 days upon receipt of billing form.
