Amending the following federal statutes• H.R. 776 (ensuring that assets pledged on federal

construction projects are easy to convert to liquid assets to protect small businesses and taxpayers).

• Title 41 (prohibiting automatic threshold increases to the Federal Miller Act).

• Contract Bundling (include the term “new construction” in the definition of contract bundling).
